Attribute "accessClassNBarred" is UTRAN Cell Properties:
Cell access is controlled by preventing access for 16 different access classes:
0-9: one access class randomly allocated to the UEs and stored in the USIM
10: emergency calls
11: For PLMN use
12: Security Services
13: Public Utilities
14: Emergency Services
15: PLMN Staff.
When entering the attribute it needs to be converted from decimal to binary format where each
class is set starting from the least significant bit (barred: 1, not barred: 0; bit 0: class 0, bit 1: class
1, etc). Once all the classes are set to 0 or 1 in binary, the number has to be converted back to
decimal. It is possible to set the cell to 'reserved for operator use only': only UEs with access class
10-15 may access the cell.
(Ex blocking emergency calls = class 10 plus emergency services = class 14, the bit pattern is
0100010000000000 = 17408, starting from the least significant bit.)
Changing this attribute will affect traffic. The modified cell is disabled automatically, then enabled.

When cell status is indicated as "not barred" and "reserved" for operator use,
- UEs assigned to Access Class 11 or 15 shall treat this cell as candidate during the cell selection
and cell re-selection procedures in Idle mode and in Connected mode if the cell belongs to the home
PLMN.
- UEs assigned to an Access Class in the range 0 to 9 and 12 to 14 shall behave as if cell status
"barred" is indicated using the value "not allowed" in the IE "Intra-frequency cell re-selection
indicator" and the maximum value for Tbarred, see [4] (see also below).
Access control
Purpose
Under certain circumstances, it will be desirable to prevent UE users from making access attempts
(including emergency call attempts) or responding to pages in specified areas of a PLMN. Such
situations may arise during states of emergency, or where 1 of 2 or more co-located PLMNs has
failed.
Broadcast messages should be available on a cell by cell basis indicating the class(es) of subscribers
barred from network access. The use of this facility allows the network operator to prevent overload
of the access channel under critical conditions. It is not intended that access control be used under
normal operating conditions.
Operation
If the UE is a member of at least one Access Class which corresponds to the permitted classes as
signalled over the air interface, and the Access Class is applicable in the serving network, access
attempts are allowed. Otherwise access attempts are not allowed.
Access Classes are applicable as follows:
Classes 0 - 9 - Home and Visited PLMNs;
Classes 11 and 15 - Home PLMN only;
Classes 12, 13, 14 - Home PLMN and visited PLMNs of home country only.
Any number of these classes may be barred at any one time.
Emergency Calls
An additional control bit known as "Access Class 10" is also signalled over the air interface to the
UE. This indicates whether or not network access for Emergency Calls is allowed for UEs with access
classes 0 to 9 or without an IMSI. For UEs with access classes 11 to 15, Emergency Calls are not
allowed if both "Access class 10" and the relevant Access Class (11 to 15) are barred. Otherwise,
Emergency Calls are allowed.
For this point, it is similar as GSM ACC function.
