Time The GDG Partner Network meeting was recently attended by 51 participants

The meeting was set up in 3 sessions from 9:00am to 12:00pm.
Location  Session 1:
 Introducing program and roles of GDG presented by Ms. Peta,
Program Manager.
 Speakers from 4 NGOs to present about their program,
activities and success stories of their beneficiaries facilitated
by Mr. Makara.
 Session 2: Ms. Maria Thyda Rath from Makein Cambodia presented
about “ Work Permits for Expatriates”
 Coffee Break
 Session 3: Ms. Lesli from Finance Institute presented about template
of Financial Report for submit to MoEF and NFPs
Sharing session from GDG Partner

1- The first question was about “How do your NGO help the
beneficiary to be sustainability strong and independently” to 4
NGOs from Sunrise, Empower Cambodia, and two Volunteers to
provide the working experience and best practice in their NGOs.
We noticed that most of them have similar perspective and
mission. But they have different activities to support the
beneficiary. Some NGOs are providing skills and jobs to
community to run businesses and some NGOs have long vision to
support the beneficiaries to finish school and find a good job. Then
they raised a success story of beneficiary from their program.
Having job, and improve family living condition is the important
point raised from NGOs.
2- Working Permit for Expatriate.
All foreigners who are working in Cambodia under article1 of
Cambodia Labor Law have duty to do the work permit. Their visa
extensions must be (EB) will become compulsory for all foreign
nationals to obtain an official work permit /employment card to be
eligible to apply for a long-term extension to their ordinary
“business” visa (also known as an EB visa). Most of them are
working for Company, or Local NGOs…etc.
3- Financial Report (Guideline how to fill CFRS for NFPE’s).
Ms.Lesli from Law firm has shared best practice on how to fill the
information into Financial Report Template and responded to the
questions from audients. The National Council for Accountancy
department of Ministry of Economic and Finance has conducted a
workshop on 22nd May 2018 at Phnom Penh Hotel and
announced to all NGOs to come to register and get account code
to fulfill the report template for ministry. However, all NGOs are still
waiting for the accounting code from ministry.

Conclusion-1
It was a good chance to join the GDG’s Partner Network meeting on Friday
21st September to get to know other NGOs and their working missions in
Cambodia.
- Reflect to a first question how to support beneficiary to be
sustainability strong and independent? CCF has strong program
and process to support and evaluate the progress, result for
beneficiary to ensure we provide the good quality match to their
need. From the starter, we have Section process (Assessment and
Interview), then we put them in six main program which basic need
of living such as: General Education, Leadership, Childcare,
Healthcare, Career and Life Skill, and Community support. And
each beneficiary is prepared for future plan which discussion and
consult with relevant part in their life such as him/herself, parents
and guardian, supporting partner.. etc. CCF provide long term
support and focus on Education program as we believe that
Education is a key to break a cycle of poverty and improve better
life.
- CCF does not require to do the work permit for expatriate staff
because we got visa (C-ex).
Conclusion-2
- CCF has submit the letter to The National Council for
Accountancy Department to request for using existing auditing
company and accounting code for reporting since July 25th but
we don’t get any response from ministry yet.
- CCF is willing to comply all government rule and policy to
ensure legibility of activities.
