TRAFFIC DURING RUSH HOURS IN CAJAMARCA

A. POLICY:
Our policy “Today Your Car Rests” is the name of traffic and an
environmental program intended to reduce the traffic jam during rush hours and
to control the pollution generated by the vehicles to minimize the environmental
impact they produce in Cajamarca. This will need the realization of some
important activities do with the help of the Major and the engagement of the
Municipality of Cajamarca, like:
 The regulation and organization of the ambulatory commerce.
 The accomplishment of the previously designed schedules by the heavy
cargo transport.
 The construction of pedestrian bridges close to schools, universities and
markets.
 The enforcement of the policies about traffic regulations by the police
officers.
 The promotion of a healthy life by using bicycles or walking.
B. GENERAL OBJECTIVE:
To reduce the traffic jam during rush hours in our city.

C. SPECIFIC OBJECTIVE:
To get assistance from government and local authorities involved in our policy.
To make road users conscious of this issue through campaigns.

D. HOW DOES OUR POLICY WORK?


Each vehicle is characterized by two main factors:
 Its level of emissions, so it receives a hologram after making a Vehicle
Verification.

WHAT IS VEHICLE VERIFICATION?

It is a process of control carried out on vehicles periodically to


determine the level of emissions they produce and thus be able to
assign them a hologram that identifies them accordingly.
 The digit of completion of your plate, which defines the color of the
sticker for the vehicle.
With these two data, the program defines who can or cannot circulate around
the city every day.

E. WHAT ARE THE HOLOGRAMS USED BY THE PROGRAM?


The program uses holograms of different categories that locate vehicles
according to the degree of pollution generated. They are placed in stickers that
adhere to the vehicle in a clearly visible place.
These holograms are obtained through the Obligatory Vehicle Verification
process.

F. WHAT ARE THE HOLOGRAMS THAT ARE ASSIGNED?


These are the categories of holograms to be received in the new Verification
program, in descending order of demand:
 Exempt Hologram
 Hologram 0 or Zero
 Hologram 1 or One
 Hologram 2 or Two

G. WHAT ARE THE COLORS OF THE GUMMING ACCORDING TO THE TERMINATION


OF THE PLATE?
In the following table you can see the colors of the sticker that correspond
according to the last digit of the license plate of the vehicle:

H. WHICH VEHICLES ARE EXEMPT IN THE PROGRAM?


 Those vehicles that have obtained the EXENTO hologram, 0 (zero) or 00
(double zero) in the vehicle verification.
 Those that use non-polluting energies (solar, electric, etc.).
 School transportation with authorization.
 Vehicles used for emergency services, urban services, firefighters, doctors,
rescue, public safety and civil protection.
 Funeral service cars during their activity.
 Emergency medical vehicles with authorization
 Cars driven by disabled people with their respective identification or
authorization.
 Federal public service passenger transport.
 Vehicles with old or classic car plate, tractors, construction and mining
machinery, motorcycles or with demonstration and / or transfer registration.
 Cars carrying a valid Tourist Pass.
 Vehicles that carry a special permit issued by the Ministry of the Environment
for participating in a special program of mobile sources.

I. WHAT VEHICLES QUALIFY AS FOREIGN?


The program applies differently if the vehicle qualifies as foreign. These vehicles are
those that, regardless of their model year:
 They have been enrolled abroad or in Federal Entities outside of which the
Today Your Car Rests applies.
 Do not carry any verification hologram.
 They carry a hologram not recognized by Today Your Car Rests.

J. HOW DOES TODAY YOUR CAR RESTS APPLY TO FOREIGNERS?


The limitation to its circulation is the following:
 They cannot circulate from Monday to Friday during the hours of 5 to 11
hours.
 They do not circulate on Saturdays from 5 to 22 hours.
 They do not circulate a day between week (according to the termination of
your plate) from 5 to 22 hours.

K. WHAT IS THE TOURIST PASS FOR FOREIGNERS?


It is a free pass that allows circulation through Cajamarca without the restrictions of
the “Today Your Car Rests” program, in order to encourage tourism.
This pass is granted to private vehicles registered in the bordering countries like
Ecuador, Brazil, Colombia, Bolivia and Chile, whose age does not exceed 15 years. Its
delivery could be made electronically and could be requested semiannually for a
period of 14 days, or two periods of 7 days.

L. WHAT IS THE PENALTY FOR NOT RESPECTING THE “TODAY YOUR CAR RESTS”?
Vehicles that violate the restrictions imposed by the program must pay a fine whose
value will depend on the place where the offense was committed, and on what
authority it registers it.
If you are sanctioned by a traffic police officer, you must pay a fine of 20 days of
minimum wage (approximately S/. 500).

M. ADVANTAGES:
In addition to decreasing the traffic jam, and also to encourage the use of
alternative forms of transport, it will give a clear advantage when it comes to
limiting pollution in the city and thereby improving its health conditions, which it
will serve as an excellent measure during atmospheric contingencies.

N. DISADVANTAGES:
 It would not apply in all cities of Peru, thus limiting all the benefits it
achieves, since it does not cover all trips and vehicles.
 There would be a lot of complaints, people who wants to get to their
homes or their work quickly and they can’t because there aren’t enough
vehicles.
 In the cases of emergency, many people would not be able to get to the
health centers fast enough.

O. LEVEL OF GOVERNMENT:
The level of government that would be responsible for our proposed policy is:
 Judicial Branch (Provincial Municipality of Cajamarca).

According to:

El Artículo II del Título preliminar de la Ley Orgánica de Municipalidades Ley N°


27972, concordante con el Artículo 194° de la Constitución Política del Estado,
establece que las Municipalidades gozan de autonomía política, económica y
administrativa en los asuntos de su competencia.

De acuerdo al Artículo 81° de la Ley Orgánica de Municipalidades- Ley N° 27972,


en su numeral 1) inciso 1.3, establece como funciones específicas exclusivas de las
Municipalidades Provinciales en materia de tránsito, viabilidad y transporte
público lo siguiente: "Normar, regular, organizar y mantener los sistemas de
señalización y semáforos y regular el tránsito urbano de peatones y vehículos.

P. WHY IS OUR POLICY CONSTITUTIONAL?


Because it is proposed within the next law of the Peruvian Constitution:

TÍTULO IV - DE LA CIRCULACIÓN - CAPÍTULO II - SECCIÓN III - REGLAS GENERALES DE


CIRCULACIÓN:
Artículo 120.- Restricciones a la circulación por congestión vehicular o contaminación.
La Autoridad competente, en situaciones generadas por la congestión vehicular y/o la
contaminación, puede prohibir o restringir la circulación de vehículos o tipos de
vehículos en determinadas áreas o vías públicas.
