Despite this, its 44th spot in the ranking removes the first world power considera-

high moral and economic freedom, holds a discreet 36th spot in the ranking. But
the worst case is that of Belgium. It is a developed country located in the leading
group in the index of moral freedom, although it lags in economic freedom, but it

may be seen that electoral freedom (such as democracy in general) requires
sufficient prior levels of secularisation, loss of political influence of religious
institutions, and separation between political and religious power. Such was the
original development of the process of gradual democratisation in Christian
Europe, and particularly since the Lutheran Reformation.
Precisely all the countries in the top ten of the 2018 WEFI are predominantly
Christian and have undergone a broad expansion of the phenomenon of seculari-
sation. They are, of course, countries with extensive religious freedom, whether
of a Catholic or Protestant tradition. However, there are many countries in the
world that also have a Christian majority (for example many post-Soviet countries
of an Orthodox majority, or quite a few African countries) and get dismal results
in the ranking. We should note how some religious hierarchies have allied with the
scarcely democratic political power. It is, for example, the case of the Orthodox
Church with Putin in the traditionalist and authoritarian turn of today's Russia.
Furthermore, the Arab secular ideology of the Baath party, of a socialist, nationa-
list, and authoritarian nature, did not translate in Syria or Iraq into higher levels of
democracy or electoral freedom. Neither was there any progress as regards
secular nationalism in Gaddafi's Libya or in Iran prior to the Islamic Revolution of
1979.

The World Electoral Freedom Index (WEFI) includes four indices. In this ninety-eight countries that it classifies.

identified sufficiently relevant sources for each of the indicators, both official and

old. The data that were already quantified on a country-by-country basis is
transposed to our system, transforming the scale where necessary. From the
other sets of data we extrapolated standards of allocation and scored each
country on the basis of them.
The main ranking additionally offers the score and spot of each country in
each of the four subindices. It also includes the ranking table of each subindex.
Finally, an alphabetical listing of countries allows to find the spot of each one in
the main index and in the four subindices. In total, the WEFI allocates between
eleven thousand and twelve thousand scores for the whole of the one hundred

La India, pese a ser el país del mundo con mayor libertad de sufragio
activo atendiendo al conjunto de datos recabados, desciende hasta la
vigésima posición en el conjunto del IMLE, como hemos señalado en
varias ocasiones, una muy buena posición pero no tanto en compara-
ción con dicho ILSA. Hungría y Nueva Zelanda, por su parte, segunda y
cuarta respectivamente en el ILSA, descienden sin embargo hasta
posiciones inferiores en el índice general.

requires to strengthen the institutions. Being able to obtain a report like this World
Electoral Freedom Index, which projects a new approach to the matter, is indeed
of the utmost importance to understand the role of electoral processes in current
democracy. Especially because electoral freedom is, around the globe, such a
valuable asset but such a scarce one, too.
