PORTFOLIO Nebo Regional Visioning Plan

Comprising close to 400 square miles, the 10-city project area includes the cities of
Springville, Mapleton, Spanish Fork, Salem, Payson, Woodland Hills, Elk Ridge, Genola,
Santaquin and Goshen, as well as unincorporated areas of southern Utah County.
The project was sponsored by Envision Utah (www. envisionutah.org), a well-known
advocate of smart growth and open space conservation. They enlisted our staff as
 lead consultants, on a team with the Mountainland Association of Governments, the
Governor’s Office of Planning and Budget, and the Quality Growth Efficiency Tools
PROJECT PARTNERS & FUNDERS team. The team conducted a public education and participation campaign that led to

a vision for more sensible growth. The team was selected for its ability to address
Governor’s Office of Planning & Budget growth issues in a region attuned to preservation of natural lands.

The Nebo Vision Regional Scenario paints a picture of

The project included determining growth projections for the region, conducting a
