Presidential Guidelines 2016-2021
Although H.E the President issued strategic directives
on the implementation of the manifesto 2016-2021, a
number of challenges still exist within the sector as
listed below;
(i) The problem of absenteeism from schools by
teachers must stop;
Gov’t spends U.Shs.68,540,381,340bn on UPE and
U.Shs.129,509,250,451bn on USE per year but the
children of the poor are expelled from schools that do
not teach and where the teachers are paid more than in
the private schools which teach well.
The problem is poor supervision, as the school
inspectors do not do their work

(ii) We are supposed to have one government
primary school per parish; one government
secondary school per sub county; and one
government technical school per
constituency. This must be completed.
We could use U.Shs.500m per school to build
the sub county level secondary schools.
Simple bungalow, brick cement and mabati
structures- non storied buildings in order to
cover all parishes with Primary Schools, all the
Sub counties with Secondary Schools.

SECTION ONE: INTRODUCTION
In FY2017/18, the Education sector continued with the
implementation of the Presidential Manifesto (2016-2021).
Among the interventions pledged to be undertaken include;
provision of infrastructure; enhanced inspection of schools;
skills development and support to physical education and
sports.
The implementation of the manifesto undertakings is
guided by the :-
 Vision of the Education and Sports Sector: “Quality
Education and Sports for All”; and,
 Mission of the sector which is, “To provide for, support,
guide, coordinate, regulate, and promote delivery of
quality Education and Sports to all persons in Uganda;
for national integration, individual, and national
development”.

In the second year of its implementation, the


targets, achievements and challenges
encountered in the implementation of these
interventions are reflected below; structured
according to the different sub sectors (i.e Pre-
primary and primary Education, Secondary
Education, BTVET, Higher Education and
Physical Education and Sports)

(a) Initiatives undertaken include:-

(i) Training of Care –givers using the revised


Primary Teacher Training Curriulum;
(ii) Classroom Construction
(iii) Construction of Teachers’ houses
(iv) Provision of Instructional Materials
(v) Monitoring and Supervision

(b) Main Achievements

 Under the revised Primary Teacher Education curriculum,


teacher trainees continue to receive compulsory training in
the first year specializing in year two in either ECD or upper
primary education; and,

 In addition, the ECD caregiver’s framework continues to be


implemented in institutions providing ECD training with
support supervision being undertaken; and,

 Under the UTSEP undertook face to face training of 1,000


caregivers;

(b) Main Achievements
 In 54 selected primary schools, a total of 356, Classrooms,
53 Administration blocks, 108 Five Stance VIP Latrines for
boys and girls, 63 Two stance VIP Latrines for teachers, 9
teachers houses and 63 Water harvesting tanks have been
built in 54 selected primary schools;
 Procured a total of 318,131 copies for both P.4 Integrated
Science and SST Pupils books; and 39,000 copies of Teachers
Guides;
 Monitored a total of 230 schools in 19 districts;
 Monitored usage, accessibility and storage of instructional
materials in 12 districts;and,
 Assessed P.2 Competence in literacy for P.2 under the
Monitoring Learning Achievement (MLA)program in 60
districts

(a)Initiatives undertaken :
(i) Construction of Seed Secondary Schools
(ii) Introduce the continuous assessment
examination system at secondary school
level
(iii) Promote e-learning and computer
literacy in order to enhance learning
outcomes

(b) Main Achievements :
(i) A total of 12 seed secondary schools are at
different stages of construction;
(ii) The Lower Secondary curriculum was reviewed
under 20 subject based approach designed along
competences acquired as opposed to objectives,
with learners expected to select 8-9 subjects.
Continuous assessment is inbuilt within the
reviewed curriculum. The curriculum will be
piloted next FY 2019/20.
(iii) A total of 70 schools were provided with digital
science and mathematics learning software in

(a) Initiatives undertaken :-
(i) Provide every District with at least
vocational /technical school end of 2021
(ii) BTVET Curriculum reform
(iii) Increase access to women and
disadvantaged persons
(iv) Promote and establish regional Centres of
excellence among BTVET institutions to
ensure production of a critical mass of
relevant technical skills.

(a) Main Achievements:
(i) Continued with construction of facilities in a
number of BTVET institutions as that include;-
Civil works in Bamuanaika T.I(Luwero) - 35%;
KiruhuraT.I(Kiruhura) - 45%; Hoima School of
Nursing(Hoima) - 65%; Arua School of
Comprehensive Nursing(Arua) – 30%; UTC
Bushenyi(Bushenyi) - 50%; UTC
Kichwamba(Kabarole) - 85%; UTC Kyema -
100%; Ahmed Seguya(Kayunga) - 100%;
Kibatsi(Ntungamo) -85%; Tororo(Tororo) - 100%;
and, Kalongo(Agago) - 90%.

(a) Main Achievements:
(i) A diploma course in marketing and
Accounting has been modularised;

(ii) Two (02) sets of training modules for the


occupation of meat processor I, II & III and
Heat Ventilation Air-conditioning and
Refrigeration Technician (HVACR) level III
& IV have been developed;

(a) Main Achievements:
(iii) Under the Directorate of Industrial Training, assessed
and certified 22,610 candidates (i.e. Level I - 3,575;
Level II - 4,379, Level III - 37; and, Non-formal –
14,619). The assessment is conducted in designated
centres throughout the country.

NB: Modularised training is done at different levels (i.e. I,II, III, IV


etc.).

(a) Main Achievements:
(iv) To ensure production of a critical mass of
relevant technical skills, Four International
Twinning institutions have been contracted
for curriculum review, adaption and training
of faculties in four colleges (Uganda Petroleum
Institute Kigumba-UPIK, UTC Kichwamba, UTC
Bushenyi and Bukalasa Agricultural College)
They are going to transformed into centres
of excellence in oil and gas, construction,
manufacturing, and agricultural.

(i) Rehabilitation of Public Universities
(ii) Open Soroti University
(iii) Establishment of Centres of excellence

(b) Main Achievements include:-
(i) A total of 17 facilities completed in 9 universities;
(ii) Civil works that include the construction of a
laboratory block, one storied teaching, four
storied multi-purpose academic block and
external works are at the finishing at 93%
progress in Soroti University;
(iii) Continued to construct Business incubation
centers in public universities and the status of
works is as follows: Gulu-40%; MUBS-60%;
MUST-50%; and, Kyambogo-60%.of Science

(b) Main Achievements include:-
(iv) Continued with process of establishing the 4
Centres of Excellence and preliminary
activities like curriculum review; recruitment
of students; and research programmes are
being implemented. These centres include:-
 Makerere University – Centre of materials,
product development and
nanotechnology(changing from complex to
simpler methods of diagnosing diseases) and
Centre for Crop Improvement; 19

(b) Main Achievements include:-
 Mbarara University of Science and
Technology – Pharm-Biotechnology (Developing
medicines out of our local plants) and
Traditional Medicine Centre; and,)

 Uganda Martyrs University – African Center


for Agro- Ecology(Sustainable agriculture which
does not destroy the environment and maintains
the quality of the product) and Livelihoods
Systems.

Physical Education and Sports
(a) Initiatives Undertaken
(i) Support the construction of sports facilities throughout
the country. For instance the high altitude athletics
training Centre in Kapchorwa is under construction;
(ii) Support all sports associations to identify and nurture
talent at local and national level;
(iii) Work closely with different sports associations and
develop a plan to develop respective sports disciplines in
the country so that they excel at regional and
international levels;
(iv) Increase Ugandan athletes’ exposure to international
events to enable them to gradually excel and break
international records
(v) Facilitate national teams to participate in international
tournaments when they qualify 21

(b) Main Achievements include:-
(i) Continued with the construction of the high altitude athletics
training Centre in Kapchorwa and civil works include;
Completion of casting of slab and columns for first floor of
Hostel block; Completion of casting of columns for 2nd floor;
Raising of external Kitchen up-to ring beam level;
Commencement of excavation works for construction of sports
facilities; and, Hostel block and external kitchen at roofing
stage
(ii) In an effort to identify and nurture talent at local and national
level, the sector:-
 Facilitated over 3,500 participants/students from 200 different
schools in the East African region in 13 sports disciplines at held
at St, Joseph’s Layibi in Gulu;
 Conducted Primary Schools and Special Needs Learners (SNL)
National Ball games; Nurses games ; Secondary School
National Ball Games I; and Technical Schools and Community

(b) Main Achievements include:-
(iii) Funding to the National Council of Sports (NCS) was
increased to UGX.11.6bn to cater for FUFA,
Commonwealth games, Netball Team (She Cranes) and
other sports associations; and,
(iv) Supported national teams to participate in 3 international
sports championships that included:-
 She Cranes 3-Test series held in Bridgetown Barbados;
 Uganda Cranes- AFCON Campaign in Marrakech,
Morocco; and,
 21st Commonwealth games in Gold Coast, Australia where
a total of six medals were won (3 gold, 1 silver and 2
bronze).

 Pre- primary and Primary Education
(i) Limited community participation in UPE on
account of a misconception that being a public
funded program, only government is
responsible for its implementation;
(ii) Lack of school feeding continues to hamper
good performance of learners. This is the major
cause of school dropouts

 Secondary Education
Increasing number of sub counties without any
form of secondary school despite the continued
construction of seed secondary schools. The sector
is still bridging the demand due to the new
Government administrative units

 BTVET Education
(i) Negative social perceptions and stigma on
skills education and training;
(iii) Challenges in non-formal assessment. These
include:
 Language barrier of candidates and
assessors.
 Absenteeism of candidates.
 Lack of appropriate Assessment Training
Packages (ATPs).
 In adequate number of assessors to conduct
the assessment. 26

(iv) Lack of competent instructors for hands on
technical education equal to international
standards; and,
(v) Linkages between the industry and training
institutions that need to be strengthened.

 Higher Education
(i) The Low staffing levels in higher learning
institutions
(ii) Increasing number of students at
University which compromises quality;
and,
(iii) The rising unit cost per student per annum
across public universities.

 Physical Education and Sports Education
(i) Inadequate Physical Education and Sports
teachers, which makes it difficult to
enhance sports programs in schools;
(ii) Lack of sports facilities in some educational
institutions.
(iii) Low participation in Physical Education
and Sports (PES) programmes by
stakeholders at local levels due to
monetary expectations

 Inspection
(i) Low levels of funding for inspection.
This has made it difficult for the sector to
fight the vice of absenteeism of teachers

Sector Priorities FY2018/19

 Priorities include:-
(i) Grant aiding of 100 secondary schools;
(ii) Procurement of an oil rig sumulator
in Uganda Petroleum Institute,
Kigumba;
(iii)Salary enchantment for MoES staff;
and,
(iv)Complete civil works in the 8
beneficiary universities.
