NEW MEMBER GUIDE
WELCOME

Welcome to Model Ministry of Magic (MMOM) and thanks


for your interest in joining!

This is simulation of the British Ministry of Magic in the Harry


Potter series where you take over the running of the Ministry
following the downfall of Lord Voldemort.

As we know only a medium level of detail about the Ministry


compared to other areas in the books, there are some areas
of the sim where we simply have to make assumptions and
adjust it here and there to make it work. In the early stages
you can help by posting suggestions for improvements and
changes on the META page.

This guide takes you through the basics of the sim to get you
started! If you are still confused about anything then contact
me!

MINISTRY OVERSIGHT AND EVENTS COMMITTEE
(MOEC)

MOEC is the team who will be responsible for running the sim in the
background. The executives on the committee will:

• Manage the Ministry pages


• Post the wizarding acts and regulations which you create for
debate
• Organise the elections to the Wizengamot and the Minister for
Magic Elections
• Create events which take place in the wizarding world
• Ensure the rules are complied with and all members are
respected
• Change the way the sim works based on your suggestions for
improvements and changes in Meta

AND OVERALL MAKE SURE EVERYTHING RUNS SMOOTHLY


WHERE WE ARE
As we are only aware of minor details about the Ministry following
the end of the series, the sim begins from the fall of Lord Voldemort
and the end of the Ministry his followers orchestrated. This is the
most interesting time to begin and gives members plenty to work
with. Lot’s to do and lots to change very quickly!

For the purposes of the sim, assume that the following happened:

• Kingsley Shacklebolt still became the Acting Minister for Magic


• After clearing out any remaining Voldemort followers and
bringing the Ministry back to some sense of normalcy, he
stepped down from the position and elections were called for
a new Minister for Magic and Wizengamot

Therefore, you will be the newly elected members of the


Wizengamot and one amongst you will become the first Minister for
Magic of our model sim. Both the Wizengamot and the Minister for
Magic will be responsible for getting the Ministry back on track and
restoring peace to the magical world!

How you choose to do that is down to you!


The Wizengamot

The Wizengamot is the court of law and parliament for the British
wizarding population. As a member of the Wizengamot, you will
debate and vote on the magical law put before the Wizengamot.

Game elections will be held and up to 50 members will become


justices of the Wizengamot.

Elections for justices will be held every 6 months whereby you will
attempt to appeal to the magical community to vote for you.
Election times and processes will be handled by the MOEC and the
MOEC will collectively decide who the magical community will vote
for. The MOEC will award hard work, previous experience (where
suitable) and campaigning efforts when deciding on the justices
elected.

Every 8 months justices may put themselves forward for election as


Minister for Magic. A voting process with a number of rounds will
commence with justices voting for their preferred Minister for
Magic. The justice with the most votes following all rounds becomes
the new Minister for Magic.

The Minister for Magic will select the heads of the various ministry
departments (e.g. the Department for Magical Law Enforcement,
Department for Magical Transportation) from the justices on the
Wizengamot. The heads will serve under the Minister for Magic and
help him/her to put their policies into action in their various
departments.
Process in the Wizengamot
The following persons may submit law to the Wizengamot:

• The Minister for Magic


• A Head of Department
• Any other member of the Wizengamot – those who are not
justices of the Wizengamot can debate but cannot vote. They
may ask a justice to submit law on their behalf but no justice is
obliged to do this!

1. Submit Acts and Regulations: Any of the above members can


submit an act or regulation to the Chief Warlock who will table
it for reading. They must be accompanied by a short speech
explaining the act or regulation.

2. Reading and Debate: The act or regulation will be posted on


r/MMOMWizengamot and justices will debate and discuss
what has been submitted. Debates will last for two days. Those
who are not justices can participate in the debate.

3. Vote: The act or regulation will be posted on MMOMWizVote


and justices may vote YES or NO to the law. If the law obtains a
majority in support, it will pass. If the vote fails to obtain a
majority it will fail. Results will be posted on
r/MMOMWizengamot after two days of voting. Those who are
not justices cannot vote.

Minister for Magic and Department Heads


The Minister for Magic will work with their Heads of Department to
decide on the policies and plans which they will be putting before
the Wizengamot.

Department Heads will work in their individual departments to


create acts and regulations to put before the Minister for Magic for
approval, following which they will be submitted for consideration in
the Wizengamot.

Department Heads owe a duty of professionalism to the Minister for


Magic and will work with the Minister for Magic to ensure that the
Ministry works correctly and effectively. The Minister for Magic may
replace or reshuffle Department Heads at any time.

Department Heads appointed by the Minister for Magic must all be


approved by a vote in the Wizengamot. A majority vote of
confidence must be achieved by all Department Heads to be
successfully appointed.

The following departments exist and will require a head:

• Department of Magical Law Enforcement


• Department of the Magical Treasury
• Department for the Regulation and Control of Magical
Creatures
• Department of Magical Accidents and Catastrophes
• Department of International Magical Cooperation
• Department of Magical Transportation

Both the Minister for Magic and the Department Heads can appoint
staff to help them in their jobs.

Staff do not need to be a justice of the Wizengamot.


Rules:
1. Treat all members with respect
2. Do not share information about the personal lives or identity of
members without their express permission
3. Keep all matters outside of the HP world – with the exception of
muggle political matters – inside general-chat on Discord only
4. Report any abuse or inappropriate member behavior to the
MOEC for investigation
5. Do not attempt to copy the sim and cast it as your own – this
insults the hard work of others!
6. No doxing
7. Do not discuss any plots which follow the conclusion of the
original series on MMOM – this is crucial. Some members –
including myself – wish to wait until we are able to see the play
of Cursed Child in person before reading the available script
book. Knowing discussion of Cursed Child storylines will be
treated extremely seriously by MOEC. Other sub-reddits are
available for this purpose.
8. Do not attempt to vote on MMOM laws unless you are a justice
of the Wizengamot
