Recognizing the financial constraints of smaH and medium contractors relative

to the procurement of the required minimum testing equipment as called for in
Deparunent Order No. 80, series of 1990, and pUrSllfu"1t to Department Memorandum
Circular No. 136, series of 1995, relative to its full 3!ld outright implementation, t.~e
required minimum materials testing equipment for smail and medium contractors as
presented in ~<\nnexes1 and 2 of the ·said Depa,.•tment (lrder No. 80 is hereby amended
for vour L.'guidance and cOIDoliance.
J • The amendments include the list of identical
minimum testing equipment requirements that must be ovvned by small a.T1dmedium
contractors and the list of equipment that said contractors may opt to 0,""11 or lease
(AImex 1), \Vnere said contractors opt to lease such equipment,. the corresponding
lease contracts must be submitted as supporting documents in the evaluation of their
tedmical capability.

Except for t.~e above amendments, the other provisions of said Department
Order No. 80, series of 1990, shaH be strictly follo"¥ved.

Further, in order to give small and medium contractors who have not yet
. complied with the said Depfui:ment Order an exiended time to procure the said testing
equipment, it is hereby directed that the implementation of Department Order No. 80,

contractors can avail themselves of the services of L~e DeparhnenCs testing

laboratories or liT1Y private testing laboratories accredited by the DP\\-'H in testing of
construction materials, provided the testing is 1Iyitrlessedby auHl0rized representatives
of the concerned implementing OItlCe"

This order takes eftect irrnnediately.
