Africa ’ s dependence on outside food sources is growing at an alarming pace and commercial
imports of grain have risen et an annuel rate of 9 % the last 20 years. Africa imports 10 million tons of
cereals, excluding current emergency needs, if trends continue, this deficit will increase markedly,

Although little can be done to climanate drought, which occurs periodically in Africa, much can be
donc to avoid famine. Drought has been transformed into famine by ressource degradation, high
population growth rates, amd the absence of growth in farm out put. Famine, in turn, has been
aggravated by mistaken national policiers and armed conflicts. Nonetheless, Africa does have the
potential to produce sufficient food for its increasing population and therely reduce ist vulnerability to
future droughts. This potential depends greatly upon the ability of African gouvernments to implement
effective national policies that support small farmers and encourage the development and use of relevant
technology.
