INTRODUCTION | Content of the Research Project

Hanap, Usap, Deal. Most of the people today knows what it means, the idea

behind this catching phrase that is used to associate with transacting business with the

help of easier and faster method of delivering services. People nowadays seems to like

this kind of method to acquire different kinds of services, may it be for personal use or for

other purposes. However, despite this development in business, this kind of method is

most likely not applicable to use for delivering basic services to reach the public.

Governance has been defined as “the process of decision-making and the process

by which decisions are implemented.” However, not all decisions that are made is being

implemented, that is why good and bad governance exists.

The government, officials from local to national sector, and the people plays as the

actors of governance. The relationship of these three actors is what makes good

governance effective and efficient. It comprises the mechanisms, processes and

institutions, through which citizens and groups articulate their interests, exercise their

legal rights, meet their obligations and mediate their differences. (UNESCO, 2015)

As the most general and comprehensive guideline, good governance practices

should consider equity and inclusiveness – an initiative to include all groups in the

decision-making process. (Debiel and Terlinden, 2004) The involvement of the people in
BACKGROUND OF THE STUDY

Back in the Spanish colonization, the Spaniards found well-organized independent

villages in our country, called Barangays. The name barangay originated from a Malay

word balangay, which means sailboat – a mode of transportation that is used by the

natives to travel. The Spaniards called these independent villages in our country as

barrios, until former President Ferdinand Marcos revived the concept of barangays during

the martial law era.

The barangay is the smallest local government unit in the Philippines, but unknown

to many, it is also one of the most vital sector in the government. It is in barangays where

planning for the national development programs starts since barangay officials are the

closest government officials to the people. The government feels the pulse of the people

with the help of barangays, it is the level closest to the people in terms of access and

proximity.

The 1987 Philippine Constitution provides the basis for all development efforts that

is needed to perform by the government.


SIGNIFICANCE OF THE STUDY | Who will benefit from the study?

The main rationale of this study is to contribute to the efforts of the government on

helping the local government units in the delivery of basic services to the public by

evaluating the effectiveness of the Barangay Development Plan that is provided under

the Local Government Code of 1991.


STATEMENT OF THE PROBLEM | Reflected to the title.

The main rationale of this study is to contribute to the efforts of the government on

helping the local government units in the delivery of basic services to the public by

evaluating the effectiveness of the Barangay Development Plan that is provided under

the Local Government Code of 1991. Hence, the research problem will be:

Research Problem:

1. How effective is the Barangay Development Plan in delivering the following basic

services to the public?

1.1 agricultural support services

1.2 health and social welfare services

1.3 services and facilities related to:

1.3.1 general hygiene and sanitation

1.3.2 beautification

1.3.3 solid waste collection

1.4 maintenance of Katarungang Pambarangay

1.5 maintenance of Barangay roads and bridges and water supply system

1.6 infrastructure facilities such as multi-purpose hall, multi-purpose pavement,

plaza, sports center, and other similar facilities

1.7 information and reading center; and

1.8 satellite or public market


General Objectives:

1. To determine the effectiveness of Barangay Development Plan in delivering basic

services to the public using Good Governance Indicators.

2. To ascertain the awareness of the residents of Barangay 628 and Barangay 630

about the development programs that their respective barangay has.

3. To determine the proportionality of the number of residents of the respective

barangays to the number of services


SCOPE AND LIMITATION
REVIEW OF RELATED LITERATURE
METHODOLOGY

This chapter discusses the methodology that the researchers will use, specifically:

the research design, research instruments, units of analysis and sampling, and data

collection procedure.

Research Design

The researchers will use the qualitative research design. Qualitative research is

especially effective in obtaining culturally specific information about the values, opinions,

behaviors, and social contexts of such population. This design is picture-perfect for

determining the effectiveness of the ‘barangay development plan’ on both barangays

(barangay 628 and 630) on delivering their basic services. It provides information about

the “human” side of an issue – that is, the often-contradictory behaviors, beliefs, opinions,

emotions, and relationships of individuals. The researchers believed that qualitative

approach is more on describing and understanding rather than explaining human

behavior – it will understand what the respondents will try to say.

According to Maxwell (2016), qualitative research design, to a much greater extent

than quantitative research, is a “do-it-yourself” rather than an “off-the-shelf” process, one

that involves “tacking” back and forth between the different components of the design,

assessing their implications for one another. It does not depend on a specific sequence

of steps. The data that will be gathered will be examined and analyzed to determine their

credibility and validity.


Research Instrument

Research instruments are measurement tools designed to obtain data on a topic

of interest from research subjects. The researchers will use survey questionnaires and

interview to gather data. There will be survey questionnaires that will be given to

respondents. Survey questionnaires involve identifying a specific group or category of

people and collecting information from some of them to gain insight into what the entire

group does or thinks. (Hox, et.al., 2008) The questionnaire will somehow ask open-ended

questions to respondents related to basic delivery of services of both barangays and their

knowledge about the ‘barangay development plan’. On the other hand, the researchers

will also conduct a semi-structured interview to barangay officials of the two barangays to

gather data needed to suffice the needs of the paper. A semi-structured interview will

involve many open-ended questions, although they may also contain some closed

questions.

Units of Analysis

The selection of respondents will be based on: age and number of years of

residency in the barangay. An individual will be qualified as respondent if he/she is 18

years old / above and a resident of barangay 628 and 630 from year 2013 up to present.

Sample Size

The made questionnaires will be distributed to selected residents of each barangay


(628 and 630). Knowing that barangays have thousands of number of population, the

researchers will use the Slovin's Formula n=N/1+Ne2. Given that n=sample size, N=No.

of population and e=margin of error.

Sampling Procedure

The procedure in selecting the number of respondents will be based on random

sampling. Each individual or resident of both barangays have the possibility to undergo

and answer the survey questionnaire. Given the fact that the topic is all about ‘evaluating

or determining the effectiveness of barangay development plan in delivery of basic

services’, it’s understandable that these residents of both barangays, at least have the

knowledge about these plans or projects. Moreover, official/s of the barangay who is/are

knowledgeable about their barangay development plan will be invited to be interviewed

and ask questions regarding the topic.

Data Collection Procedure

Since the researchers decided to use the qualitative research method, the

collection of data will be needing techniques to be able to come up with an answer to

achieve a reliable study.

By following the techniques to be used, the researchers believe that the questions

stated on the first chapter will be answered. These methods are: Survey questionnaires

for residents and Interviews through officials of each barangay.


1. Survey Questionnaires

Respondents (residents) of the said u will be given survey questionnaires and

they will be assisted by the researchers while answering. There might be questions

that are not clear to respondents. The researchers can help them and explain better

the asked questions to the respondents.

2. Interviews

The officials of each barangay will be interviewed by the researchers. They will

be asked about their knowledge about the barangay development plan and how it is

effective when it comes to providing the basic services to the people.
