 PROGRAM OVERVIEW

• Tax Phase In Program

- Attract, retain and expand industry while growing the tax base,
increasing employment with meaningful wages and creating new
wealth opportunities in the region.

• Innovation Fund
- Spur and accelerate the growth of the innovation-focused digital
information technology sector within Bexar County

• Skills Development Fund

- Focuses on talent deficits that impede the growth of target
industries by permitting eligible companies who are adding net new
Targeted Occupation Positions to invest in training their workforce

- Companies receiving a tax abatement must
participate in at least one SA Works Experiential

 SKILLS DEVELOPMENT FUND

Eligibility:
• Companies in a Targeted Industry;
• Minimum of 20 net new Targeted Occupation Positions paying
no less than the National Median Hourly Wage ($17.44)
excluding benefits;
• All company employees earn Hourly Living Wage ($12.07)
excluding benefits.

Grant Award:
• Up to $1,000 per net new Targeted Occupation Position
created; max award $250,000
• Net new Targeted Occupation Position(s) must be filled within
2 years of grant execution.

 SKILLS DEVELOPMENT FUND

Skills Development Fund Grants may be used only for:

(1) Developing
A. Customized workforce training programs for an employer’s
specific business needs;
B. Workforce training-related support services for employers; or
C. Instructor certification necessary to provide workforce training.

(2) Acquiring training equipment necessary for instructor

certification and employment.
