PREFACE
INDIAN TECHNICAL & ECONOMIC COOPERATION (ITEC) PROGRAMME
The Indian Technical & Economic Cooperation (ITEC) Programme was instituted on 15 September
1964 as a bilateral cooperation programme of assistance of the Government of India with Partner
Developing Countries. While conveying their decision to initiate the ITEC programme, the Cabinet
noted, “A programme of technical and economic cooperation is essential for the development of our
relations with the other developing countries on the basis of partnership and cooperation for mutual
benefits. It would also be a concrete manifestation of our resolve to contribute to the evolution of
world community based on the inter-dependence of all its members in the attainment of their common
goal for promoting the social and economic well-being of their people.”
The ITEC Programme has several components. Apart from organizing training courses in India, it
also covers deputation of Indian experts abroad, study tours, gifting of equipment, study tours and
feasibility studies/consultancy services. Besides, India extends humanitarian assistance like food
grains, medicines and other items to countries for disaster relief and humanitarian situations. ITEC
is a demand driven programme, cooperation extended under ITEC is usually in response to requests
received from friendly countries and the commitments made by India to other countries.
Under the ITEC Programme, 161 partner countries from Asia, Africa, East Europe, Latin America, the
Caribbean as well as Pacific and Small Island countries are invited to share the Indian developmental
experience acquired over seven decades of India’s existence as a free nation. The ITEC programme
includes all capacity building extended by India under SCAAP (Special Commonwealth Assistance for
Africa Programme) and TCS (Technical cooperation Scheme of Colombo Plan). ITEC resources have
also been used for cooperation programmes conceived in regional and inter-regional context such as
Economic Commission for Africa and Commonwealth Secretariat. In recent years, its activities have
also been associated with regional and multilateral organisations and cooperation groupings like
Association of South East Asian Nations (ASEAN), African Union (AU), Afro-Asian Rural Development
Organisation (AARDO), Pan African Parliament, Caribbean Community (CARICOM), World Trade
Organisation (WTO), Centre on Integrated Rural Development for Asia and Pacific (CIRDAP) and
Indian Ocean Rim Association (IORA), Central American Integration System (SICA).
The utility and relevance of ITEC programme has been reflected in the ever increasing number of
participants. In 2017-18, over 10,500 civilian scholarship slots have been offered under the ITEC
Programmes. The courses span a broad spectrum of fields; customized training programmes are
also conducted/scheduled at the specific request of partner countries. The courses under ITEC cover
fields ranging from IT, Public Administration, Election Management, SME, Entrepreneurship, Rural
Development, Parliamentary Affairs, and Renewable Energy, Election Management, Government
Performance Management, Mid-Career Training of Civil Servants, Parliamentary Studies, Urban
Infrastructure Management, Yoga, Archaeology, Fire Safety, Intellectual Property Management,
Fertilizer Technology, Eye Care and Mid-career specialized training for Medical Practitioners. ITEC
courses equip the participants with not just professional skills but also prepare them for an increasingly
globalized world. More than 300 courses have been offered this year by over 70 institutions.

For deputation of Indian experts under ITEC, the process begins upon receipt of request from the
partner country, indicating its specific requirements and confirming the responsibilities/obligations
of the two sides. In recent years, Indian experts have been deputed in areas such as Information
Technology, Auditing, Legal Affairs, Agriculture, Ayurveda, Public Administration, Telecommunication
etc.
India assists ITEC partner countries in establishing useful infrastructure facilities with technology and
skills appropriate to their resources and needs. A number of bilateral projects are undertaken, notably
in the fields of archaeological conservation, Information Technology (IT) and Small and Medium
Enterprises (SMEs).
For study tours in India, specific areas of interest are identified in consultation with the Indian Mission
concerned and one-two week programme is arranged during which the delegates are taken to
important institutions, training centres, and places of interest in different parts of India.
ITEC has created a large network of alumni across the continents who have become ITEC torch-
bearers in their respective countries and, in the process, developed a powerful cultural bridge between
India and the country concerned. ITEC alumni have carved a niche for themselves in polity, diplomacy,
academia, governance and entrepreneurship. As a result of different activities under ITEC, there is
now a visible and growing awareness among other countries about the competence of India as a
provider of technical know-how and expertise. Over the years, these programmes have generated
immense goodwill for the country.
To facilitate the application process for ITEC applicants a composite web portal is hosted at www.
itecgoi.in. The ITEC portal has an aesthetically pleasing public access for easier dissemination of
information about ITEC courses and associated institutes. It also offers an active interaction platform
for participants, alumni, their alma-mater, Ministry of External Affairs and Indian Missions abroad.
The ITEC alumni get a lifelong access to this portal, which provides a platform for networking through
which they may remain in direct touch with Indian Missions, their alma mater and the Ministry. Indian
Missions also celebrate 15 September as “ITEC day”, where ITEC alumni are invited to share their
experience about the training programmes as well as about their stay in India. ITEC also has a
presence on popular social networking sites: Facebook (www.facebook.com/ITECnetwork) and Twitter
(@ITECnetwork and @JS_ITEC ).
ITEC is the flagship programme of the Indian Government’s capacity building efforts. DPA-II Division
of the Development Partnership Administration (DPA) in the Ministry of External Affairs is the nodal
division for handling all capacity building programmes. The ITEC Programme is a visible symbol of
India’s role and contribution to South-South Cooperation. India remains a staunch proponent and
practitioner of South-South Cooperation which constitutes a fundamental pillar of India’s foreign
policy and diplomacy.

Eligibility Criteria
Sl No. 1, 2, 4, 6, 7, 8, 9, 10, 12, 13, 14,15 & 16: A Degree in any discipline with basic knowledge of
English with minimum of 2 years of work experience.

Eligibility Criteria

Telecom or equivalent with prior Telecom knowledge. Prior work experience in relevant field is desired but not

Application Procedure
• Applicants can browse the available courses and apply for ITEC training program by filling up the
online application form and take a print out of the filled form. This form is to be submitted to the nodal/
designated Government Department/Agency of applicant's country.
• Nodal/designated Department/Agency is, in turn, required to forward the applications to the Embassy/
High Commission of India, accredited/concurrently accredited to the nominating country along with
undertaking by candidate and certification from employer (Part-II of Application Form).
• Candidates may later check the status of their application by logging-in at www.itecgoi.in .The credentials
for log-in may be noted while filling up the form.
Who can apply
• Officials in Government, Public and Private Sectors, Universities, Chambers of Commerce and Industry,
etc.
• Candidates should possess adequate work experience.
Eligibility criteria for admission to Courses
• Academic qualifications as laid down by the Institute for the Course concerned.
• Working knowledge of English required to follow the Course.
• Age between 25 to 45 years.
• Medically fit to undertake the training.
General Information
• Applications should reach the Embassy/High Commission of India preferably 3 months before the
commencement of the Course.
• Upon selection, the Embassy/High Commission of India will inform the nodal/designated Department/
Agency of the nominating country and the candidate.
• Selected candidates are required to familiarize themselves fully with the living conditions in India and
about the Institute through the Institute's website.
• Decision regarding acceptance of applications/nominations rests solely with the Ministry of External
Affairs, Government of India.
• For any further information/clarification, applicants are requested to contact the concerned Embassy/
High Commission of India.

• Air Fare
The Government of India provides excursion/economy class air tickets for travel of participants from the
capital city of the participants’ country to the Training Institute in India and back.
• Visa
Prior to departure for training in India, participants are advised to apply for Visa to the Embassy/High
Commission of India, accredited or concurrently accredited to their country. Visa is issued gratis to them.
Visa issued for the Course cannot be utilized for some other purpose.
• Course Fees
Accommodation is provided by Government of India in hostel/hotel, depending on the Institute and the
charges are borne by the Government of India.
Government of India pays (through the Institute concerned) living allowance of Indian Rupees 835/- per day,
for meeting expenditure on food, out-of-pocket expenses, etc.
• Book Allowance
Government of India provides book allowance of Indian Rupees 5,000/- for purchase of Course-related
books and other items of stationery. For claiming reimbursement, participants are required to submit
vouchers.
• Study Tour
In most of the courses, participants are taken for study tours/field visits, as per the requirement of the course
and also including some places of historic/cultural interest. Government of India bears cost of approved
study tours during the Course.
• Medical Facility
Participants selected for training Courses are expected to be medically fit. Medical facility is for ailments
of immediate and emergency nature occurring in India. No medical reimbursement allowed for ailments
of regular/chronic nature. Participants must carry their own medicines for chronic ailments like diabetes,
hypertension, etc. and have to bear the expenditure for medicines and consultation of doctors on their own.

General Conditions
• Participants are required to obtain from the Indian Mission the contact telephone/mobile numbers of the
Course Coordinator and the Institute. They must familiarize themselves with the weather conditions and the
type of clothes to be carried to India
• Participants are required to conduct themselves with discipline and abide by rules, regulations and guidelines
as stipulated by both the nominating Government and the Government of India
• Participants are required to complete the training Course. Request for change of Course midway would not
be entertained.
• Participants are required to abide by the rules of the university/institution/establishment in which the
participant is selected to undergo the training as well as participate in all Course-related activities including
submission of periodic assessments/tests as conducted by the Institute.
• Participants are to refrain from engaging in any political activity and/or any form of employment for profit or
gain.
• Participants are not allowed to bring along their spouses or families for the duration of the Course. No such
request would be entertained by Government of India.
• Participants are required to return to their countries upon completion of the training Course.
• Participants who leave the Course midway without prior intimation/permission of the Ministry of External
Affairs or remain absent from the Course without sufficient reasons are liable to refund the cost of training
and airfare to Government of India.
• Participants are taken on study tour(s) as part of their Course Curriculum to visit different heritage sites/places
of interest in India. No requests for any additional private tourism, etc. will be entertained during the Course.
• ITEC sponsorship may be cancelled at any time due to unsatisfactory conduct, breach of conditions of the
Programme, failure to make satisfactory progress in the training Course or for other sufficient reasons as
determined by the Government of India.
• Female participants are advised to abstain from joining training Courses if they are in family way prior to their
departure for India.
