MODULE 11 PERFORMANCE EXERCISE – Administration

Scope Statement
During this module, participants will apply skills and knowledge previously gained in the
course to resolve typical problems and issues associated with pre- and post-detonation
and special response situations. Participants are assigned to teams and required to
assess scenarios provided by the instructor. During each scenario assessment,
participants develop an action plan for responding agencies. Each team is required to
make one or more presentations that summarize the results of group discussion.
Terminal Learning Objectives (TLO)
At the conclusion of this module, participants will be able to apply acquired skills and
knowledge to formulate responses to hypothetical pre-detonation, post-detonation, and
special situation scenarios using safe and effective procedures.
Activities
Participants will work in assigned groups to resolve typical problems and issues
associated with pre- and post-detonation and special response situations. At the
conclusion of the work group, group members will present their results and
recommendations to the other class members.
Resources
• IRTB Course Handouts (one per participant).
• Pencil or pen, protective glasses, badge, and nameplate (one per participant).

Performance Exercise Statement


The Performance Exercise consists of selected bombing-incident scenarios that require
participants to identify appropriate actions for emergency responders in pre-detonation,
post-detonation, and special situation scenarios. Teams of participants are required to
answer a series of questions concerning each scenario and present their findings to the
members of other teams. Instructors will supply assistance when requested or
necessary to maximize the learning opportunity. Instructors will use a Core Competency
Review Sheet to ensure that each group’s proposed response addresses
considerations for seven basic core competencies; if groups fail to address a certain
core competency, the instructors will review that content with the class while providing
feedback on the group’s presentation.
Assessment Strategy
• Observation of the level and quality of classroom participation.
• Participation and quality of performance on the performance exercise.
• Administration of the post-test to assess mastery of module objectives (TLO and
ELOs).

Module 11 Performance Exercise

Slide 11-1 IRTB Module 11: Performance Exercise

The class will be divided into five groups; each group will receive a
WMD response scenario reflecting a situation that could be
encountered in a U.S. community. Participants are required to
conduct an analysis of the situation, answer a series of questions
concerning it, and prepare and deliver a presentation to the class.
The groups will be monitored to determine their progress and
instructors will offer any help requested. Spokespersons will be
selected at random from each group to provide a briefing to the
class outlining the actions that should be taken to complete a safe
and effective response to each scenario.

This training program has addressed an extensive amount of


material. Learning the material is important, particularly for
participants who have limited experience responding to WMD
incidents. However, it is also essential that participants learn how to
use this material on-the-job when participating in an actual WMD
incident response.

The modules in this course have provided a solid foundation—the


information necessary to plan for and execute an effective incident
response. During this module, there will be an opportunity to apply
that information in scenarios that simulate situations that may be
encountered in participants’ respective communities.

value of this course to each participant and his or her department.
