• Capacity at Salamanca Refinery = 6,000 bbl/day
• Actual base oil production at this location has been lower than its production capacity in recent
years
• Type of base oils produced: Only Group I

 Group I products have traditionally dominated Mexico’s consumer automotive

formulations
• The Mexican base oils market has been moving towards the use of Group II and II+ base stocks
since the past several years
• Stringent emission and fuel economy standards might be pushing these changes

A few years ago Pemex started plans to have additional capacity at the Salamanca
Refinery
• In May 2013 Pemex Refinación (which is now integrated into Pemex Industrial Transformation)
signed a basic engineering and license agreement with Chevron Lummus Global LLC (CLG) to
produce high quality Group II lubricant base oils
• That capacity increase was in Pemex plans as recently as last year (2016)
