We have seen an extraordinary level of violence in Kashmir in recent weeks. This is reminiscent of the
vicious and continual attack and counter-attack between entrenched Pakistani jehadi detachment in the
Valley and the security forces that seemed the order of the day in the mid-Nineties, and also later, on an off-
and-on basis.
It may be tempting to put down the renewed fighting — as the authorities seem to be doing — solely to
orders from Islamabad to reactivate destabilising plans in J&K. A part of that design is to go all-out to pump
in as many combatants as possible before the winter snows block infiltration routes, which, of course, can
only mean intensified violence in the months ahead unless correctives are applied.
A reference to Pakistani culpability in this matter is undoubtedly valid. Pakistan is indeed frustrated that
India is declining to resume talks with it after the Agra failure unless cross-border terrorism ceases. Violence
is, then, the price being extracted for not talking; or a gun being held to India’s head to restart talks. But this
cannot be the complete explanation for what we are currently witnessing. The missing part of the
explanation pertains to our own failures in the post-election situation, and this has given Pakistan’s military-
intelligence complex a handle to revive its ideological campaign in Kashmir which the election had stymied
for a time.
Since only cuckoo-birds now believe that the stepped-up jehadi violence is an integral part of a general
uprising for freedom in the Valley, Pervez Musharraf has had to make himself exceedingly busy in New York
these days. His goal is to persuade the world that the election was a hoax and that Kashmir’s “war of
liberation” — renewed violence being the proof — needs to be supported. In effect, he is seeking
international sanction for his covert war in Kashmir and the politics that goes with covert wars, namely the
endorsement of infiltration and burrowing of armed irregulars. We can take it that this will be an ongoing
effort since the US, ironically, still values him as a trusted ally in its fight against terrorism.
Being past masters at the game, the Americans know a thing or two about covert wars and its
compulsions, and about realpolitik and its obligations. No matter how much they may say they love us for
our democracy and our markets, they are not about to show up Pakistan’s disingenuousness for our sake.
This is all the reason why we need to ask ourselves what is going wrong in Kashmir, especially after as
comprehensive an endorsement as the election afforded us.
Blaming Pakistan cannot extricate us from the mess that may lie ahead if we are not careful and energetic.
That is our responsibility alone — not Islamabad’s or Washington’s. We owe it to ourselves to ask where we
failed — at the level of policy or of implementation, or were we plain complacent hoping that the US will stay
Pakistan’s hand?
We do know that infiltration levels were down after the polls, partly on account of the winter months that
followed, and not much augmentation of terrorists’ capabilities occurred. It is clear, then, that the men and
the military equipment with which the Pakistani jehadis (and they number a couple of thousands) are now
giving our forces fight is really ‘old stock’ which was allowed to remain undisturbed for over a year. We either
did not know about this stock or did not take the trouble to ferret it out.
If this weren’t the case, the notorious Pakistani terrorist mastermind, Ghazi Baba of Jaish-e-Mohammed,
credited with planning the attack on Parliament, would not be around until the other day when he was
gunned down in a firefight in Srinagar. And, in recent weeks, this has been only one of many encounters
with the Pakistani irregulars, who are obviously burrowed deep.
It is plain as day that we did not exert ourselves to dismantle the Pakistani capability inside Kashmir. The
people were with us. They showed this by voting. The Mufti government’s ‘healing touch’ policy
consolidated that mood. Yet, we failed to take advantage of the altered circumstances to dig out the
criminals from their hideouts in the urban agglomerations. This does no credit to the Centre, which is
primarily charged with fighting terrorism in J&K.
The notable successes we have had lately show that the entrenched jehadis can be dealt with effectively.
Among the most positive elements of the situation is the fact that ordinary people in Kashmir no longer come
out in support of the ensconced jehadis or their religion-based slogans. Indeed, they now realise that the
foreigners are, in fact, trained and equipped mercenaries despatched by a hostile country to act as its fifth
column.
This, in a nutshell, is the real story of Kashmir in the changed context. But the people had voted for peace
and security in their lives, which is under constant threat so long as the Pakistan irregulars are able to
operate with any freedom. If security eludes them for long, their confidence in our ability to provide them a
decent life within a democratic framework can be undermined.
