EMPRESS MILL NO.5, SUBHASH ROAD, NAGPUR


Nagpur Housing Area Development Board, Nagpur purchased 7.75
Hector land for rupees amounting to Rs. 24.13 Crore from Maharashtra State
Textile Corporation . Possession of the said land was taken on 30/09/2003. The land
is situated in the heart of Nagpur City and having all amentities available hence the
scheme of HIG and MIG flats in multistoried building and commercial complex
was proposed. For the said scheme Administrative Approval was accorded by
Authority vide letter No.MH/CE-II/NB/375/631/2005, dated 02/05/2005 for Rs.
58.65 Crore.
Looking to the importance of the location of the land and use of new
technique the work of planning was allotted to private Architect Sankalp Creation
as approved by the Authority. As per the new planning construction of 320 flats
under HIG on plot No. 5 and plot No. 6 is proposed in Stage -1. For this revised
administrative approval was received from Authority on 14/12/2009 for Rs. 133.83
Crore.
The land is reserved for commercial complex as per the D.P. plan of
Nagpur City. Hence while preparing a layout commercial complex and HIG flats
scheme was considered and same was approved by NMC on 17/05/2005. Details as
under :

3.Plottable area (Residential) -18036 sq.m (222549.00 sq.n./BUA)
4 Plottable area (commercial complex) - 24078 sq.m (30097.00 sq.n./BUA)
Planning of Residential plattable area is made in two multistoried
building (G + 10).

As per approval of the local planning Authority, the work for


remaining 180 flats will be proposed in the said residential area in 2 nd phase. As
such, construction for 500 flats is expected in the residential area.
As per authorities Resolution No. 6180 in the 124 th meeting , it was
decided to invite tenders for the sale of consolidated plot under commercial purpose
(29867 sq.m floor space index ). As per resolution, it was decided to assess demand
for residential and commercial complex & permission was attained to construct one
building in each category after assessing required demand. As per resolution, an
advertisement was published in news papers for sale of consolidated plot. But due
to economic recession at that time, there was no demand. New, considering the
changes made in D.P rules of Nagpur Municipal Corporation & considering new
F.S.I. to the extent of 2-5, proposal to implement residential schemes on all the plots
and develop plots under utility purpose through BOT was submitted to Authority.
Accordingly, a permission to the proposal was granted in Authorities 239 th meeting
on 17/10/2012 and it is proposed to utilize the remaining plot accordingly.

As per said revised Administrative approval, technical sanction to the


estimate for construction of 320 flats in 1 st phase amounting to Rs. 58.84 Crores is
granted by Chief Engineer vide letter No. CE-1/EE-2/NB/655/2010 dated
21/4/2010. Also, Administrative approval, amounting to Rs. 169.41 Crores for the
construction of 500 flats (320 flats in 1 st phase & 180 flats in 2 nd phase) is granted
by the Authority.
As per assessment for pre-qualification of contractors for the
construction of 320 flats in 1st phase, 6 contractors were qualified for the work. Out
of these 6 qualified tenderers, I.V.R.C.L. limited has quoted the lowest rate i.e.3.33
to above the estimated rates after inviting tenders. The lowest tender of M/s
I.V.R.C.L. limited i.e. 3.33% above was accepted by authority. The cost of accepted
tender is Rs. 56, 08, 03,451 /- .
The work is in progress. The expenditure till date is Rs. 12.26 Crores.
