LOK AWAS YOJANA


(A Scheme for Slum Dweller’s in 61 cities of Maharashtra)
Preamble: Urbanisation and Industrialisation in Maharashtra State has been
increasing at fastest rate as compared to the other States in India. Due to migration of
families, there has been increase slum areas in Maharashtra State. In order to improve
and elevate the living standards of slum dwellers, the Govt. has been providing civic
amenities like water, sewerage, pathways, street lights, etc. under the Slum
Improvement Programme.
The Govt. of India since 1st October 1999 has adopted a scheme of National
Slum Development Programme (NSDP). The provisions of providing housing to the
slum dwellers are also included in the said GR. The part of the NSDP grant is to be
used for this purpose.
The Govt. of Maharashtra in Housing & Special Assistance Department
formulated a housing scheme for urban poor in the State by amalgamating various
provisions existing in G.R.. The grant available for construction of houses for
backward classes /special component plan of Social Welfare Department is also
considered zed in the above-mentioned scheme.
The Govt. of Maharashtra has resolved and issued the Govt. Resolution dated
11th August, 2000 The G.R. issued by the Social Welfare Department dated 1.4.1998
which provides subsidy under Special Component Plan.

2. THE SCHEME :
2.1 As per the Govt. Resolution dated 11th August 2000 for the housing the
scheme for urban poor, it has been decided to undertake the scheme in 61 towns of the
Maharashtra State where the NSDP scheme is applicable. In the first Phase target of
50,000 houses is fixed. Town-wise details of the target are indicated as below:

It may be seen from the above table that the estimated cost of the project works
out to Rs. 150 cores out of which Rs. 80 crores would be subsidy comprising Rs. 27
crores from Social Welfare Department and Rs. 53 crores under NSDP provisions.
2.3 The beneficiaries and their co-op. Societies will be involved in implementation of
scheme without the contractor i. e. on Self-Help basis. This will help speedy
implementation and qualitative achievement of the scheme.
2.4 It has been decided to constitute District Housing Committees under the
Chairmanship of District Collectors. The committee comprises of MLA/MLC, CEO/ZP,
Municipal Commissioner/CO, Municipal Council, Mayor, and President of Council and
District Welfare Officers and would be the member in the committee. The officers from
MHADA would be designated as District Housing Officer as a member-secretary of the
committee.
2.5 The District Housing Officer (Officer from MHADA) will help and guide the

DHC and beneficiaries to undertake the construction work as per the approved plan.
2.6 Review of the above scheme will be taken by guardian minister of the district as
well as by DUDA.
2.7 It is also proposed to reactivate and set up Building Centers in the State. At the
initial stage it is proposed to set up 10 Building Centers with the help of loan/grant from
HUDCO, Govt. of India and Banks.
2.8 The District Housing Committee is empowered to formulate the scheme, to decide
the beneficiaries, to disburse and recover the loan from the beneficiaries and Collector to
grant administrative approval to the scheme.
2.9 The land lease is to be given in the name of female member of the family and
preference will be given to the families who have followed the family planning concept
as per the Govt. policy.
2.10 Infrastructure services like water, sewerage, road, etc. are proposed to be provided
by the local bodies from the funds made available to them as well as from the funds from
NSDP.
2.11 The District Housing Officer will be assisting and guiding the beneficiaries
for taking up the construction of his own house. He will also assist him in
procurement/disbursement of subsidy and loan as per the progress of work for. A joint
account in the name of District Housing Officer and the beneficiary will be opened in the
bank.
2.12 Achievements of the scheme up to 31ST March 2007 is enclosed herewith.
2.13 As Central Govt. sponsored scheme named VAMBAY is introduced in the
state since 2001, GOM has deferred the LAY scheme.
