Guidelines for UDISE 2016-17 (Specially for RMSA)

General Instruction:
1. All type of Recognized (authorized) Institutions/Colleges having Secondary and Higher
Secondary Sections must be covered under UDISE 2016-17 and collect their data in the
prescribed Data Capture Formats (DCFs) only.
2. DCFs of last year covered Institutions under U-DISE 2015-16 and Instruction Manual (in
Assamese/Bengali/Bodo languages) are being provided by District Mission Office, SSA,
Assam. Additional DCFs will be printed at District level if required.
3. Data Entry of DCFs will be done at MIS, Block Mission Office (BMO), SSA.
4. Data Entry of Secondary level to be done by EDP of RMSA.
5. All the activities must be completed as per scheduled date and time.
6. Disciplinary action will be taken at any level, if anybody refuse/delay/miss-guide in UDISE
activities.
7. All instruction and activities of UDISE are applicable for all management of institution, not
only Government institutions.

Responsibility of DPC:
1. The District Project Coordinator (DPC), RMSA is the District Nodal Officer for the activities
as mentioned in the Detail Strategy and Activity Schedule UDISE Survey 2016-17.
2. DPC is responsible for cover all Secondary & Higher Secondary Schools, Jr. Colleges and
Degree Colleges (having class XI/XII) in his/her district under UDISE 2016-17.
3. DPC will depute one RMSA's Officials as Block-in-charge at each Block for UDISE activities
and he/she will reporting to the DPC time to time. For this purpose the blocks of the
district will be divided specifically by name amongst the District Consultant, District
Project Engineer, Junior Engineer and Sr. Accountant.
4. A scheduled for submission of DCF by Head Master/Principal, verification, data entry of
DCFs and correction of filled up data through HM/Principal need to be prepared by DPC
through discussion with BMC, SSA.
5. DPC will instruct the HM/Principal to submit the DCFs in the scheduled date & time.
6. The DPC will depute one Key Resource Person (KRP) against 10 to 20 schools at each
education block (BMO, SSA) for smoothly complete the UDISE 2015-16 with 100% reliable
data. The KRP must be teacher of computer savvy, as par as possible the teacher who has
identified as a resource person for ICT, nearest to the block.
7. DPC will share all the data submitted by the HM/Principal before submitting the database
to the District MIS. He/She will instruct HM/Principal to correct the data immediately, if
any error found.
8. It is mandatory for all the districts to issue a certificate indicating that the data is free from
inconsistencies and errors and hence same may be used in the State and National
database. The certificate must be signed by DPC.
9. DPC will engage one Data Entry operator in each block to enter DCF in the UDISE software.
Data entry operator will be purely temporary and he/she will be pay @ Rs. 20/- per DCF
after certified that database is error free.
10. DPC will depute the DRP/ARP to monitor the collection of DCF, verification of DCF, data
entry and analysis report.

Responsibility of Block in-charge (District Consultant/DPE/JE/Sr. Accountant):
1. Block in-charge will be responsible for their block/blocks.
2. Block-in-charge is responsible for cover all schools/colleges and make 100% reliable UDISE
2016-17 database of the block.
3. Block-in-charge will be oriented every point of DCF to the Head Master and Principal.
4. Block-in-charge (District Consultant, District Project Engineer, Junior Engineer and Sr.
Accountant) will assist the nodal officer until completion of UDISE activities.
5. Proper records should be maintained –No. of Schools/colleges to be collected, No. of
Schools submitted DCFs, No. of Schools verified and No. of Schools entered data in UDISE.
6. Block-in-charge must be present or in touch with MIS (Block & District), SSA until the
completion of UDISE 2016-17.
7. Block-in-charge will create co-ordination among the KRP, DRP, ARP, BMC of SSA, Block MIS
and District MIS of SSA.
8. Block-in-charge will be ensured that all DCF are verified by KRP before data entry.
9. Block in-charge will be responsible to make 100% error free database. Block MIS, SSA will
provide the analysis reports and data of UDISE 2016-17.
10. Block in-charge are allowed to make modification of the data base in concern to
HM/Principal and make data error free.
11. Block in-charge will provide the school report card to all institutions with the help of
District MIS, SSA.
12. It is mandatory for all Block-in-charge to certify the database (Secondary and Sr.
Secondary part only) of the block which is free from inconsistencies and errors and hence
same may be used in the District, State and National database.

Responsibility of Key Resource Person (KRP)


1. KRP will be responsible for 100% verification and checking of filled up DCF of the assigned
schools.
2. KRP will orient about every point of DCF to the Head Master and Principal if require.
3. KRP need to be signed on the final DCF after the verification of every points of DCF and
correction and authenticated by HM.
4. KRP will give the final DCFs to the EDP to enter data in software.
5. KRP will be co-ordination with Block MIS Co-ordinator till data entry completion and call
HM to the Block, if required for any correction.

Responsibility of DRP/ARP
1. DRP/ARP will be responsible for monitoring the collection system, whether all institutions
have submitted the filled up on time or not.
2. DRP/ARP will be monitoring verification of DCF by KRP. He/She will help the KRP to
verification of DCF, if required.
3. DRP/ARP will be monitoring the data entry system to control the data entry mistake and
complete it on time.
4. DRP/ARP will verify the analysis report and will be taken remedial action if require.

Responsibility of HM/Principal:
1. Head Master/Principal must attend the training on UDISE 2016-17.
2. HM/Principal are responsible to collect the DCF form CRC/Block Mission Office, SSA.
3. HM/Principal should read the instruction manual thoroughly before filling up the DCF.
Every point of DCF must be responded and HM/principal will certify that all data he/she
has submitted is correct and error free.
4. HM/Principal will submit the filled up DCF on the scheduled date at BMO, SSA.
5. HM/Principal will be responsible to discuss the details UDISE 2016-17 data with the SMDC.
6. HM/Principal will cooperate with KRP to verify DCF and EDP to enter the data correctly.
7. HM/Principal need to sign on the print out of school report card after entering the data.
HM will certify that all data he/she is submitted is correct and error free.
8. It is mandatory to keep the copy of final DCF and school report card of the school for
official record.
