The Clu would like to thank Mark Ro, Fire Invetigator for rooke ell, for hi invaluale contriution to thi article.
An outreak of fire on oard a hip poe a ignificant rik to the afet of the veel and to anone on oard. Unlike a land
aed fire, a hip’ crew are not ale to walk awa from a fire at ea and rel upon the local Fire Department to extinguih it.
With limited reource, crew ma e expected to deal with fire incident that would tet even the mot experienced of fire-
fighter.
Therefore, the afet of the veel and it crew i dependent upon adequate fire prevention meaure to avoid the occurrence of uch incident in the firt place.
Often overlooked fire afet concern on oard a hip are thoe related to accommodation area. A numer of recent fire related claim have een attriuted to electrical failure within the crew’ cain.
lectrical failure within crew cain
The ever-increaing numer of electrical appliance ued during everda life mean that the numer of potential ignition ource within the accommodation area of a hip ma have greatl increaed ince it wa firt
uilt. A a reult, the ue of multi-gang extenion lead i commonplace. Thee are often ued to compenate for the fact that there are not ufficient ocket outlet availale within cain. xtenion lead can e eail
overloaded if multiple appliance are plugged into them. Depending on the electrical load, circuit protection ma not alwa operate to prevent a fire occurring. Reitance heating i alo a common caue of fire due to
poor connection. A current flow through a ad connection, heat uild up which can eventuall lead to the tart of a fire.
The introduction of cheap, poor qualit electrical device onto a veel can poe a eriou fire rik. With electrical apparatu, it reall i a cae of ‘ou get what ou pa for’. Failure of atterie, epeciall when eing
charged, are a frequentl encountered ignition ource. Fire involving Lithium atterie have recentl een well documented.
Preventing electrical failure
A few imple meaure can go a long wa in preventing fire of thi nature, uch a:
Retricting the ue of multi-gang extenion lead.
Retricting the ue of high current device (thi can e anthing that generate heat, e.g. fan heater or kettle).
Conidering annual teting of electrical appliance within accommodation area.
Carring out regular inpection ( a uital qualified peron) of electrical apparatu to enure it i in good erviceale condition.
Immediatel removing defective equipment from ue/ervice, when damage i identified.
ngine room fire and prevention
Another area where fire commonl occur on a veel i within the engine room. Over 50% of fire within the engine room are caued fuel/luricating oil leakage onto hot urface.
Oil leak are often due to the failure of pipe and/or aociated fitting. Thee failure can e attriuted to a variet of caue including:
Mechanical fatigue.
Viration and pulation.
Chafing/fretting.
Improper ecuring.
Damage during maintenance operation.
Improper repair.
Incorrect tightening procedure.
Poor qualit material.
The International Convention for the afet of Life at ea (OLA) require compliance with the International afet Management code (IM). The IM code mandate the adoption of a planned maintenance tem to
meet the requirement of chapter 10. Compling with thi will help to prevent the tpe of failure that can lead to fuel or oil leak. In addition, implementing thee tandard the likelihood of ignition of oil leak hot
urface can alo e reduced. OLA (Chapter II-2) require that an hot urface with a temperature aove 220oC mut e inulated.Thi inulation help prevent the oil coming into contact with the hot urface at the
time that initial leakage occur, therefore eliminating it a an immediate ignition ource and providing the crew on oard with time to rectif the leak. Although compliance with the IM code ma not e required
veel of le than 500GT, the Clu recommend voluntaril implementing the necear meaure a a proactive control to prevent incident form occurring.
In the event of an fire occurring, no matter how mall, a detailed invetigation hould e carried out a competent peron to etalih the underling caue.
identifing how a fire ha tarted uitale preventative meaure can e implemented to reduce the likelihood of uch an incident re-occurring.
We hope the information in thi article i of enefit to Memer’ in developing the meaure needed to further prevent a fire occurring on oard. Thee meaure hould upport the pre-exiting
implementation of rik aement and permit to work tem, with reference to hot work and the ongoing practie of good houekeeping. For further aitance pleae contact our Lo
