Title of the Bill: The reclaiming of Road Safety and Efficiency

BE IT ENACTED BY THE MORRISON CONGRESS

1 SECTION 1: Findings
2 Congress makes the following findings:
3 1)From 2006 to 2010 there were an average of roughly 37,600 annual road deaths in
4 the United States(i)
5 2)High traffic can stress people out and make them late for important business(ii)
6 3)Fuel consumption and pollution rates increase when cars must start and stop
7 constantly in traffic(ii)
8 4)Traffic jams can prevent emergency vehicles from getting to their destination in
9 time(ii)
10 5)Traffic ascended rates in America have gone up significantly in the last few
11 years(i)
12 6)Americans drive nearly twice as far, per licensed driver, that any other country in
13 the world(i)
14 7)some leading causes of accidents are: distracted driving, street racing, tire
15 blowouts, improper turns, and design defects(iii)

SECTION 2: Purpose

To bring back safety and efficiency to the roads of America.

SECTION 3: General Provisions

License requirements will be extended to ensure full understanding of vehicle ownership
22 responsibilities.

Additions to license requirements are: Basic understanding of vehicle maintenance

Eg. Checking oil, tires, gas, belt and hose connections, windshield wipers, and other fluids
25
Aspiring license holders should also show an ability to do speed and distance calculations as
26 well as be educated in the effects of the force of collisions

During test drivers should be encouraged to keep emergency equipment in their cars at all
28 times.

Tips for driving in various environmental conditions shall also be added to the driver's license
30 instruction program

Changes to vehicle construction shall be required by law to fit certain safety standards,
33 things like:

Car can not start up unless seat belts are fastened

Car can not start up if hood or trunk is unlocked

A latch to open the trunk is to be installed on the inside of the trunk of every car

Alterations to roads of America are:
39 Traffic security cameras to be installed with speed radars to set off alarm if cars are
40 detected going too fast
41 All roads are to be inspected for defects and fixed
42 Speed limits are to be reasonably reduced on back roads that have 3 or more obstructed
43 turns, intersections, or other environmental hazards

Speed radar - a device used to determine the speed of a moving object from a distance

Hazards - dangers, in this case Eg a roadside cliff, an overgrown tree, or potential animal
