1. INTRODUCTION
The Sub-contractor of I-Lot Package shall define and carry out all software that is necessary to
fulfil a proper open loop control, closed loop control, sequence control, supervision, operation,
protection, alarming and monitoring requirements as well as all necessary calculations and
long term data storing requirements.
To fulfil these requirements the Sub-contractors of other packages shall provide all required
information in order to support and assist the I-Lot sub-contractors in developing Functional
Control Diagram (FCD) and implementing the required information and command functions
into its software. It is recommended that the function descriptions shall be carried out as based
on ISA/ISO/IEC/SAMA Standards.
FCDs shall be prepared by I-Lot Sub-contractor for Power Island and by other Sub-contractors
for other packages out of Power Island.
The FCDs have to be submitted for approval by LILAMA/WP. And the Sub-contractor of I-Lot
package will carry out the software based on the approved FCDs.
The form of the Function Control Diagrams (FCD) shall be designed in ISO A4 format as
defined in this document.

3. DOCUMENT IDENTIFICATION
All function control diagrams (FCD) shall have a document label which contains the following
minimum indications:
- KKS number of sub-system, control loop or other control device functions, etc.
which shall be carried out by the DCS and/or any Autonomous Control System.
- Description of above mentioned function which are carried out by the DCS and/or
any Autonomous Control System.
- Drawing number and status of revision basically in accordance with document
VA1-LI-00001-GE-G1-PRO-00001: Document Numbering System for Vung Ang 1
Thermal Power Plant.

4. FORMAT OF DOCUMENT
The document used for Function Control Diagrams (FCD) shall have a certain format to
guarantee that all FCDs provided by several Sub-contractors will be submitted in same format
design to the I-Lot Sub-contractor.
Each sheet of the FCD document shall have on the left side three columns:
Column 1: Line No. Line number from 1 to 30
Column 2: Source Indicating the source of the Information
Column 3: KKS/Description Indicating the KKS number and short component or
information signal description

The left side of this document shall be used only for incoming information and the columns of
this side shall be fill out with the following minimum text:

Column 2: Source IPL Indicating input point such as from transmitters,


switches, push buttons, etc. located in the field and
connected as input to the DCS/ACS. This signal is
listed in the Input List document (IPL) of the
concerned system.
As shown in Example 1 the sub-system is the Boiler
Protection System.
Column 2: Source SCL Indicating input information transferred from ACS to
DCS system. This signal is listed in the Sub-system
Communication List (SCL) of the concerned system.
As shown in Example 1 the sub-system is the Boiler
Protection System.
Column 2: Source 10HTA90EB Indicating signal source is from other pages of the
P10 - 19 same FCD document for the process subsystem or
is from another FCDs for the other process
subsystem.
As shown in the Example 1: The first raw shows the
cross-reference FCD document number
(10HTA90EB), and is omitted if the cross-reference
is in same FCD. The second raw shows page 10
and line number 19 as indicated in column 7 of the
cross-reference.

Column 3: KKS/ NNAAANNAANNN In the first line the KKS number

All digital signals shown in this
column are in ON stage.
On the right side of each sheet of the FCD document also four columns shall be defined:
Column 5: KKS/Description Indicating the KKS number and short component or
information signal description
Column 6: Target Indicating the target of the information
Column 7: No. Line number from 1 to 30

The right side of this document shall be used only for outgoing information and the columns of
this side shall be filled out with the following minimum text:

Column 5: KKS NNAAANNAANNN In the first line the KKS number for

Column 6: Destination OPL Indicating a command signal connected to


drives such as MC coils, lamps, Local Switch
Box, Local Control Panel etc. located in the field
and connected as an output from the DCS/ACS.
This signal is listed in the Output List (OPL) of
the concerned system.
As shown in Example 1 the sub-system is the
Boiler Protection System.
Column 6: Destination SCL Indicating an outgoing signal to be transferred
from the DCS to ACS . This signal is listed in the
Sub-system Communication List (SCL) of the
concerned system.

As shown in Example 1 the sub-system is the


Boiler Protection System.

Column 6: Target 10HNC17EB Indicating an outgoing signal which is being


used in the same FCD document of the same

process subsystem or to another FCD document
for another process subsystem.
As shown in Example 1: The first raw shows the

In order to distinguish analogue signal line and digital signal line in same FCD page, an arrow
is used with the analogue signal line. See the example 1 for details.

Next page shows details of the recommended format and explanations (Example 1). As
shown on the next page the description of the function is showing in column 4. All information
signal lines are defined in the direction from left to right. This means that the left side of the
drawing is reserved for incoming information and the right side is reserved for outgoing
information.

Explanations:
A = multi-signal input for aggregate status (ON,OS,STAND-

AC = change-over output command ON
AUT-ON= Input command to switch on the aggregate
PAR = process parameter input initiated change-over
