General Expectations:
Proper layout and design will result in a generally stable road that requires minimal maintenance. A
poorly designed road will always be problematic. The stone should have a minimum depth of 6 inches,
free of any vegetation with no signs of rills and erosion. Road is properly crowned (2% min, 4%
preferred) or super-elevated. The travel Lane shall have a min. width of 12. The existing road grade
should not exceed 18%.

General Expectations:
Access gates should be level on solid hinges and free to swing with minimal sag. Gates with sprung or
displaced hinges shall be repaired. Gates with excessive sag shall be tensioned and or repaired. Gate
closure systems and locking mechanisms shall be kept be in good working order. Single and double
swing gates should have stop post(s) in place and be secured when open to avoid inadvertent gate
swing/closure. Double swing gates shall utilize a removable or sliding center stop post. Slats and or

General Expectations:
A ditch shall be installed on the upslope side of all access roads. If the road or compound is in full cut,
ditches will be required on both sides. Only if the road is following the very top of a ridge line or the
compound at the very top of a peak will there be no ditches required. Ditches should be trapezoidal
(preferred), however properly sloped and draining V-ditches are acceptable. The ditch should be
approximately 2 wide, 1 deep constructed with 2:1 slope on either side of road. Inspect erosion
problems, damage to vegetation, sediment and debris accumulation (address when >3 inches at any
spot or covering vegetation). Inspect for pools of standing water. If required, dewater and discharge to
an approved location and restore grade to provide positive drainage. Vegetated ditches should be in
good condition and free of voids in vegetation. Vegetation along the surface of the ditch should be kept
in good condition, and any bare spots re-vegetated. If the ditch is rip-rap verify if additional rip-rap needs
to be installed. Riprap should be evenly distributed and not impairing drainage or blocking any part of a
culvert orifice in any way other than for flow check dams.
Water bars should be installed and properly directing water off the road surface. Optimum locations for
water bars are at the top of steep grades directing water to the ditch.
Level spreaders should be clean and free of debris and sediment allowing for even distribution of water
to the area down gradient of the spreader.
Culverts should be installed at the proper locations including concentrated upslope drainage and all low
points. They should be a minimum of 15 diameter (18 min. in salty soils), and a minimum of 1 cover.
Downstream earthen or stone berm shall be installed at the culvert to prevent bypass flow. Culverts
should be kept clean and ensure water free flow and discharge.

General Expectations:
Compound fencing shall be straight and true and in good repair. Fencing shall be free of holes. Fencing
posts and frame are to be straight and true. Chain link type fencing shall be tensioned to a taught condition
with no excessive sag. Slats and or privacy covers shall be kept in good repair and replaced when
necessary. Wood fencing shall be in good condition with no dry rot or missing members. Missing members
in fencing shall be replaced with equivalent types. Security wire tops shall be tensioned and continuous.

General Expectations:
Compounds with rock surface shall be kept of even grade with a slight slope for drainage. Compounds
with concrete or bituminous surface shall be periodically maintained with crack sealant as required.
Concrete pads within compounds shall be level and in good condition. Steel or concrete platforms within
compound shall be in good repair and structurally sound. Overgrowth within compound shall be
controlled. A minimum 3 vegetation buffer on the outside of the compound fence line shall be
maintained. Use of compound for long term storage of materials by the carrier is prohibited. Compound
shall be kept free of trash and clutter. Damage to compound due to contractor access or vandalism is to
be reported immediately upon discovery.

General Expectations:
Electrical and H-Frame installations should be of clean installation, inspected and approved by the
jurisdiction. H-Frame should be vertically plumb and level. All equipment should be in undamaged
condition, mounted securely, enclosed, doors closed, and conduit entry and exits conduit secure. No
daylight or open holes/knockouts should be allowed. All installations should allow three feet of open clear
access to all electrical apparatus whenever possible.
Installations that should be addressed include electrical service equipment with large dents, deformities,
or excessive rust. Electrical cabinets or enclosures with open, loose, or missing doors or covers shall be
repaired or replaced. Open holes or knockouts in electrical service banks, loosely mounted equipment, or
exposed wires shall be addressed ASAP. Evidence of burn marks or arching shall be investigated and
brought to the attention of an electrical contractor as required. Loose or unstable H-frames shall be
repaired to firm and stable.

General Expectations:
Fuel storage tanks shall be placed and maintained on a level concrete pad. Storage tanks shall be free
of significant damage or rust and fully accessible without major hindrance.
Fuel service shall be performed with safety as paramount. Smoking is not permitted within 25 ft. of fuel
storage tanks and is strictly prohibited in or near the compound during fuel service operations.

General Expectations:
ATC owned sites: Install ATC Owned signage at the last point of public access. Install at each
compound gate entry. The ATC site# and site name must be included on the sign. If there are multiple
towers at one location, additional ATC owned signs shall be posted at each tower base and on the
compound entry gate. Road gate signs may have multiple site information posted on a single sign.
RF program notice sign: Install this sign on each compound entry gate near the ATC Owned sign.
Yellow RF Caution signs: Post only on HOT towers. Post signs at compound entry gate and on
compound fence at 50-75 clearly visible intervals.
Yellow Caution Climber signs: Only post at non-HOT towers. Post yellow signs with the FCC ASR
number at tower base.
Red Caution Climber signs: Only post at HOT towers with FCC ASR number at tower base.
ATC managed sites: Install ATC managed site signage at the last point of public access. Install at each
compound gate entry. The ATC site# and site name must be included on the sign. If there are multiple
towers at one location additional ATC managed site signs shall be posted at each tower base and on
the compound entry gate. Road gate signs may have multiple site information posted on a single sign.

materials are stored: Diesel, kerosene, gasoline, lube oil, etc.), Batteries, Antifreeze, Compressed
gasses
Flammable Signs alert workers to the hazards around them so they can protect themselves from fires or
explosions. Signs are typically posted on the outside of fuel tanks denoting the presence of flammable
liquids.

General Expectations:
Exterior finish, base of building, and top of foundation are 6+ above grade. Grade is sloped away from the
building. No holes in the building walls or roof. Doors shall function properly and are not blocked, floor is
fully clad, power and AC are on and functioning normally. Building is clean. No settling or uneven
foundation. No settling or sink holes formed under the building

General Expectations:
A professional clean installation of electrical equipment is required to be maintained. Electrical installations

Awareness should be provided if deformation of the any portion of the tower is observed. Remediation is
not to be completed by American Tower Corporation, but referred back to the mount owner, if problems
are found with the mount. Remediation to the tower with respect to any element impacting the tower
structure is to be completed by American Tower Corporation.
