General Expectations:
Proper layout and design will result in a generally stable road that requires minimal maintenance. A
poorly designed road will always be problematic. The stone should have a minimum depth of 6 inches,
free of any vegetation with no signs of rills and erosion. Road is properly crowned (2% min, 4%
preferred) or super-elevated. The travel Lane shall have a min. width of 12. The existing road grade
should not exceed 18%.

1. SITE ACCESS
c. Culverts and Drainage

Related Documents:
i. ATC Standard Specifications for Wireless Tower Sites (latest version)
ii. ATC A/E Engineering Design Guide (latest version)

General Expectations:
A ditch shall be installed on the upslope side of all access roads. If the road or compound is in full cut,
ditches will be required on both sides. Only if the road is following the very top of a ridge line or the
compound at the very top of a peak will there be no ditches required. Ditches should be trapezoidal
(preferred), however properly sloped and draining V-ditches are acceptable. The ditch should be
approximately 2 wide, 1 deep constructed with 2:1 slope on either side of road. Inspect erosion
problems, damage to vegetation, sediment and debris accumulation (address when >3 inches at any
spot or covering vegetation). Inspect for pools of standing water. If required, dewater and discharge to
an approved location and restore grade to provide positive drainage. Vegetated ditches should be in
good condition and free of voids in vegetation. Vegetation along the surface of the ditch should be kept
in good condition, and any bare spots re-vegetated. If the ditch is rip-rap verify if additional rip-rap needs
to be installed. Riprap should be evenly distributed and not impairing drainage or blocking any part of a
culvert orifice in any way other than for flow check dams.

Water bars should be installed and properly directing water off the road surface. Optimum locations for
water bars are at the top of steep grades directing water to the ditch.

Level spreaders should be clean and free of debris and sediment allowing for even distribution of water
to the area down gradient of the spreader.

Culverts should be installed at the proper locations including concentrated upslope drainage and all low
points. They should be a minimum of 15 diameter (18 min. in salty soils), and a minimum of 1 cover.
Downstream earthen or stone berm shall be installed at the culvert to prevent bypass flow. Culverts
should be kept clean and ensure water free flow and discharge.

B. TOWERS

1. FOUNDATIONS
a. Base Foundation
b. Guy Anchors
General Expectations:
Inspect the structural condition of all components making up a base foundation and anchors. Inspection is
to indicate if there are any concerns regarding foundation / anchor ability to reasonably and reliably
provide resistance to dead, wind, ice, earthquake and live loads. Remediation is to be completed if the
condition found is unacceptable as is, or, if it will very likely be unacceptable within the next inspection
cycle. Conditions found to be in a not-as-new state, but still serviceable and reliable are not to be
remediated.

Condition Assessment Guidance

Condition and Component

Inspection Purpose and Gradation
Affected

Evaluate cracks to determine signs of deteriorating structural

condition.
Crack widths on the horizontal surfaces of piers and caissons
of up to 1/8 in are acceptable.
Crack widths along the vertical surfaces of piers/caissons and
along all mat surfaces up to 1/32 in are acceptable.
Cracks radiating away from the center of a base foundation
Cracking / Base Foundation
may be acceptable, unless they affect the guy anchor rod

connection to the concrete block.
Cracks originating in a pier cap may exceed the width limits
noted above, but should be examined carefully.
Stain resulting in discoloration of the concrete is acceptable so
long as the cracks do not exceed limitations above.
Radial cracks that connect or circle anchor bolts are to be
remediated.
Spalling is acceptable so long as no rebar is exposed and
approximately 1 in of cover is present (based on estimate
from examination of photos).
Spalling Base Foundation
Spalling is not acceptable when condition results in significant
loss of foundation strength (e.g., reduction in resisting dead
load or reduced tension rebar development length).
Inspect to confirm no rebar is exposed.
Honeycombing Base Foundation Maximum allowed depth of honeycombing is 1 inch (depth
based on estimate from examination of photos).
Excess or loss of soil, as long as it does not significantly affect
the structural resistance or stability of a base foundation is
Soil Buildup / Base Foundations an acceptable condition.
Erosion Guy Anchors Buried anchor fan plates are acceptable as well so long as the
shackles, turnbuckles, etc. are not buried and are free to
rotate.

Inspection Purpose and Gradation

Any observed exposed rebar, regardless of corrosion level,

shall be remediated.
Corrosion levels on guy anchor shafts are acceptable when
the cross-section is judged to be within 5% of the original
condition.
Corrosion / Base Foundation
Finish Guy Anchors For shapes that are challenging to approximate the 5% limit
(i.e., channels, w-shapes, angles), anchors retaining their
original shape without significant softening of edges and
thicknesses can be judged acceptable.
Changes in finish or roughed edges are acceptable assuming
the cross-section meets criteria above.
Permanent bent or deformed anchor rods are an acceptable
Bent /

Deformed
necking of the cross-section is observed.

Fabricated diameter allows for adequate nut / baseplate

surface.
Baseplates No tearing, elongation or deformation of the hole is
Holes Connections (Both) observed.
Modifications Any enlarged / pre-drilled holes that are not consistent with
the original tower drawings are to be remediated, unless
structural calculations can confirm the loading at the
connection is not significant.
Welds exhibit only superficial cracking.
Baseplates
Shaft No corrosion observed along the weld / bonded component
Members interface.
Welds
Connections (Both Superficial corrosion noted along the weld surface.
Modifications
No significant loss of cross-section or porosity (small holes)

in the weld.
Threads are in good condition (i.e. if needed, capable of
removing and installing nuts with some cleaning and
effort).
Anchor Bolts All nuts are tightened, on both sides of the bearing surface
Bolt Connections (Both) as installed.
Condition Modifications Bolts retaining original shape are considered acceptable,
Pull-Offs and Torque Arms largely regardless of stain or observed corroded condition.
Bolt recession acceptable for locking nuts, not for main nut.
Surface of bolt must be flush or protrude the nut to be
acceptable.
Minor cracking in grout is acceptable, so long as drainage
out of the shaft can be achieved. Otherwise, grout is to be
removed and not replaced, assuming either the original
tower drawings indicated no grout was required or
structural calculation demonstrates lack of need.
Grout /
If leveling nuts are not present, grout is to be replaced. Grout
Foundation Baseplate
is also to be replaced if the gap between the bottom of the
Gap
baseplate and top of foundation surface exceeds 2 bolt
diameters.
Engineering calculation demonstrating adequate capacity
and nuts are confirmed tight on both sides of baseplate
can waive this requirement.

7. MOUNTS
a. Stability
b. Connections

General Expectations:
Inspect the structural and serviceable condition of components making up a mount. Inspection is to
indicate if there are any concerns regarding these components ability to reasonably and reliably provide
means to resist dead, wind, ice, seismic and live loads. Inspection detail consistent with the other
elements making up the tower members, foundation, grounding etc. is not expected for mounts, only
awareness regarding immediate concerns with respect to hazard to the public or other clients equipment.
Awareness should be provided if deformation of the any portion of the tower is observed. Remediation is
not to be completed by American Tower Corporation, but referred back to the mount owner, if problems
are found with the mount. Remediation to the tower with respect to any element impacting the tower
structure is to be completed by American Tower Corporation.
