NOTICE OF UNDERSTANDING AND INTENT AND CLAIM OF RIGHT

Dear, Ms Hernandez

I came by your bank on Avenue U on 08/09/2010 to get some change for bus fare from one of the
tellers there. While waiting, I remembered something that I wanted to clarify with any professional banker
by inquiry.
My questions were rhetorical, but I still sought admission from a professional banker. My questions were:
"is the authorized signature on your checkbooks the expression and evidence of an agency? Because the
signature-line is made of the words AUTHORIZED SIGNATURE repeatedly in microprint, so, who is the
signer an agent for?" To my satisfaction, one of the two tellers that were there said "yes, it’s a security
feature" and, "the signer is the agent for the NAME on the account". How many of your customers are
aware of this?

NOTICE OF UNDERSTANDING

For it is my desire to be corrected with legal evidence if my understanding as follows is incorrect or

inaccurate;

Failure to rebut each of the following points of my understanding herein below by response in writing,
sworn and/or affirmed before a Notary Public under penalty of perjury and full commercial liability within
30 days of service of this Notice, evidenced by certified mail returned receipt, will be deemed as a tacit
admission and agreement to all statements within the body of this Notice, and will be accepted and taken
for value without recourse upon default, binding you and your bank, Valley National Bank to the Claims
made herein.

Now, it is my understanding as follows, that:

I Legal names are created by

Governments upon submission of an
Application for registration, and

II Certificates of birth are evidence

That a Name was 'given' to a
Government and registered by
That government and are a type of
Receipt, and

III Governments hold all original

Certificates and will not release
These originals to the bearer of a
Copy of such by any means, and

IV Governments hold legal title to the

Certificates of birth and so are the
Owners of such, legally, and

V Submission, as in submission of an
Application for registration means:
The yielding to the authority or will
Of another, and

VI to yield means: to give up and

Surrender, and

VII a legal NAME created by a

Government is property of that
Government, and
VIII therefore the use of a legal NAME
Is a benefit of Government, and

IX people are only 'entitled or author-

ized' to use the legal NAMES
Created and issued to them by
Governments, and

X governments regulate the use of

legal NAMES, and

XI Governments have exclusive

Jurisdiction over legal NAMES and
Their use, and can deny change of
NAMES, and

XII legal NAMES are legal entities,

Juristic persons and/or artificial
Persons existing in NAME only and
Are given certain rights and duties
Of a human being, and

XIII legal NAMES do not represent

People, but rather contractual
agreements between PERSONS,
However, people can represent
legal NAMES, and

XIV people, being authorized by

Governments to use legal NAMES
Are authorized agents of
Governments through the use of
Legal NAMES, and

XV Governments never intended for

Birth certificates to be used as
Personal ID, and

XVI legal NAMES are identified as

Numbers, and

XVII all forms of slavery and

Involuntary servitude has been
abolished in the U.S. and is
Prohibited today, and

XVIII there is no existing obligation

Upon anyone to be recognized by
Legal NAMES, only the benefit of
Entitlement to the use of such
NAME, and

XIX He who is entitled to use a thing is

NOT the Owner of that thing, and

XX all banks, including but not limited

To Valley National Bank can only
Do business and open accounts in
Legal NAMES that are registered

and regulated by Governments, and

XXI U.S. currency is NOT property

of those subject to U.S.
Jurisdiction, and

XXII no one is obligated to claim that

 Any type of U.S. Currency they
Possess belongs to them, and

XXIII U.S. Currency are obligations of

The United States to its creditors,
and,

XXIV there is no existing obligation

Upon anyone to be recognized by
The legal NAMES they are
Authorized and entitled to use in
order to access banking in the
U.S.

NOTICE OF INTENT

Now therefore, based upon my understandings as mentioned above, it is my honest intention to access
banking as an Authorized Agent of government in the best interests of the public, according to the original
intent of the U.S. Congress in this state of national, economic, emergency as declared on June 05th, 1933,
per House Joint Resolution 192, Public Law 73-10, 48, 48 Stat. 112 et alia, to allow a return of 100% of U.S.
funds back to its source i.e. U.S. Government, and to allow the free flow and circulation thereof with
expedience, to NOT be a burden on government, to NOT obstruct the U.S. Bankruptcy, but to assist in the
settlement of the Public accounting and avoid the creation of outstanding U.S. Obligations.

NOTICE OF CLAIM OF RIGHT

Therefore, according to my understandings above, for all intensive purposes stated herein above, I the
man, commonly called: Basadar: Qadar-Shar, of the family: Israel, do hereby claim the right to access
banking.

Please provide proof of any false or erroneous statements within this Notice of Understanding and
Intent and any Counterclaims with legal evidence cited within your response letter if any exists within 30
days of receipt of this Notice.

Failure to respond timely as requested shall be deemed as evidence that no such proof or evidence in
law exists, or Counterclaims in opposition to, or in contravention of this Notice of Understanding and Intent
and Claim of Right and will be accepted and taken for value binding you and Valley National Bank hereto.
