RESPONSE TO CITY OF SACRAMENTO LETTER DATED OCTOBER 30,2017
Sacramento County Environmental Management Department (SCEMD) has received the followin~
letter: City of Sacramento, October 30, 2017, James Mangan Park Rifle and Pistol Range, 2170 34
Avenue- Neighborhood Remediation of Lead Contamination.
The letter references a "control study" to determine background levels of lead in the Mangan Park
neighborhood. SCEMD has not received a formal report of the control study that is consistent with
Department of Toxic Substance Control (DTSC) guidance (e.g., Preliminary Endangerment
Assessment Guidance Manual). SCEMD needs to receive the formal report to complete review of
the subject letter. Since the City did not submit a work plan to SCEMD for approval prior to
conducting this sampling, the formal report must adequately document the relevant sampling and
analysis protocols, methods for data evaluation, and quality assurance and quality control.
The formal report of the "control study" is due to our office by December 15, 2017. You may reach
