Addendum No. 001

Request for Expression of Interest: Engineering Consulting Services for Water


Treatment Facility Upgrade

A. GENERAL
.1 This Addendum is issued prior to Request for Expression of Interest closing to
provide for certain revisions as noted herein.
.2 All such revisions will become part of the Work and the effects shall be included in
the Project.
.3 The closing date for this Request for Expression of Interest has been extended to
Wednesday, August 30, 2017 at 5:00:00 p.m. local Brandon time.

B. REQUEST FOR EXPRESSIONS OF INTEREST DOCUMENTS


.1 Geotechnical work has not been performed on the proposed site for the Water
Treatment Plant Upgrade.
.2 The Assiniboine River will be the source water for both the existing process streams
as well as the new membrane process stream. Groundwater will continue to be used
as source water on an emergency basis for the existing process streams.
Further groundwater investigations are not included in the scope of work for this
project.

C. DRAWINGS
.1 Further to Section 4.0 General Information, City of Brandon Water Treatment Plant
Upgrades DRAFT Drawings - Figures 001 to 008 are not included in the Water Utility
Master Plan. These Figures are a stand-alone drawing package representing the
Conceptual plans as referenced in Section 2.0 Project Background and Overview
and supersede the Figures in the Water Utility Master Plan.
.2 Figures 001 to 008 show two separate Chemical Buildings; however, the City would
be open to a single Chemical Building should the implementation and timing
accommodate a single-building design.
The north Chemical Building is intended to house the chemical tanks and dosing
systems required for the new membrane process train.
The south Chemical Building is intended to house the new tanks and dosing systems
for chemicals used in the existing process trains as a centralized and upgraded
facility. The plans do not show orthophosphate storage and dosing in the south
Chemical Building; however, orthophosphate should be included in the scope of work
for this building.
The south Chemical building design would require expedition should the Clean Water
and Wastewater Fund funding be approved. The chemicals required for the north

Chemical building design would be included in the design of the new membrane
process train and would not require expedition.
.3 A proposed process flow diagram of the Conceptual plan is not available for
distribution.

D. REQUESTS FOR CLARIFICATION


.1 The Project Principal role, as described in Section 8.0 Evaluation Criteria of the
Request for Expressions of Interest, is the person in charge of the execution of the
project from the Engineering Consultant. This person may also be considered the
Consulting Project Manager.
.2 Further to Section 6.0 Submission Requirements, a cover letter and/or table of
contents will not be counted in the ten (10) page limit to submissions.
.3 Further to Section 6.0 Submission Requirements, the page size limitation of 8 x
11 refers to the ten (10) page submission.
.4 Further to Section 8.0 Evaluation Criteria, the City anticipates concluding the
evaluation of submissions within four (4) weeks of the closing date. All Proponents
will be provided written notification regarding the shortlisting process upon finalization
of the evaluation.
