From media accounts, we understand that you have additional information that is
pertinent to the recently released Maryland State Board of Education (MSDE)
graduation rate audit.

There are several Board policies as well as contractual provisions that obligate
you to refer any and all issues related to the audit and its findings to the Board
and the Chief Executive Officer (CEO). Board Policy 0108, Code of Conduct,
states that an individual Board member will strive to[r]efer, as far as possible,
all complaints and requests to the appropriate administrative officer. Furthermore
that same policy provides that a Board member commits to take no private action
that will compromise the Board or administration In addition, Paragraph 2.3 of
the Chief Executive Officers Employment Contract states [t]he Board members
individually and collectively agree to refer criticisms, complaints, and suggestions
called to their attention to the CEO for study, review, investigation and/or
recommendation.

If you have additional data or evidence relevant to the audit findings, please share
with the Board as provided by Board policies and guidelines. If you know of
whistleblowers who have information regarding the audit or any actions pertinent
to such audit, please refer to the Board. The Board is committed to providing the
full extent of protection to each whistleblower as provided for under state and local
laws and will fully investigate any and all complaints.

If you fail to disclose any of this information by noon on Monday, November 6,


2017, we will refer a recommendation for action to the full board.
