A RESOLUTION
CONDEMNING THE VIOLENT DISPERSAL OF HIGH SCHOOL AND COLLEGE
STUDENTS AT THE MAIN OFFICE OF THE DEPARTMENT OF EDUCATION
LAST AUGUST 20, 2010, URGING THE DEPARTMENT OF EDUCATION TO
FILE THE APPROPRIATE ADMINISTRATIVE CHARGES AGAINST THE
SECURITY PERSONNEL RESPONSIBLE FOR THE ASSAULTS, AND URGING
THE SECRETARY OF EDUCATION TO ADDRESS THE LEGITIMATE
GRIEVANCE OF THE STUDENT DEMONSTRATORS

WHEREAS, last August 20, 2010, around 50 high school and college students
held a peaceful protest in front of the main office of the Department of Education in Pasig
City in order to air the very common grievance of many students and their parents
regarding the implementation by many schools of illegal and exorbitant fees;

WHEREAS, the students, many of whom belong to youth groups League of


Filipino Students and Anakbayan, also sought to have a dialogue with the Secretary of
Education in order to formally express their complaints;

WHEREAS, when the students attempted to assert their right to air their
grievance to the Secretary of Education by entering the premises of the Department’s
main office, they were confronted with the brute force of the security personnel instead
of being accommodated;

WHEREAS, at least five of the students, all of them minors, were injured and
taken to the hospital after sustaining cuts and bruises from the assault of the
Department’s security personnel, who were armed with wooden sticks and other similar
objects and weapons;

WHEREAS, the students were all unarmed and none of them was in possession of
any weapon, nor did any one of them commit any unlawful aggression against the
security personnel in order to warrant the use of force to repel them;

NOW THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED, that the


House of Representatives condemn the violent dispersal of students at the Department
of Education last August 20, 2010, and initiate legislative measures in order to ensure
that the right of our students to air their legitimate grievances are secured;

BE IT FURTHER RESOLVED, AS IT IS HEREBY RESOLVED, that the House of


Representatives urge the Department of Education to file the proper administrative
charges against the security personnel responsible for the brutal assault at the young
students, and further urging the Secretary of Education to address the very legitimate
grievance of the students regarding the imposition of exhorbitant illegal fees in schools
nationwide;
