of the state, the standardized exam
results also highlighted glaring
local inequity.

Money flows in San Mateo City Council race

As San Mateo voters near a choice for who they want rep-
resenting them on the City Council, big money is owing
in from landlord and Realtor lobbyist groups.
Campaign nance forms are being submitted as the Nov.
7 election nears with seven vying for three seats on the San
Mateo City Council. In a throwback to last years con-
tentious debate over rent control when national as well as
state apartment associations and Realtor groups raised
more than $1 million to defeat two ballot measures in San
Mateo and Burlingame, similar groups are again funneling
thousands of dollars into the local election.
Nearly $102,085.78 has been spent or raised to elect Eric
Rodriguez, a city planning commissioner and small busi-
ness owner. That includes Rodriguezs campaign raising
$45,445, about $5,000 of which was a loan, according to
forms led with the city. Contributors to Rodriguezs cam-
paign fund include $1,000 from San Mateo-based Wall
Street Properties; $1,000 from the Bohannon Development
Company, which owns Hillsdale Shopping Center; $3,000
from Carstens Realty and its associations, which own
apartments as well as the Laurelwood and Bel Mateo shop-
ping centers; and $1,925 through several donations from
people afliated with W.L. Butler Construction.
Separately, the National Association of Realtors spent
$34,992 on urging voters to pick Rodriguez, primarily
using its resources to buy mailers and online advertising,

Newsom, Villaraigosa disagree about universal health care

ANAHEIM The two leading Democrats running for
California governor disagreed at a forum Sunday about how
to achieve universal health care.
Lt. Gov. Gavin Newsom defended his support for a gov-
ernment-run health care system at a forum hosted by the
National Union of Healthcare Workers, the Sacramento Bee
reported .
However, former Los Angeles Mayor Antonio
Villaraigosa dismissed the concept, known as a single-
payer system, as unrealistic and advocated for a public
option that allows people to buy into the existing Medi-Cal
program.
He credited Democratic Assembly Speaker Anthony
Rendon for shelving a bill that proposed to replace insur-
ance companies with government-funded health care for all

Interstate Highway 280 near Belmont.
According to CHP officials, a 2009, 2-door Mercedes was
being driven west on Highway 92 while a 2003 Honda CR-V,
1998 Pontiac Grand Prix and 2003 Volvo SUV were being
driven east on Highway 92.
The Mercedes crossed over the double yellow lines into
eastbound traffic where it collided with the left sides of the
Honda and Pontiac and head on with the Volvo.
CHP officials said the driver of the Mercedes, 34-year-old
Los Gatos man Arsen Tarkovskiy, was allegedly intoxicated
as he was driving.
After the collisions, Tarkovskiy was pinned in the driver's
seat and had to extricated by first responders.
Tarkovskiy suffered major injuries and was taken to
Stanford Hospital after being treated by paramedics at the
collision site.
CHP officials said the passenger in the Mercedes was pro-
nounced dead at the scene.
The driver of the Volvo was taken to Stanford Hospital with
minor injuries. The occupants of the Honda and the Pontiac
were unhurt. CHP officials said Tarkovskiy was arrested on
suspicion of DUI and vehicular manslaughter.
Crews continue working toward fire containment
Progress is moving forward on a steady path to contain-
ment of the North Bay wildfires, with recent rain helping the
efforts, Cal Fire said.
The Atlas Fire, which has burned 51,624 acres since it
started Oct. 8, is 89 percent contained as of this morning,
according to Cal Fire.
The fire started off Atlas Peak Road south of Lake
Berryessa, and has destroyed 458 residences, Cal Fire said.
Firefighters continue to strengthen perimeter control
lines, provide structure defense and engage in tactical patrol
with regard to the Atlas fire.
The Tubbs Fire has burned 36,793 acres and is 94 percent
contained; the Pocket Fire has burned 17,357 acres and is 84
percent contained, according to Cal Fire.

Utilities delay effort to map
wildfire risk from power lines
SAN JOSE A report says California utilities have helped
delay efforts for nearly a decade to map where power lines
pose the greatest wildfire risk.
The report Sunday in The Mercury News comes as the state
investigates whether downed power lines owned by Pacific
Gas & Electric Co. sparked the deadliest collection of wild-
fires in California history earlier this month.
State regulators have been trying to tighten regulations on
utilities and create detailed maps after disastrous fires in San
Diego in 2007 were sparked when wind knocked down power
lines.
The Public Utilities Commission still hasnt completed
the maps or adopted strict new regulations.
PG&E and other utilities won another delay just two days
before the deadly fire outbreak in Northern California.
PG&E says the state is investigating whether its equip-
ment caused some of the catastrophic blazes.

Lloyd, Ed to his family and friends, passed away on October
15, 2017 after a long and courageous battle with Altzheimers
disease with his wife and daughters by his side. He was the son
of the late Lloyd Edward Trower, Jr and the late Edith Trower.
He is survived by his beloved wife, Amalia (Mali) Trower
and cherished children Karen Dutton (Norman), the late Donald
Trower, Linda Burke (David), Janice Richason (George), Patricia
Trower (Jenny), and Susan Feblowitz (Alan). He is also survived by 11 grandchildren
and 3 great grandchildren as well as his treasured sister Lorraine Harrington, 3 sisters-
in-law, 2 brothers-in-law and numerous nieces, nephews, cousins and friends.
Ed lived all his life in San Francisco and the Peninsula and worked for 45 years
in the electrical supplies industry. His greatest enjoyment in life was his family. He
devoted a lot of his time to activities with his girls attending many sports, band and
choir performances. His second greatest passion was playing golf with his buddies,
The Fearsome Foursome. Ed was a 35-years member of the American Fuchsia Society,
San Bruno and San Mateo branches, and won many awards for his plants at the San
Mateo County Fair.

Trump urges House GOP to move quickly on budget, tax cuts

House Republicans to move swiftly on passing a budget
bill during a conference call Sunday, clearing the way for
what he described as an historic push for tax cuts.
Trump and Vice President Mike Pence both joined the
House GOP call in which Trump called on members to adopt
the budget passed by the Senate this week, so that they can
move on to passing his tax reform plan.

tion integrity has integrity questions of its own with
some of its own members raising concerns about its open-
ness.
This past week, two members red off letters to commis-
sion staff complaining about a lack of information about the
panels agenda and demanding answers about its activities.
That comes as Democratic U.S. senators are requesting a
government investigation of the commission for ignoring

been experiencing, Foster City is now working to make
improvements to its flood control system to lift FEMAs
flood zone designation.
But FEMA isnt the only regulatory agency the city must
appease as the levee lines the environmentally-sensitive
San Francisco Bay. There are about 20 agencies Foster City
is dealing with and four permits from federal agencies and
regional environmental agencies, Moneda said.
The permitting process can take months and any holdup
could affect the project schedule. The city plans to submit
for permits in the coming weeks and anticipates them being
finalized next spring, Moneda said.
Vice Mayor Sam Hindi said they were very pleased by the
response theyve gotten from the regulatory groups thus
far. He credited it to support from state and federal represen-
tatives, and city staff having engaged the agencies from the
onset while keeping them informed throughout.
We were relieved there were no issues raised, Hindi said.
Thats a good signal for us that the project is moving for-
ward.

about the potential effects to views of the Bay as well as the
citys proposal to hike property taxes to cover costs.
Moneda said the city continues to engage residents
through formal and informal outreach meetings, and has
been discussing the matter with a variety of community
groups.

hear information on the project, Moneda said.
About 60 percent of the project design has been com-
pleted thus far and there will be further opportunities along
the way for the community to weigh in, he said. The coun-
cil also decided to incorporate future sea level rise projec-
tions through 2050 and will use a hybrid levee design
that can be more easily raised in the future. The project
involves drilling sheet piles to create a retaining wall
along the current levee then using fill to reinstate the Bay
Trail.
But some opponents to the project have argued Foster
Citys existing levee and extensive lagoon system already
provide adequate protection against severe storms.
Hindi noted educating people on how the need for the
project is key as without it many property owners could be
mandated to carry costly flood insurance. Plus, citing the
recent hurricanes in Texas, Florida and Puerto Rico, Hindi

Paying for protection
The cost of the levee project has risen since it was first

increase property taxes to help pay for the project. The pro-
posed general obligation bond could be on the June 2018
ballot. If approved, all property owners residential,
office and commercial would see their tax rates increase
about $41 per $100, 000 of assessed property value,
Moneda said.
Some residents have suggested the city should leverage
its strong financial footing and use a portion of its reserves
to help offset the cost of the levee instead of asking tax-
payers to hike rates for the entire project.
Moneda and Hindi said financial consultants evaluated the
potential for the city to contribute about $17 million in
reserves but ultimately determined it wouldnt significantly
affect the rates needed from taxpayers.
Hindi said he understands some residents are concerned,
but hopes to reassure them of the projects benefits. Plus,
failing to raise the levee and being at the mercy of FEMA
declaring it a flood zone could affect property values and
leave the city as risk during an extreme storm, he said.
Once we explain why and more importantly the conse-
quences of not taking action and not raising our levee, its
hard for them not to understand the benefit and the value,
Hindi said, adding were always cognizant of how we spend
taxpayers money and we try to minimize the impact on our
taxpayers.

Tillerson seeks Arab help in U.S. effort to isolate Iran

Rex Tillerson took the Trump administra-
tions case for isolating and containing Iran
in the Middle East and beyond to two Gulf
Arab nations on Sunday, pushing for Saudi
Arabia and Iraq to unite to counter growing
Iranian assertiveness. He also called for a
quick resolution to the ongoing crisis
between Qatar and its Arab neighbors, which
he said was unintentionally bolstering Iran.
In Saudi Arabia and later Qatar, Tillerson
denounced Irans malign behavior and shunning the Revolutionary Guards, which
urged nations of the region and elsewhere,
notably Europe, to join the administration to
halt any business they do with Irans power-
ful Revolutionary Guard Corps. He also
demanded that Iranian and Iran-backed Shiite
militia in Iraq either return to their homes,

Bergdahl the Army sergeant who pleaded
guilty to endangering his comrades by
leaving his post in 2009 in Afghanistan
now rests in the hands of a judge.
A sentencing hearing for Bergdahl starts
Monday at Fort Bragg and is expected to
feature dramatic testimony about soldiers
and a Navy SEAL badly hurt while they
searched for the missing Bergdahl, who was
held captive for ve years by Taliban allies
after leaving his post. Bergdahl faces up to
life in prison on charges of desertion and
misbehavior before the enemy after plead-
ing guilty to the charges last week.
Bergdahl made his plea without striking a
deal with prosecutors for a lesser punish-
ment, opting instead for a move known as
a naked plea, in hopes of leniency from
the judge. The plea, legal experts say, may
be a sign that the evidence against
Bergdahl was strong.

their countries held great promise for Iraqs

nation cares for its dead, and I will measure
with mathematical exactness the tender
mercies of its people, their respect for the
laws of the land and their loyalty to high
ideals. This quote is very lyrical and well
thought out. It has become a long time
custom for many Funeral Homes to display
this quote on a plaque for all to see. The
meaning is obvious and is a direct
comparison between caring for our fallen
loved ones and the way we care for
ourselves, our community and our society.
To many observers, though, it may
appear that weve lost the motivation to care
for our loved ones in a proper way, and that
our society has become misguided. Taking
into consideration the way our government
leaders sometimes act, without the maturity
to function unselfishly, is disturbing, and the

The whole idea of that is if we can identi-
fy best practices that are getting results, we
want to take those and disseminate them,
she said.
High school optics
A similar effort takes place in individual
districts too, said Brian Simmons, director
of Curriculum and Assessment for the San
Mateo Union High School District, who
said the test scores can be helpful for local
officials seeking a framework to understand
areas of improvement.
Language and literacy objectives are top
of mind to high school district officials as
well, said Simmons, who said his district
has leaned heavily on teachers and technol-
ogy to enhance proficiency.
Professional development helping teach-
ers address students in an approachable and
easily comprehended fashion can be one
method useful for improving lesson reten-
tion, and ultimately boosting all test
scores, he said.

In the immediate term, a victory likely
means a continuation of the policies Abe
has pursued in the nearly five years since
he took office in December 2012 a hard
line on North Korea, close ties with
Washington, including defense, as well as
a super-loose monetary policy and push
for nuclear energy.
Japanese media projected shortly after
polls closed that Abes LDP and its junior
partner Komeito might even retain their
two-thirds majority in the lower house of
parliament.
In unofficial results in the early hours of
Monday, the ruling coalition had won 312
seats in the 465-seat lower house, exceed-
ing a two-thirds majority at 310.
Computer programs which process read-
ing materials such as news articles or les-
sons and offer them back to students at the
appropriate grade standard can also help
level the playing field, he said.
He noted such programs should not be
seen as a cure-all for students, but they may
offer incremental supports in approaching

Countywide efforts
Beyond specific efforts designed to bol-
ster the learning experience of each student,
Campbell credited regional approaches such
as the Big Lift in helping families from
across San Mateo County enjoy equitable
access to valuable learning opportunities.
The collaborative program funded partial-
ly with county tax dollars aims to make pre-
school more widely available, especially in
underserved communities, with recognition
early education can be valuable in preparing
students for long-term success.
As the recently-launched initiative con-
tinues to take hold and spread across the
county, Campbell said she expects to see
increasing dividends paid.
We ought to see the achievement levels
increase and the achievement gap decrease,
she said.
Simmons though noted as progress has
been made, he cited the essential struggle
facing each educator taking on the sizable
problem.

50-plus years, Ive been a San Mateo
County resident, homeowner, renter,
taxpayer and parent of my three chil-
dren. As a result, I am very familiar
with San Mateo County and the sur-
rounding communities.
SAMCAR represents more than
3,000 real estate professionals. In
addition, our association manages the
Coalition for Housing Equality, a
group composed of another 3,000
members who actively protect private
property rights. I am proud of the
diversity of our 6,000 members, the
vast majority of whom are taxpaying,
hard-working and community-
involved San Mateo County resi-
dents. We all love San Mateo County.
What we do not love are the race-
baiting, name-calling tactics of those
who disagree with us when we exer-
cise our right to free speech and
thought. Our members are outraged,
although not surprised, that we were
called racists by two women who
wrote an opinion piece that was pub-
lished by this newspaper. Also disap-
pointing is that the San Mateo Daily
Journal was complicit in spreading
these attacks by publishing these
unfounded and slanderous allegations.

industry, the people who make up our
association, or the services we pro-
vide.
Our members provide workforce
housing. They provide housing for
seniors and the mentally and physi-
cally disabled. Our members provide
housing and shelter for victims of
domestic violence. Our members are
active in the community. Our mem-
bers volunteer their time at worthy
nonprofits.
I am proud of our members.
So, I find it quite offensive that
someone would label such a diverse
group as our members, as racist. The
authors of the opinion piece that
labeled real estate professional racist
are desperate to enact restrictive hous-
ing policies throughout San Mateo

Luftman. I have known Doug for six
years. I met Doug through his seless
service to the Burlingame community
regarding his ght against the cell
phone tower companies who were bul-
lying the Burlingame City Council by
trying to install cell towers through-
out its residential neighborhoods.
The city had no policy or ordinances
and because of Dougs involvement,
expertise, and advice, Burlingame
implemented new policies.

have been soundly defeated at the bal-
lot by a diverse and large segment of
voters in Burlingame and San Mateo
and have received pushback in Daly
City and in Redwood City. There is an
active campaign right now in Pacifica
by local Pacifica residents once more
fighting these restrictive policies
that these two women helped create.
They dont like that we disagree so
they name-call and race-bait.
Rather than accepting that their
proposed policies are simply bad
policies and are not supported by the
majority of voters, they have resorted
to finger pointing and name calling.
Rather than accept personal responsi-
bility for their bad policies and work-
ing with those who disagree to find
common ground, they have resorted
to labeling an entire industry as
racist.
Thankfully the people of San Mateo
County are smarter than to accept the
race-baiting of these two individuals.
We just wish that the newspaper felt
the same way.

new housing goes. Number one, it must be near transit,
very near transit, within
walking distance of tran-
sit. Number two, it should
not be located in a poten-
tial disaster zone vulnera-
ble to flooding, fires,
earthquakes, hurricanes,
etc. And we need more
affordable, workforce
housing, not more luxury
condos with just a few
affordable units to get it
approved.
We dont want more
housing or office buildings
in the hills. People who
live or work in these areas
must drive to work, to
shop or to do anything
outside the home/office. We dont want more housing in
flood-prone areas. Maybe its cheaper to build there but
ultimately it could be more dangerous in this crazy cli-
mate change weather we are experiencing. The possibili-
ty of a 100-year flood we once laughed at, is now a real
possibility with rising temperatures and rising sea lev-
els. We dont want to build in forestry dry grassy areas
vulnerable to forest fires.

I didnt plan to bring politics into this but after check-
ing out some articles written by Stephen Strader, a geog-
rapher at Villanova University on the expanding bulls-
eye of natural disasters by overbuilding in flood plains
and woodland areas, up popped the following:
At the national scale, the tensions over balancing
development, safety and environmental quality were on
display earlier this month when President Donald Trump,
in the name of accelerating infrastructure improvements,
revoked a 2015 executive order from President Barack
Obama establishing reviews of flood risks before the
approval of federal funding for housing or other construc-
tion projects.
There continues to be development or rebuilding along
hurricane-ravaged areas of the Atlantic Coast. In Tahoe
and the dry Southern California hills, the trend is to build
further away into pristine open space. So when a fire
starts and spreads, our firefighters first responsibility is
to protect human life and property. The more new homes
in outlying areas, the increased challenge when a fire
starts to spread. So it is with new development along the
increasingly flood prone Delta. The reason for the huge
hurricane losses in Houston was because of intense
overdevelopment of the city in recent years which
removed valuable wetlands. Now Sonoma and Napa offi-
cials will be dealing with the same questions: where to
rebuild, how much to rebuild and whether certain areas
should remain off limits.

Climate change is real. Floods, hurricanes and fires
whose intensity we have never experienced before, are
now a reality. We need to be careful where we build and
rebuild. We dont want to build affordable housing in our
most vulnerable areas. At the same time, we should not be
building any housing which is not near mass transit.

So it must have been a surprise to some when the
Planning Commission on a 3-1 vote turned down a pro-
posal for a four-story 10-unit market rate condo project
on El Camino and Santa Inez Avenue. It would replace two
single-family homes in the neighborhood. After all, it
was on the corner of El Camino Real, which seems a
desirable place to build, but not exactly adjacent to mass
transit although it is served by SamTrans. Maybe it was
because nearby residents turned out to protest it would
change the character of the neighborhood. Maybe it was
because two of the planning commissioners are running
for City Council. It will be interesting to see what the
council does if the project ends up in their lap.

Judge tosses $417 award

tossed out a $417 million jury award to a
woman who claimed she developed ovarian

Judge Maren Nelson granted the compa-
nys request for a new trial, saying there
were errors and jury misconduct in the pre-
vious trial that ended with the award two

high with three touchdowns just days after a

and the Dallas Cowboys beat the winless

Police were investigating the fight, but no

detained, but he was released, his mother said.

Michigan failing to meet expectations

STATE COLLEGE, Pa. Jammed into the
visitors interview room that could easily
double as a tool shed underneath Beaver
Stadium, Jim Harbaugh assessed where
Michigan goes from here with his typical
brevity.
We solve it with our team and no one else
can help us, but us. We put our best people on
it, which is our players and our coaches,
Harbaugh said late Saturday night after
Michigan was routed 42-13 by No. 2 Penn
State.
The second loss in three weeks for the
Wolverines dropped them out of the AP Top
25 for the first time since September 2015,
Harbaughs first season as coach of his alma
mater.
The downside of being the most interest-
ing man in college football, the coach who
made $9 million last season, started a war of
words with the SEC over football camps, and
took his team to Italy this past spring is that
there is little patience for a setback season.
Michigan went 10-3 in Harbaughs first
year, exceeding expecta-
tions. Last seasons 10-3
was not quite as satisfy-
ing, but three losses by a
total of five points was
no reason to question
Harbaugh.
Year three of Harbaugh
at Michigan brought a
Jim Harbaugh more cautious optimism.
For the elite coaches
whom Harbaugh is often mentioned along-
side, Nick Saban and Urban Meyer, year three
with their current schools produced national
championships.
But the reality of this Michigan team was
different. It had just lost 16 NFL draft picks
and about 20 starters players recruited by
Harbaughs predecessor but developed under
his regime. Harbaughs first two full recruit-
ing classes were consensus top 10 in the
nation, according to 247 Sports composite
rankings, but those players are sophomores
and freshmen.
Michigan started the season ranked No. 11
in the country, and much of that optimism
seemed based on confidence in Harbaugh and
his staffs ability to quickly develop a rela-
tively inexperienced group.
On the defensive side that has mostly been
the case. Even after being dissected by Penn
State, Michigan still ranks ninth in the
nation in yards per play allowed 4.34. The
offense has been bogged down all season,
with average to below average play from
almost every position. Name an offensive
category and Michigan is far closer to the
bottom of FBS than top.
As is standard in college football these
days, two losses equates to a crisis.
Michigan fans were euphoric about Harbaugh
when they landed him to replace Brady Hoke
in January 2015. Now, well, lets just say it
some are less so even if it is only a very
vocal minority.
The fake loves gone, Michigan quarter-
back John OKorn said. Theres no band-
wagon. Its us.
Michigan currently sits tied for fourth in
the Big Ten East with Rutgers, which comes
to Ann Arbor next week. The Wolverines
main competition, the teams they measure
themselves against, are all 4-0 in the league
and ranked No. 2 Penn State, No. 6 Ohio
State and No. 16 Michigan State.
The loss earlier this month to Michigan
State left Harbaugh 1-4 against the Spartans
and Buckeyes. The coach who was supposed
to close the gap between Meyer and
Michigan States Mark Dantonio has not.
And right now James Franklin at Penn State
is way out in front, too.
But, of course, it was only about 13
months that Michigan beat Penn State 49-10
in Ann Arbor and there were folks in Happy
Valley asking whether Franklin, in his third
season then, was the right man for the job.
Most of this Michigan team will be back
next season and why cant it take a big step
forward the way Penn State? In the short-
term, Michigan has winnable games against
Rutgers, Minnesota and Maryland before fin-
ishing the regular season against No. 5
Wisconsin and Ohio State.
A strong finish is possible. Beat the
Buckeyes at the Big House and pretty much
all is forgiven.
That seems like a wishful thinking after
the Penn State beat down, but asked whether
Michigans problems are solvable this sea-
son, Harbaugh answered succinctly: Yes.

Langer eagles final hole to win in Richmond

RICHMOND, Va. Bernhard Langer didnt
find his putting stroke until it mattered most.
The 60-year-old made an 18-foot eagle putt
on the par-5 18th hole Sunday to shoot a 2-
under 70 and win the Dominion Energy
Charity Classic, the first of three event in the
PGA Tour Champions Charles Schwab Cup
Playoffs. He beat Scott Verplank by one
shot.
Langer was even par for the day before get-
ting to the easiest hole on The Country Club
of Virginias James River Course.
I was missing so many
putts today and finally I
made one, Langer said season-ending Charles Schwab Cup
after his sixth victory of
the season and 35th on
the tour for players 50 and
older. The confidence
wasnt that high, to tell
you the truth. I had a very

inches left to right and I
made a really good stroke but I left it an inch
short, or two inches. I was going to make
sure I got this one to the hole.
The victory clinched the top seed in the
Championship in Phoenix for Langer, and
the eagle winner was a career first.
I think its only happened one other time
in my career when I holed a bunker shot for
eagle on the final hole to win, he said.
The final putt broke from left to right, and
Langer said he aimed about 8 inches left of
the hole, but didnt know it was in until it
dropped.
You never know until it goes in, he said.
Its just as simple as that because it wasnt a
straight putt.
Verplank, playing two groups ahead of
Langer, shot a bogey-free 6-under 66 to erase
a five-shot deficit, but missed birdie putts on
the 17th and 18th holes. The putt on 17 was
from about 30 feet and was online but
stopped about an inch short. On 18, his effort
from about 5 feet slid by the hole.
I had a chance to be better than I was so
Ive got no one to blame but myself,
Verplank said. I just hit kind of a bad putt.
Langers six victories are a career high, and
his 35 victories are second on the tour, trail-
ing only Hale Irwins 45.

The Bulldogs scored six touchdowns on
offense, special teams added a seventh and the
defense recorded three safeties held as they
routed winless Contra Costa College in a Bay
6 Conference meeting.
Running back Dennis Green rushed for 94
yards and scored a pair of touchdowns as CSM
(2-0, 6-1 overall) scored five rushing touch-
downs. Jerome Holloway scored once and had
a game-high 100 yards on 10 carries.
Raymone Sanders and Shawn Akina also had
rushing touchdowns as the Bulldogs rushed for
352 yards.
Rajae Johnson caught five passes for 52
yards and a touchdown for the Bulldogs as
quarterback Miles Kendrick completed 12 of
18 attempts for 130 yards.
Serra 51, Sacred Heart Cathedral 21
The Padres scored 27 first-quarter points as
they built up a 48-14 lead at halftime to cruise
to their fourth straight WCAL win.
Serra (4-0 WCAL, 5-2 overall) got two
touchdowns each from Edmond Lahlouh and
Isiah Kendrick as the Padres rushed for 121
yards as a team.
Receiver Patrick Nunn hauled in six passes
for 89 yards and a score and he also added a 10-
yard scoring pass to Andres Atkins.
The win sets up a showdown with the other
undefeated WCAL team, Valley Christian (4-0,
6-1), in a game that could decide the league
championship. Serra hosts the Warriors
Saturday.

The Knights set up a championship meet-
ing with Hillsdale this week after throttling
the Wildcats.
Menlo School (3-0 PAL Ocean, 5-2 overall)
will travel to San Mateo Friday night to face
an undefeated Hillsdale team. The winner is all
but assured the Ocean Division title.
Sophomore quarterback Kevin Alarcon
threw for a season-high 162 yards and three
touchdowns to help lead the Knights past win-
less Woodside. David Schmaier hauled in two
scoring passes from Alarcon, while Kevin
Chen nabbed the third.
The Menlo rushing game was led by Dillon
Grady, who finished 116 yards on eight carries
with two touchdowns.
Defensively, the Knights dominated the
Wildcats, allowing just 88 yards of offense.
JH Tevis notched four of his teams six sacks.
Cooper Stewart added two more QB take-
downs, one of which went for a safety.
Kings Academy 51, Sequoia 21
The Knights scored 27 first-half points as
they rolled to the Ocean Division victory over
the Cherokees.
It's the second win in a row for TKA (2-1 PAL
Ocean, 2-5 overall), while Sequoia remained
winless in division play at 0-3 and fell to 2-5
overall.
Carlmont 33, Capuchino 14
Senior running back Demarii Blanks ran for
three touchdowns of 50-plus yards to keep the
Scots undefeated on the season.
Blanks had touchdown runs of 52, 50 56
yards as he finished with 208 yards rushing on
just 13 carries for Carlmont (3-0 PAL Lake, 7-
0 overall).
Defensively, the Scots came up with three
fumble recoveries and an interception from
Blanks. Ralphie Holmes recovered a fumble in
the end zone for Carlmonts first defensive
score of the season.

The Grizzlies piled up 415 yards of offense
as they stayed unbeaten in Lake Division play
with a crucial meeting with Carlmont Friday
night with the division title on the line.
Jefferson quarterback Joaquin Alvarez had a
huge game, completing 11 of 16 passes for
300 yards and four touchdowns.
Henry Tom was the recipient of two of those
scoring passes as he finished with four catch-
es for 94 yards. Daniel Benjamin caught four
passes for 151 yards and a score while Cristian
Gutierrezs one catch went for a 20-yard strike.
Angelo Velez led the Grizzlies ground
attack, finishing with 84 yard and two scores
on 10 carries.

The Gryphons improved to 7-1 in WBAL
Skyline Division play with a 25-12, 25-12,

Alex Coraas new manager
BOSTON The Boston Red Sox hired
Houston Astros bench coach Alex Cora to be
their new manager on Sunday, turning to a play-
er from their 2007 World
Series championship ros-
ter to help the team out of
its current playoff slump.
The Red Sox announced
the hire on Sunday, a day
after Coras Astros elimi-
nated the New York
Yankees in the AL
Championship Series.
Alex Cora Cora replaces John Farrell,
who led the Red Sox to the
2013 title and in the last two years claimed the
first back-to-back AL East championships in
franchise history. But Boston also finished last
twice in Farrells tenure, and the ballclub has
won just one playoff game since winning it all
in his first season.
A native of Puerto Rico, Cora is the first
Hispanic manager in for a franchise that was the
last in the major leagues to field a black player.

An example of just how terrible that 2013
team was came on the night they dropped their
100th game. The 10-0 defeat by the Cincinnati
Reds featured numerous lowlights from the
Lastros. The first came when starter Jordan
Lyles badly overthrew first base for a two-base
error. In the bottom of the first inning,
Jonathan Villar singled, but was thrown out try-
ing to stretch it into a double. Simply being
thrown out for a baserunning error was pretty
routine on this terrible team, but the way Villar
was thrown out was so humiliating that it went
viral and even made it on NBCs Today show
the next morning.
Villar slid into second base, but Brandon
Phillips already had the ball before he began the
slide. The always flamboyant Phillips reached
backward between his legs to apply the tag as
Villar crashed head-first into Phillips backside,
a moment many still refer to as the butt tag.
The Astros began to slowly improve in 2014
and ended their 100-loss streak by going 70-92
in the last season under manager Bo Porter.
Houston surprised most everyone when the
team went 86-76 in 2015 in the first year under
Hinch to reach the postseason for the first time
since 2005. Those upstart Astros were led
Keuchels Cy Young Award-winning season and
a stellar debut by 2012 top pick Carlos Correa,
which earned him rookie of the year honors.
That team downed the Yankees in the AL Wild
Card game before losing to eventual champion
Kansas City in the Division Series.
Expectations were high entering the 2016
season, but a 7-17 start, numerous injuries and a
tough year by Keuchel left them just short of
reaching the playoffs and determined to bounce
back this year.
They did just that, opening this season 36-16
to race out to such big lead in the AL West that
no one had a chance of catching them. They fin-
ished with 101 wins and their first division title
since 2001 to return to the postseason. Though
the Astros added plenty of pieces in the last four
seasons as they moved from baseballs base-
ment to the top of the heap, the four players
who endured that disastrous 2013 season have
all played important roles in this years suc-
cess.
Gonzalez had his finest season, hitting .303
with 23 homers and 90 RBIs all career highs
and becoming an everyday player after fill-
ing the utility role for years. Keuchel went 14-5
with a 2.90 ERA to rebound after going 9-12
with a 4.55 ERA in the follow-up to his Cy
Young season. Peacock was perhaps the
biggest surprise of the group, winning a career-
best 13 games and finishing with a 3.00 ERAto
steady the rotation when injuries piled up mid-
season.
However, none of their contributions come
close to what Altuve did for the team in the reg-
ular season and continued to provide as the cal-
endar turned to October. And he may appreciate
this more than anybody after playing on those
Lastros teams.
Im coming from a team that lost 100 games
in a row three years, three straight years, he
said. We made the playoffs in 2015, we didnt
make it last year and after last year we were a lit-
tle uncomfortable because we were watching the
playoff games from home and we were like,
OK, were good enough to be in the playoffs.
We showed up this year, we did it again, and Im
really happy and excited.
Hes an MVP front-runner this season after
hitting a career-high .346 with 24 homers and
81 RBIs. Altuve has followed that up by hitting
.400 this postseason with a major league-lead-
ing 16 hits and five homers to lead the Astros to
the World Series for the first time since they
were swept by the White Sox in 2005.
Hes the best hitter on the planet, Correa
said.

BOSTON Julian Edelman may be out of the
New England Patriots lineup with a season-end-
ing knee injury, but fans can still get their fill of
the star receiver when his new
book goes on sale.
His memoir, Relentless ,
co-written by Boston sports-
writer Tom Curran, is avail-
able starting Tuesday.
The book chronicles
Edelmans life from Pop
Warner in California, through
high school, his career as a
Julian Edelman quarterback at Kent State and
his time with the Patriots cul-
minating in his miracle diving catch of a tipped
ball that kept the Patriots slim hopes alive in
Super Bowl 51.
It also mentions the relationship with his
father, who according to the books publisher
took extreme and unorthodox measures to drive
Edelman to quiet the doubters with ferocious
competitiveness.

The Cowboys lost kicker Dan Bailey to a
right groin injury in the rst half, forcing
coach Jason Garrett to scramble a bit. Dallas
went for the 2-point conversion following
their rst TD after Baileys injury and couldnt
convert. Safety Jeff Heath handled the kickoff
duties after that and reached the goal line on
his rst kick. Heath got his shot at extra
points in the second half and made two out of
three. Heath is the rst non-kicker or punter to
make multiple extra points in a game since
former Houston linebacker and current Packers
GM Ted Thompson made four in 1980.
Big catches
While Elliott delivered most of the big plays
for Dallas, tight end Jason Witten added an
impressive catch of his own in the second
quarter. He pulled in Prescotts 18-yard pass to
the end zone with one hand to put the Cowboys
up 20-3. Dez Bryant then delivered a big TD
catch of his own in the fourth quarter, tying
Bob Hayes franchise record with the 71st in
his career.
Halftime tribute
Former San Francisco 49ers great Dwight
Clark addressed the crowd in an emotional
halftime ceremony. Clark announced earlier
this year that he had been diagnosed with amy-
otrophic lateral sclerosis, more commonly
known as ALS or Lou Gehrigs disease.
The team brought in about 30 of Clarks for-
mer teammates, all wearing No. 87 jerseys, to
honor him for his leaping grab in the back of
the end zone for a a 6-yard TD in the nal
minute of a 28-27 win over Dallas in the NFC
title game launched the 49ers dynasty.
Clark spoke haltingly to the crowd while
describing the one wish he had for this day.
I just want to see my teammates. And the
49ers heard that and ew all these players in so
I could see them one more time, Clark said.
Injuries
The 49ers lost RT Trent Brown to a concus-
sion and LB Reuben Foster to a rib injury.

enough, said Capt. C.R. Quigley of the divi-
sion. Its the most fantastic thing my troops
or myself have ever seen in our lives.
The Peninsula citys relationship with the
Screaming Eagles stretched back to 1967, the
year Sgt. Joe Artavia wrote his sister, Linda,
who lived in San Carlos. He told her that
many of his buddies did not get mail from
home. Linda went to the City Council for help
and, on March 4, 1968, the city adopted
Artavias unit, Company A. Mail and pack-

left Vietnam. Permission was granted and the
three-day event followed. It was not, howev-
er, the only time San Mateo honored veter-
ans.
On July 4, 1981, the city held a two-day
party to thank Vietnam vets for their service.

called the event very satisfying. The
Vietnam veterans have suffered a raw deal all
the way. The weekend event dubbed
Vietnam Veterans Recognition Days was
highlighted by a picnic at Central Park.
San Mateo renewed its adoption of the
Screaming Eagles in 1991 when the outt was
sent to ght in Desert Storm. The city again
reafrmed its support in 2001. The citys

threatening so many, Peninsula Humane
Society & SPCA posted on our Facebook

days, by nightfall of Friday the 13th, our
communitys generosity had completely out-
stripped expectations, lling the garage at
the Burlingame Center for Compassion at
1450 Rollins Road. That next morning, early
Saturday, volunteers and staff started showing
up to load 10 good-size SUVs and pickups as
well as one big cargo truck with thousands of
pounds of life-saving supplies. By end of the
day, all of our folks were back home having
made deliveries to six shelters in Vallejo,
stretched from that disaster, we took in a
Santa Rosa, Napa, Vacaville and Ukiah.
Interestingly, three themes dominated as I
talked with folks as we unloaded supplies
from their cars for this relief effort and helped
others load up their trucks and vans for the
drive north. First, everyone rejected my

as the rest remain under medical treatment.
With our dog and cat facilities already

at an affordable rate and Sorensens notice indi-
cates the intent is to reserve those spaces for
Millbrae public workers.
We seek to be providing a portion of the
units for school district employees and other
people working at the city of Millbrae. We will
be considering veterans, teachers and a per-
centage of affordable housing in the project,
according to the notice.
The six-story project seeks to replace the
existing eatery with the one-, two- and three-
bedroom units spread across the five stories
over a ground floor of office space and parking.
The development is slated to offer 98 park-
ing stalls, 67 on the ground floor structure and
31 in an exterior lot. A common courtyard will
be shared by 63 interior units in the project,
which is expected to also feature a roof deck.
Sorensen hosted a community meeting at the
Millbrae Library earlier this summer under an
effort to gauge community perspectives and
potential concerns regarding the project.
Despite the developers best efforts, some
harbor reservations regarding the potential
impact of the project.

Mullin said the law empowers local govern-
ments as they strive to balance the effects of a
booming economy.
It is an understatement to say many cities in
our state, including cities in the Bay Area, are
seeing a wide and ever-growing jobs-to-hous-
ing gap, as job growth far outpaces the produc-
tion of new affordable homes. AB 1598 pro-
vides local jurisdictions with a tool to capture
the growth in tax increment produced by new
commercial development and invest those rev-
enues in the production of homes affordable to
the local workforce, Mullin said in an email.
The cost of building multi-family affordable
housing projects often stretches into the tens
of millions of dollars and requires cobbling
together of numerous local, state and federal
sources. But local governments have been
stripped of funds due to the loss of RDAs,
which set aside almost $1.2 billion annually.
Other financial sources have dwindled in recent
years with Californias most recent housing
bond nearing depletion, the recession, and sig-
nificant cuts to the U.S. Department of Housing
and Urban Development, said Michael Lane,

Traffic and parking congestion invited by a
project towering over a neighborhood of sin-
gle-family homes are the primary issues raised
by Cruz.
The concern is that its too large and it real-
ly isnt compatible with where it is placed, he
said.
Sorensen did not respond to requests for com-
ment on this article. City spokesman Trent
Sunahara said officials have received prelimi-
nary project proposals from the developer and
are seeking additional amendments and details.
Beyond the issues raised by Cruz, which mir-
ror reservations commonly expressed by those
living near large development proposals, the
redevelopment stands to have even further
reaching repercussions.
The Burger King parking lot offers parking
spaces to the nearby Tai Wu restaurant, which
has generated headaches for many living near-
by. Should the redevelopment move ahead and
the parking be lost, the Chinese eatery may be
forced to reconsider its use permit with the
city.
Last year, officials temporarily allowed the
restaurant to keep operating, so long as it
could show proof of agreements offering 120
parking spots. Tai Wu itself has no on-site
parking. The Burger King site offered 30 spots.

Lane worked closely with Mullin on the new
law to address the lack of affordable housing.
I think unfortunately, its a humanitarian cri-
sis and I think it has become the number one
issue in the [state] Capitol, Lane said, calling
the new law one of many tools needed to help
get us back to where we were before.
Lane said they worked to address concerns
about RDAs, such as that they previously only
required a minimum 20 percent to go toward
housing and led the state to backfill property
tax revenue stripped from schools. The new
authorities must spend at least 95 percent of the
tax revenue on affordable housing with the
remainder available for administrative expens-
es.
It might also be more applicable to affluent
jurisdictions such as along the Peninsula
that still struggle to fund low-income or work-
force housing projects. The new law does not
require the proceeds be spent in areas that are
considered blighted, as was the case with
redevelopment agencies.
Capturing revenue from growing
economy
The authorities can help local governments
leverage their economic prosperity by taking
increased property tax revenue, which is often
attributed to new office or commercial develop-
ments, to fund housing. That is of particular
help since Bay Area property values continue to

rebuilding Millbraes landmark El Rancho Inn

improvement to the quality of life in Millbrae
for workers who may otherwise be struggling
to afford the skyrocketing cost of living local-
ly.

the scope of the design and the ways an influx

cent and hit a record $206 billion valuation for
San Mateo County in 2017-18. That marked a
$15 billion increase in a single year, according
to the Assessors Office.
Locally, governments have been striving to
find new ways to capture support from a grow-
ing economy. Lane noted San Mateo County
examples such as cities adopting commercial
linkage fees and voters approving Measure K, a
half-cent sales tax extension the county will
use to allocate $44 million toward affordable
housing over the next two years.
Building affordable housing requires a litany
of funding sources and Lane noted the increase
in property values could add another tool in the
toolbox.
What were seeing, particularly on the
Peninsula, Silicon Valley, [is] a lot of commer-
cial and office coming online while the gap
between jobs and housing continues to grow,
Lane said. We love the jobs, lets bring them
on, but we could capture at least a portion of the
tax increase.
Affordable housing authorities could also opt
to set aside a portion of local sales tax increas-
es. The authorities can be formed by individual
cities, counties or joint entities formed by
agreements between cities and counties. They
would be overseen by a board made up of elect-
ed officials like supervisors or councilmem-
bers, as well as residents.
There are also provisions in the law enabling
the authorities to bond with the tax increment
financing for up to 45 years longer than the
traditional 30 years but after which the authori-
ty would disperse. The law goes into effect
January and requires the affordable housing
authorities be set up by resolution of the coun-
ties board of supervisors or cities council.
Tools in the toolbox
Ken Cole, director of San Mateo Countys
Housing Authority, said hes excited to further
investigate the options Mullins law could pro-
vide.
Were always looking for tools in the tool-
box because the problem is so enormous in our
community. We have very few local tools and
increasingly our challenge is to be very nim-
ble, very aggressive with what we can do at the
local level if we have any chance to make a dif-
ference on affordability, Cole said.
Cole and Lane said they were thrilled with the
legislative progress this last session as Brown
approved a package of bills aimed at addressing
the statewide housing crisis. Bills included cre-
ating a new estimated $250 million annual
funding source by instating a $75 fee for
recording property documents, easing develop-
ment barriers by streamlining housing proj-
ects that meet local zoning codes and preparing
to ask voters for a $4 billion housing bond.
Now our challenge is to take those new abil-
ities, and just get as much social benefit as we
can, Cole said.
