I write to lodge formal notice of displeasure for the proposed expansion to Olsens eggs production at
Lalla,
my concern is
With increased production from additional shed sites
LITTER WASTE is increased, the farm will produce far greater amounts of waste which will eventually be
spread over paddocks on the farm.
The proponent has not submitted an improved plan for litter management or considered the increased
levels of contaminants released into the envirens which are caused via INCREASED litter spreading
activities.

We are being told to believe the new site at Quills road is a new & improved technologically designed
shed to improve drier conditions inside, improved upon the site at Brown Mountain is the claim, I do
hold out hope this claim is PROVEN correct.
I applaud the owner for this step, however the issue to farm operations is not limited to the shed site ,
the Waste Litter has to be disposed of somehow, Ideally to Australian BEST PRACTICE.
We have not witnessed the new technology in action yet,
the new shed at Quills road has not been cleaned to date,
yet we are asked to quietly accept the theory for improved litter management simply on the basis of
shed type.

To approve another shed site prior to any spreading from the new design shed site at Lalla could been
seen as, foolish, or, even negligent in my humble opinion, which brings me to the point about FARM
PRACTICE,
in particular the practice for litter spreading,
the latest event of which was in Febuary/March 2017 ,
for a 3 week period, I could not go outside without feeling ill from the stench of chicken manure which
was being spread in paddocks adjacent to my property, which shares the common waterway leading
into Pipers River,
any casual observer will see from the road, the plough line running alongside the waterway, no more
than 5 meters from the creek, also no more than 5 metres from the common fenceline, I have video
footage of the cloud of dust passing through my property as it wafted away to land on houses in the
area, many of which collect their drinking water off roofs.
the concern is real out here, the practices on this farm leave a lot to be improved ,

In my view, council would be negligent to allow the new application to proceed without increased &
improved Land Management practice from the owner, further to this,
monitoring of farm practice needs some improvement by departments, the Febuary/March Lalla
stench incident is case in point, & it is by far not alone, the practice of spreading is part of the farm
operation, the application has no plan for Improvement or developing toward better practice, just
more of the same.

I urge councillors to reject the submission until a review of the new technology in the shed at Quills road
is proven.

The Hamlet of Lalla comprises 18 dwellings located in an area adjacent to the proposed
Development. I am the owner of
I have a number of objections to the proposal.
Firstly the application approval for the first initial laying shed is seriously flawed in its
environmental assessment and by implication so is the current application.
- Odour assessment and wind vectors. Earlier this year the applicant spread large quantities of
chicken manure on land owned by the applicant close to next to housing in the Karoola hamlet.
The resulting strong foul odour could be smelt from Karoola and along Lalla road. This strong
odour affected many dwellings and owners myself included. The duration of the odour was some
weeks.
- pollution of waterways with high nutrient levels. The applicant spread a large amount of
chicken manure within 3 meters of a permanent watercourse. This water course runs adjacent to
the first layer shed and directly into the Pipers river in close proximity.
Runoff from the above practice would have resulted in pollutant of the Pipers River with
excessive nutrients. Photographic evidence can be provided of the locality and extent.
- The Karoola and Lalla hamlets are situated in a scenic protection area.
The construction of large layer sheds in highly reflective zincalume detracts significantly from
the visual beauty of the area.
- The locality of Lalla Road has a number of planning permits for tourism and accommodation.

, and the Wag Walker rhododendron gardens visitor centre.
All of these businesses are to be affected by this intensive animal husbandry located in the
immediate vicinity. They will be affected by strong odours, by large sheds impairing the scenic
beauty of the area, and damage to the envirionment.
In Summary I am in support the council's rural resource zone and its continuation.
I am not in support of the impact of intensive industrial farming, and in particular the poor track
record of the applicants first layer shed has had on denigrating the local amenity, and the further
negative impacts the applicants current proposal will have on
the many residences and tourism businesses in the locality.

The above Development Application seeks to install an additional structure to accommodate a further 7200 free
range chickens. This raises concerns with regards to odour pollution and surrounding environmental impact to both
waterways and landscape.

Over the last three years my work involves me driving around the surrounding areas of Lilydale, Karoola, Turners
Marsh and Underwood every day. On any given day a drive along Brown Mountain road, where the existing Olson
Eggs facility is operated, there are chickens, peacocks, geese and native birds found roaming at will. The facility itself
is fairly close to the road and this all adds up to a rancid odour that is ever present should you have to either open
your vehicle window or exit your vehicle. This odour is then escalated to be quite unbearable when the ground is
wet from rains. There appears to be no control or visible methodology to the up keep or maintenance of the
immediate surrounding areas and vegetation.

With the recent facility operating at 25 Quills road, within the approximate twelve months, I have already observed
chickens out on the road outside of the enclosed perimeter fence. Also notably the grounds that the chickens have
been provided to free range are gradually being reduced to a dust bowl as the existing vegetation disappears. To this
end I have now noticed that Quills road, which was once a pristine natural environment where you could smell the
fresh air is now already having a similar odour presence to that at Brown Mountain road.

To add to the existing odour pollution of the structure at 25 Quills road, the chicken manure when spread on the
surrounding pastures causes immediate significant odour pollution and there is no guarantee that the manure from
the Brown Mountain road facility is not being transported down to the Quills road site.

The current site at 25 Quills road, and the proposed new site, will have run off into both the Pipers River and now
Second River. The proposed DA states that there will be no run off risks. I would challenge that this would be subject
to the volume and timing of the rainfall. I would submit that this may be the case with the initial rains at the start of
the season, but once the ground conditions are wet any further rainfall has significant run off and this is witnessed
by a direct immediate swelling and flow rate of all local streams and rivers. There is no consideration for the timing
of the proposed manure dispersement to forecasted rainfall events or ground saturation levels. Further there is no
consideration for the measurement or recording of any potential downstream water course pollution.

In conclusion given the current situation of the existing facility at Brown Mountain road, and the already noticeable
environmental impacts at 25 Quills road, any further applications should only be considered when Olson Eggs are
able to clearly demonstrate successful environmental operational activities at both of the existing sites, and can
substantiate this over a period of time.

Good afternoon Duncan,

I dropped off our representation on the application. I must thank you for the fact that you actually asked some penetrating
question, some of which were not adequately answered. We pointed out in the representation all the rules concerning spreading of
manure and our reading of the Tasmanian rules did not quite agree with Metiers interpretation. The requirements are actually
quite stringent, and we really did check with the EPA over the status of the poultry manure. While it may be common practice to
spread manure, there are rules governing it, such as the distances from houses, water courses, etc.

An equally important aspect that we unfortunately omitted from our representation is the recommended depth between the free
range area of a poultry farm and the water table. I will look this up and send it to you. It is probably similar to the depth required
for the spreading. When you visit the proposed site you will see that a short distance below the proposed location, there is an area
of soakage, and water from this area feeds the streams that ultimately feed the Pipers River. This stream used to give very clean
water according to local lore. Since the free range area is to cover 4 hectares, this represents an area approximately 200m by 200m,
meaning that the free range area will come very close to the wet area, and will add to the pollution. The proposed free range area
needs to be laid out before a decision is made, as the current drawings show the range as a representation only. One problem in
Tasmania is that there are no rules anywhere with regard to the environmental aspects of operating a poultry farm; it is basically just
a free for all that we will be paying for in the future. On the Mainland, practically every large Council has rules on poultry farming.
In NSW it is regarded as a potentially noxious industry, and if you take a trip up to the Brown Mountain farm you can see why. It is
probably worth while getting to see the '93shallow'94 pits that everything is dumped in. After all the farm is in the City of
Launceston and it is in the LCC Health Department'92s bailiwick.
