3.1 Composition
The administrative body of the chapter shall be vested on the chapter board composed of the President, Vice –
President, President for programs and development, Vice – President for Operations, a Secretary, a Treasurer, and
Auditor and two to five Directors.
Chapter Officers must have the following qualifications prior to election to their respective position;
3.1.2 Active participation in the Affairs of the Chapter for at least (1) year. This requirement does not apply for
Chapters in the first two (2) years of formation.
The members of the Chapter Board shall serve for one (1) year starting on the first day of July and ending on the 30th
day of June of the succeeding year or until the successor shall have been qualified and elected. No member of the
Chapter Board shall hold office for more than three (3) consecutive terms. Chapters must take oath only after the
National Board Induction.
3.4.1 President
(a) Serves as the Chief Executive of the chapter and as such shall preside over all the meetings of the Chapter
Board, Executive Committee and the General Membership of the Chapter,
(c) Supervise all its committee works, and social and business affairs, including the remittance of the funds
accounting to the National Treasury;
(d) Signs contracts, directives and legal instruments which have been approved by the Chapter Board; and
(e) Represents the Chapter Board in UAPSA National meetings, assembly gatherings, and congress.
In case f vacancy during the term of office of the President, the sequence as succession to the Presidency
shall be as follows: Vice President for Programs and Development and then Vice President for Operations.
Takes Charge of effective implementation of the programs and projects, and ensure, among others said
activities are in accordance with policies of the UAPSA.
3.4.4 Secretary
(a) Issues all notice, circulars, records and supervise the proper recording of minutes of all Chapter meetings;
(b) Takes charge and custody of all the legal and administrative records, correspondences of the Chapter;
(c) Performs such other matters as may, from the time, be required of him/her by the Chapter President and the
Chapter Board; and
(d) Safekeeping of all records for proper turnover to the next secretary.
3.4.5 Treasurer
(a) Takes charge of the over-all supervision of the financial affairs of the Chapter;
(b) Collects all fees, dues and other financial obligations of the Chapter members and issue receipts thereof;
(c) Disburses funds as necessary and in accordance with approved procedures and may purchase securities or
sell and transfer those placed under his charge by the Chapter as Directed by the Chapter Board;
(d) Signs all instruments of the UAPSA Chapter wherein his signature is required by the law and perform all
such duties for the Chapter as may be assigned to him by the Chapter President and the Chapter board.
(e) Remits to the National Treasurer the national share of the annual national dues and prepare an official
report of the said remittance to the Chapter Board;
(f) Signs all checks, and all financial transactions, together with the Chapter President or another Officer as
may be designed by the Chapter Board; and
(g) Performs such other functions as may be required by the Chapter President and the Chapter Board.
3.4.5 Auditor
(a) Conducts an overall independent review of all financial affairs to ensure check and balance of the business
operations of the chapter, and
(b) Serves as a regular member of the Chapter Board without voting rights.
Constituted as counterparts of the Standing Committees under the Commissions at the national level, the following
are the Chapter Committees:

A Chapter may sponsor the organization of a New Chapter in coordination with the District Director and the
Committee on Chapter Organization of the Commission on Internal Affairs.
All Chapter shall be under the general supervision of their respective Area Vice- President through the District
Directors as provided in these Bylaws.
The National Board shall institute measures and programs or create special committee for the revival of inactive
Chapters.
A Certificate of Affiliation is issued each Chapter every fiscal year. It states that the Chapter is officially affiliated to the
UAPSA National for the respective fiscal year. It is duly signed by the National President. The Vice President for that
specific area, Secretary General, District Director and the Commissioner for Membership. It shall bear the official seal
of the UAPSA in the approved or prescribed UAPSA form.
ARTICLE IV
1.2.1 National Dues- Three Hundred (P300) to be remitted by the Chapter to the National Treasurer on or before
September 30 of every fiscal year ( amount of fee shall be subjected to periodic review by the National Board).
Furthermore the deadline at September 30 shall also serve as the basis for determining the Electoral College.
1.2.2 The UAPSA National Board, upon concurrence of the majority of the UAPSA Chapters, may increase the
annual membership dues, or modify the appointment thereof;
1.2.3.1 Renewal: Each old member of a chapter shall remit P200 in which half of the amount (P100) shall be remitted
to the national, and the other P100 for chapter fund.
1.2.3.2 Application: each new member of a chapter shall remit P300 in which half of the amount (P150) shall be
remitted to the national, and the other P150 for the chapter’s fund.
The Chapter Board may adopt policies relate to donations, bequeaths and other contributions, special assessments
on its members and other measures to raise funds for approved projects and programs of the Chapter.
To be in good standing for the current fiscal year and be able to register in National Congresses and Assessments on
its members and other measures to raise funds for approved projects and programs of the Chapter.
To be in good standing, a Chapter must have at least twenty (20) members in good standing as of October of the
fiscal year. A Chapter in good standing shall be given the right to vote through representation in the Electoral College.
1 Vote = 1 member
Any member who has not paid his membership dues any given fiscal year on or before the January 30 deadline shall
be considered a dues-delinquent member.
ARTICLE V
The UAPSA National Board of Directors is the governing body of UAPSA. The general functions are the following:
1.1 Promulgate policies and rules and regulations in accordance with these Bylaws to guide the UAPSA in the
attainment of its objectives;
1.2 Administer, control, and direct the business and social affairs of UAPSA and exercise all authority, rights,
and powers of the UAPSA over its members;
1.3 Honor the positions they have been elected to by strict attendance to all important functions of the UAPSA
particularly Board Meetings, Execom Meetings, area activities within jurisdictions, National Congress and
Assemblies, and official representations of the UAPSA in academic allied organizations and community
activities;
1.4 Serve as the trustee and custodian of all properties and interest of UAPSA
1.5 Coordinate and lend assistance to UAP, its mother organization in the implementation of the programs and
activities regarding the architecture education in the Philippines;
1.6 Adopt and support all the planned and ongoing major undertakings, duly approved by the programs and
activities regarding by the previous National Board such as short and long- term programs, national and
international commitments, financial obligations and other similar activities
1.7 The board may adopt policies related to donations, bequeaths and other contributions, special assessment
on its members and other measures to raise funds.
SECTION 2: COMPOSITION
The National Board shall be composed of twenty (20) members as follows:
2.1 Nine (9) National Executive Officers:
2.1.1 National President
2.1.2 National Executive Vice President for Planning and Development
2.1.3 Four (4) National Vice- Presidents for Operations representing:
Area A: North Luzon to Quezon City Chapters
Area B: From city of Manila, Part of Metro Manila to South of Luzon, Bicol Region and Palawan
Chapters
Area C: Visayas
Area D: Mindanao
2.1.4 Secretary General
2.1.5 National Treasurer
2.1.6 National Auditor
2.2 Eleven (11) district Directors representing the (16) Regional Districts as follows:
2.2.1 Area A (3 District Directors
One (1) District Director for A-1
Regional District A-1 NORTH LUZON – comprising of the following provinces and cities;
(1) Baguio, (2) Benguet, (3) Ilocos Norte & Ilocos Sur, (5) Vigan City, (6) La Union, (7) Pangasinan, (8) Laoag
City, (9) Batanes, (10) Kalinga – Apayao, (11) Isabela, (12) Cagayan, (13) Nueva ViZcaya, (14) Quirino.
One (1) District Director for A-2
Regional District A-2 CENTRAL LUZON – comprising the following Cities;
(1) Bataan, (2) Bulacan, (3) Pampanga, (4) Tarlac, (5) Nueva Ecija, (6) Zambales
Regional district A-3 QUEZON CITY –NORTH- Area of Quezon Blvd. and Don Mariano Marcos Ave. the City of
Caloocan and the Municipalities of Valenzuela, Malabon, and Navotas
Regional district A-4 QUEZON CITY –SOUTH- Area of Quezon City South of Quezon Blvd. and Don Mariano Ave.
Regional district A-5 METRO MANILA –NORTH- Area comprising the Cities of Mandaluyong Marikina, Pasig and the
Municipalities of San Juan, Taytay, Antipolo and other Easter Rizal towns.
2.2.2 Area B (4 District Directors)
One (1) District Director for B-1
Regional District B-1 MANILA-NORTH- Area of the City of Manila North of Pasig River.
One (1) District Director for B-2
Regional District B-2 MANILA-SOUTH- Area of the City of Manila South of the Pasig River.
One (1) District Director for B-3, B-4
Regional District B-3 –MANILA-SOUTH- Area comprising the Cities of Pasay, Makati, Muntinlupa, Paranaque and
Las Pinas, and the Municipalities of Taguig, Pateros and the Municipalities of Cavite and other Western Municipalities
Of Rizal.
Regional District B-4 –SOUTHERN TAGALOG- Area comprising the following provinces and the cities in the
Southern Tagalaog Regiona – Laguna, Batangas, Quezon, Palawan. Etc.
One (1) District Director for B-5
Regional District B-5 BICOL REGION – Area comprising the following provinces and the cities within: Albay,
Camarines Sur, Sorsogon, Catanduanes and Masbate, etc.
2.2.3 Area C ( 2 District Director)
One (1) District Director for C-1
Regional District C-1 CENTRAL VISAYAS- comprising the following provinces and the cities in the island of Cebu,
Bohol, Samar, Leyte, and Suquijor.
One (1) District Director for C-2
Regional District C-2 WESTERN VISAYAS – comprising the following provinces of Iloilo, Capiz, Antique and Negros
Occidental, Negros Oriental.
2.2.4 Area D ( 2 District Director)
One (1) District Director for D-1
Regional District D-1 SOUTHEAST MINDANAO – Area comprising the provinces and Cities within Davao, General
Santos, Sultan Kudarat, South and North Cotabato, Maguindano and Lanao del Sur,
SECTION 3: QUALIFICATIONS
3.1 Qualifications for National Officers
A candidate for National Office shall satisfy all the following requirements:
3.1.1 Must be a regular member in good standing of the UAPSA from a regular chapter that is in good standing:
3.1.2 Must have (2) years of active membership prior to nominations;
3.1.3 Must have been endorsed by the Chapter Board of his/ her chapter;
3.1.4 Must have been an officer of a UAPSA Chapter;
3.1.5 Must have demonstrated hi dedication to the organization in general and to the UAPSA in particular;
3.1.6 Must possess managerial capability, varied training and expertise necessary to accomplish the requirements
of the position;
(a) For the position of the Management Committee or Executive Committee, a candidate must have
served as a member of the National Board (NBD). For the position of National Board, a candidate must have served
as a Chapter Board Officer.
Management Committee = NP, NEVP, SG, NT
Executive Committee = NP, NEVP, VPS for Areas A, B, C, D; SG, NT, NA
National Board = NP, NEVP, VPs, ABCD, SG, NT, NA, DD
3.1.7 Must possess good moral character;
3.1.8 Endorsement by the Chapter Adviser and Dean.
SECTION 4; TERMS OF OFFIE
The Members of the National Board shall serve for one (1) fiscal year starting on July 1st to June 30th of the following
year, or until their successors shall have been duly elected and qualified. An Officer of the National Board shall serve
for a term of one (1) year and may be re-elected for another term, but in no case shall have one serve for more than
two (2) consecutive terms in the same office; as long as he/she is enrolled in Bachelor of Science in Architecture of
his School.
SECTION 5; EXECUTIVE COMMITTEE
5.1 Composition
The Executive Committee (Execom) of the National Board shall be composed of the National Executive Vice
President, respective Area Presidents for Areas A, B, C and D, Secretary-General, National Treasurer, National
Auditor, and the Immediate Past national President.
5.2 Powers
The Executive Committee is powered to meet and decide on matters of utmost importance and urgency when the
whole Board is not in a position to meet, except matters required by law to be decided by the National Board en banc.
All Decisions of the Executive Committee pertaining to policies, programs, and other matters must be ratified by the
National Board.
SECTION 6: MANAGEMENT COMMITTEE
The Management Committee (mancom) is Composed of the National President, the National Executive Vice
President, Secretary General and the National Treasurer. This committee shall aid in the day to day operations of the
organization. It evaluates the performances of the National Board and Member Chapters periodically as may be
necessary and endorses recommendations of such evaluations to the National Board for Proper Actions.
ARTICLE VI
COMMISSIONS
SECTION 1: COMPOSITION
There shall be four (4) Commissioners as follows:
4.1 Commissioner for Internal Affairs
4.1.1 Chapter Organization
4.1.2 By Laws
4.1.3 Library and Archives
4.1.4 General Welfare
4.1.5 Awards
The first two Commissioner shall be under the direct supervision of the Executive Vice President. The Commissioner
for Membership Shall be under the Secretary General. The Commissioner for Congress and Assemblies shall be
under the National President.
3.1 Takes responsibility for study, research and formulation of policies and programs relevant to the subject
within the jurisdiction of the Commission;
3.2 Submit studies as research for consideration by the National Board, and Ensure the effective and efficient
implementation upon approval;
3.3 Supervise and coordinate all functions and activities;
3.4 Take responsibility of the accounting of project funds allotted to the respective commissions; and
3.5 Attend all the meetings of the National Board.
3.6 Commissioner on Internal Affairs
3.6.1 Chapter Organization
a) Promotes the objective of UAPSA through the organization of chapters, and
b) Coordinates the preparation of Chapter requirements and activities
3.6.2 Library and Archives
a) Organizes library and archival materials and maintain such for reference of the Members;and
b) Receives all archival materials, documents, and the fate, for turnover to UAPSA.
3.6.3 General Welfare
a) Renders any lawful and appropriate assistance to its Members;and
b) Studies and devises systems and methods of creating job opportunities for availably and potential supply
of UAPSA manpower,
c) Promotes and develops self-sustaining projects for the general welfare of the membership.
3.10 Reports
All Committee Chairpersons shall submit to the National Board through the Commission, on accomplishment
on or before March of every year. The Committees on the Congress and Assemblies reports to the National Board
through the National President.
ARTICLE VII
CHAPTER PRESIDENT’S ASSEMBLY
SECTION 1: COMPOSITION
The Assembly is composed of all incumbent Chapter Presidents. The Assembly shall be attended by the
National Board and presided by the National President. However, the Chapter President-elect (incoming Chapter
President) shall be allowed to attend the Chapter President’s Assembly, provided that only the current Chapter
President can Vote.
SECTION 2: PURPOSE
2.1 To discuss and exchange ideas and implementation of program and project.
2.2 To compare results of programs and projects and evaluate difficulties and successes and recommended
solutions to the problem.
2.3 To monitor and endorse to the National Board Amendments in the Bylaws as discussed in each of the
Chapters;
2.4 Submit programs and policies through resolutions, subject to the approval of the National Board
SECTION 3: SCHEDULE OF MEETING
The Presidents assembly shall be scheduled by the executive Committee as may necessary; at least one Chapter’s
Assembly must be held in one fiscal year which is scheduled during the annual Congress.
ARTICLE VIII
ELECTIONS
2.1 Composition
2.1.1 The COMELEC is composed of representatives from each Area appointed by the President and
confirmed by the National Board at least 120 days prior to the National Election.
2.1.2 The members of COMELEC shall elect from among themselves their Chairperson on Accreditation
and Canvassing
2.1.3 Incumbent officers and members of the National Board or Chapter Board are disqualified to be
member of COMELEC.
2.2 Functions
The duties and functions of COMELEC are as follows:
2.2.1 Act as an independent body shall take charge of all matter concerning elections;
2.2.2 Direct, supervise and control the overall conduct of the election, enforced rules and regulations,
directives, orders and instructions;
2.2.3 Deputize any member of UAPSA in good standing to act as its agent in the enforcement and
implementation of the provision of these Bylaws;
2.2.4 Constitute Committee under its general administration and supervision of election produces as follows:
a) Committee on Accreditation – the Committee shall:
- Compose of two members and Chairperson who is active member of the current fiscal year.
- Takes charge of the accreditation of members of the Electoral College: and have the power to disqualify
any member of the Electoral College in accordance with the provisions of these Bylaws.
b) Committee on Canvassing – This committee shall:
- Compose of two Members and a Chairperson who must be an active member of the current fiscal year.
-Take charge of the canvassing counting and tallying of votes in the National Elections;
-Have the authority to validate or invalidate any vote ballot cast in the election; and
- Take charge of preparing the official record of the elections to be submitted to the secretary General.

VACANCIES AND APPOINTMENTS
SECTION 1: VACANCIES
Except in those cases where a vacancy is filled up in accordance with other provisions of these Bylaws, any
vacancy among the Officers and Directors shall be filled by the remaining Members of the National Board if it still
constitute a quorum. The rule of succession shall be applicable.
ARTICLE XI
CONGRESS, ASSEMBLIES, AND MEETINGS
The annual National Congress of all members of the UAPSA is convened primarily for the following purposes and for
other specific reasons and intentions as may be the National Board:
As a usual part of the UAPSA National Congress the following programs are also included
a) Presentation of Officers and Members of the National Board
b) Seminar/s, Exhibit/s, and Competitions
1.2 Notices
Notices of said Annual Meetings and National Congress shall be sent by the Congress Secretariat under the
supervision of the Secretary General to all members through Chapters and their addresses appearing in the records
of UAPSA, by mail by personal delivery at least sixty (60) days before the scheduled date of the Congress. The
overall conduct of the National Congress shall be in accordance with the provisions of these Bylaws.
The National Board shall hold a regular meetings every month and as may be called by the President.
The Executive Committee shall hold regular meetings every month and as may be called by the President.
The National President shall call the Management Committee as needed in the day to day operations of the
organization.
ARTICLE XII
COUNCIL OF PAST PRESIDENT
The UAPSA Council of Elders is formed by all past UAPSA National Presidents. The Council whose opinion as a
group or as individuals may be solicited when necessary by the National President of the National Board.
ARTICLE XIII
SEAL, FLAG, AND BANNER
The official seal and banner of the UAPSA as approved and adopted by UAPSA shall be used in all documents as
required in this Bylaws:
ARTICLE XIV
WORLD ARCHITECTURE DAY AND NATIONWIDE ARCHITECTURE WEEK
The UAPSA, through its Districts and Chapters, shall celebrate the World Architecture Day During October 1, and
Nationwide Architecture Week during 2nd week of December. The Nationwide Architecture Week ( NAW) Celebration
is under the Commissioner on External Affairs who shall take Charge of the affair a program of activities set by the
National Board.
ARTICLE XV
PUBLICATIONS
1.1 The UAPSA shall publish a Official Organ, which shall be issued as the National Board may decide. The
Title, management and financing of such publication shall be under the supervision of the National Board
and as Provided in these Bylaws.
1.2 Other publications of the UAPSA as mentioned and defined in these Bylaws shall be issued upon approval
of the UAPSA National Board.
ARTICLE XVI
AMENDMENTS
These Bylaws may be amended only after one (1) year upon its effectivity. Thereafter, it may be amended, repealed
or altered in whole or in part subject to the following conditions and procedure:
1.1 Proposed amendments must first be submitted to the commissioner on Internal Affairs for the study and
evaluation at least sixty (60) days before the Chapter President’s Assembly.
1.2 The Commissioner shall refer to the proposals, as studied and evaluated, which shall endorse to the
secretary-general for dissemination to chapter Presidents, through Vice- Presidents Thirty (30) days before
the Annual Chapter President’s Assembly.
1.3 The National Board shall endorse to the general membership the proposed amendments for approval during
the Annual Chapter President’s Assembly or a meeting called for the purpose.
