Seminar for Teachers

In accordance to DepEd Order no. 63, s. 2012 Guidelines on the

Preparation of Gender and Development (GAD) Utilization of GAD Budgets and

Submission of Accomplishment Reports and DepEd Order no. 27, s. 2013

Guidelines on the Establishment of Gender and Development (GAD) Focal Point

System (GFPS) at the Regional, Division, and School Level, the Gender and

Development Focal Point System conducted a seminar about Gender and

Development for all teachers of Lingunan Elementary School. The speaker of the

aforementioned seminar was Ms. Eunice O. Basario, the Gender and

Development Coordinator of the school.

The main goal of the said seminar was to inform the teachers about gender

related issues and concerns of men and women in society, particularly in school.

They were informed about the historical roots and growth of Gender and

Development. Aside from that, the discussion also focused on the Legal Mandates

and Basis of GAD. Various examples were given to illustrate gender differences,

inequality, equality, biases and prejudices; be it in school or real life setting.

Another topic during the discussion were gender awareness and sensitivity. The

teachers were also accustomed on how to acknowledge gender differences and

promote gender sensitivity in school setting. The Gender and Development Plan

of the School was also talked about. Plans, programs and activities of the school,

as well as the appropriate expenditure of Gad Budget were also emphasized. The

teacher were encouraged to give suggestions and opinions about the GAD Plan

and to collaborate with School GFPS for the successful and wide implementation

of the plan.

After the discussion proper, the teachers were given the opportunity to ask

questions and to give opinions and reactions in relation with the topics discussed.

The speaker and members of GFPS were very much willing to answer their

queries.

The morning session and afternoon session were adjourned at 12: 00 noon

and 5: 00 P. M. respectively. The participants left the venue filled with knowledge

about gender and development and equipped with skills in the practical

application of gender related concerns and issues in school and setting.

GFPS Meeting

In accordance to DepEd Order no. 63, s. 2012 Guidelines on the

Preparation of Gender and Development (GAD) Utilization of GAD Budgets and

Submission of Accomplishment Reports and DepEd Order no. 27, s. 2013

Guidelines on the Establishment of Gender and Development (GAD) Focal Point

System (GFPS) at the Regional, Division, and School Level, the Gender and

Development Focal Point System of Lingunan Elementary School held a

consultative meeting on the implementation, monitoring and evaluation of

projects, plans and activities of the School GAD Plan.

The primary agenda of the meeting was to prepare and analyze the Gender

and Development Plan of the school for efficient gender mainstreaming of

policies, plans, programs, projects and activities that would cater its

stakeholders, primarily the students, teachers and parents. GFPS had a prolific

and productive planning of the different activities, including the development of

information materials such as pamphlet and info board, and capacity building for

all teaching and non-teaching staff about gender awareness and sensitivity. Aside

from that, they also decided to conduct a series of seminar for parents per grade

level to ensure gender-consciousness and for student leaders to promote gender

awareness at a young age. In collaboration with the Barangay Council of

Lingunan, Valenzuela City, another program was endorsed. It was a Livelihood

training program for parents and teachers wherein they would be taught on how

to make siomai, embutido and burger patties. This activity would be economically

beneficial for the participants because it would serve as another source of income

for the family. On the other hand, rehabilitation and maintenance of comfort

rooms of the school were also included in the plan. The sole purpose of this was

to ensure that all students and school personnel, both males and females, would

have access to clean and functional comfort rooms.

Overall, the preparation and planning of Gender and Development

Activities operated smoothly and efficiently because of the willingness and

eagerness of the GFPS to contribute to gender-consciousness through various

plans, programs and activities.

In harmony to DepEd Order no. 63, s. 2012 Guidelines on the Preparation


of Gender and Development (GAD) Utilization of GAD Budgets and Submission of
Accomplishment Reports and DepEd Order no. 27, s. 2013 Guidelines on the
Establishment of Gender and Development (GAD) Focal Point System (GFPS) at
the Regional, Division, and School Level, the Central Office-Gender and
Development Focal Point System (CO-GFPS), conducted a seminar on the
planning, implementation, evaluation and monitoring of plans, programs and
activities in relation to Gender and Awareness. The participants of the
aforementioned seminar were the GFPS Head and GAD Coordinators of the
different schools within the division.

The seminar was held at Patio Queen Sofia, Maysan, Valenzuela City for two
(2) consecutive days, June 29-30, 2017. The program commenced at 8:00 in the
morning, starting with the singing of National Anthem, followed by a prayer. Right
after, Dr. Baltazar M. Gayem, Chief Education Program Supervisor of SGOD, gave
his welcoming remarks. He was then followed by Dr. Cynthia L. Ayles, OIC-
Assistant Schools Division Superintendent who delivered an introduction and
message about the goal of the seminar.
The speakers for the two-days training were former School Division
Superintendents. The first discussant was Dr. Rosario C. De Ocera, CESE, and
Retired ASDS from Division of Quezon City. Her topic focused on the Historical
Perspective and legal mandates and basis of Gender and Development. After her
discussion, Dr, Flordeliza R. Mayari, Retired SDS from Division of Valenzuela
talked about Gender Awareness and Sensitivity. Dr. Elizabeth T. Manalo, CESO V
and Retired SDS from Division of Caloocan, conferred the different
examples/concerns of Gender Equality across the world. The last speaker for the
first day of seminar was Dr. Florencia Domingo, CESO V and Retired SDS from
Division of Mandaluyong. She emphasized the different issues in gender in
relation to the development of one nation.
On the second day of the seminar, Dr. Florencia Domingo first had a recap
of what was discoursed yesterday. She then accentuated the topic of Gender Fair

Society. Dr. Norma Adamos, CESO V, and Retired SDS from Division of Las Pinas,
conveyed the guidelines and policies on the planning and implementation of
GAD, along the appropriate utilization of GAD Budget. Then, the participants were
allotted with enough time to scrutinize their respective GAD Plans. The speakers
had chosen three representatives from the participants to present their
respective GAD Plans. They pointed out the gaps and loopholes of the GAD Plans,
eager to enhance and improve the projects, plans and activities for effective and
efficient implementation of GAD Plans. The participants left the training venue
equipped with the needed knowledge, skills and competencies that will be used
in promoting Gender Awareness, Equality and Sensitivity.
