Early in the planning stage of the research project, investigators weigh the merits of various
procedures for collecting evidence. After determining which approach yields the form and kind
of data necessary to test their hypothesis, they examine the available tools and choose the ones
that are most appropriate for their purpose. If the existing instruments do not meet their specific
needs they supplement or modify them or construct their own.
Note the inquiry starts with the problem and that the nature of the hypothesis governs the
selection of the tools. One does not master a single method of obtaining data, such as the
questionnaire, and apply it to every problem that arises. Each tool is appropriate for acquiring
particular data, and sometimes several instruments must be employed to obtain the information
required to solve a problem. Researchers, therefore, must possess considerable knowledge about
a wide variety of techniques and instruments. They must be familiar with each one: the nature of
data it produces, its advantages and limitations; the assumptions upon which its use is based; and
the extent of its reliability, validity, and objectivity.
