STATEMENT BY HON MINISTER OF INTERNAL AFFAIRS ON THE RECENT MURDERS OF WOMEN IN NANSANA MUNICIPALITY AND KATABI TOWN COUNCIL AND SURROUNDING AREAS. INTRODUCTION Rt. Hon. Speaker, Between 3 May 2017 to 4" September 2017 a total of twenty one (21) women have been killed in the most gruesome manner at different places in Nansana Municipality and Katabi Town Council. May their souls rest in eternal peace. To date forty four (44) suspects linked to these murders have been arrested, twenty two (22) of whom have been charged in courts of law. The remaining suspects are at different stages of processing, also to be arraigned in courts of law soon. THE VARIOUS INCIDENTS OF MURDERS (a) NANSANA MUNICIPALITY AND SURROUNDING AREAS Rt. Hon Speaker and Hon Members 1. On 3 May 2017 a body of unidentified female adult was found at Nansana west zone with signs of manual strangulation. This body has remained unclaimed to date. 2. On the 28" May 2017 a body of a female identified as Nampijja Juliet alias Jalia Nantabazi was found behind Kenjoy Supermarket in Nansana West I. The body bore signs of manual strangulation. 3. On 28" May 2017 a body of unidentified female adult was found at Nansana East 1 zone with signs of manual strangulation. On 31% May 2017 two bodies of female adults, one identified as that of Nansubuga Patricia alias Proscovia and another unidentified were found near Kenjoy Supermarket in Nansana West I both with signs of manual strangulation. The body of the unidentified woman has not been claimed todate. 5. On 5 July 2017 a body of a female adult identified as one of Birungi Maria was found at Nansana East II zone with signs of manual strangulation. 6. On the 11" July 2017 a body of a female adult identified as one of Nakazibwe Josephine was found in her rented room at Ochieng zone in Nansana Municipality. The body exhibited signs of manual strangulation. N . On 16" July 2017 a body of unidentified female adult was found in a trench at Nansana East zone Bujagali. Also with signs of manual strangulation. @ . On 17" July 2017 a female adult body identified as that of Nakacwa Teddy was found lying in her rented room in Nansana West II zone. The body exhibited signs of manual strangulation. o On 25" July 2017 a female adult body identified as that of Kyandali Juliet a business woman in Ganda Nansana, was found murdered in her home. 20f8 (b) KATABI TOWN COUNCIL 1. On 7 June 2017 a female adult body identified as that of Nansubuga Gorreti was found along Kasenyi Road in Abayita Ababiri with signs of strangulation and a stick inserted in her private parts. 2. On 26" June 2017 a female adult body identified as that of Komugisha Faith alias Jamila was found at Kitinda near Ssese Gateway beach with signs of strangulation and a stick inserted in her private parts. 3. On 13" July 2017 a female adult body identified as that of Donat Zakanya alias Kasowole Aisha was found at Abayita Ababiri with signs of strangulation and a stick inserted in her private parts On 21st July 2017 a body of a female adult identified as that of Norah Wanyama was found at Nkumba Central Zone with signs of strangulation and a stick inserted in her private parts. w . On 24" July 2017 a body of a female adult identified as that of Rose Nakimuli was found behind Keba Inn near Jantos bar at Kitala a few meters from her house with signs of strangulation and a stick inserted in her private parts. 6. On 11" August 2017 a body of a female adult identified as that of Nakajjo Sarah was found behind Faith International Nursery and primary School along Kasenyi road approximately 200 meters from Mr Bwanika Jones’ Shrine. The body had a stick inserted in her private parts, a missing left breast. Also other body parts were missing. 30f8 10. (c 7. On 14" August 2017 a body of a female adult identified as that of Nakasinde Aisha was found at Kasenyi Landing Site with signs of strangulation, a stick inserted in her private parts and one leg missing. 8. On 27" August 2017 a body of unidentified female adult was found at Kitala Village along Entebbe road with signs of strangulation with a stick inserted in her private parts. 9. On 28" August a body of a female adult identified as that of Nalule Jalia was recovered from Nkumba Central in Kayilila forest reserve with signs of strangulation and a stick inserted in her private parts. On 4" September 2017 a body of a female adult identified as that of Nabilanda Mary alias Maria, was found at Nyanama Trading Center Bunamwaya near a washing Bay with signs of strangulation. ) ELSEWHERE 1. On 15" August 2017 a body of a female adult identified as that of Zawedde Regina was found in Bulaga town. 2. On 16" August 2017 a body of a female adult identified as that of Namuwonge Jennifer was found in Bwaise, Kawempe. POLICE INVESTIGATIONS Pol lice, assisted and supported by other security agencies have been carrying out painstaking investigations in order to understand the motive(s) behind this wave of killings as well as apprehend the culprits use. So far the following have been established: 4018 (a) (b) (©) In the case of Nansana Municipality murders eight of the nine women were murdered by one criminal gang the motive being for ritual purposes. The prime suspect, one Kawesa Ibrahim alias Tetemwa, a notorious criminal who had just been released after serving a ten year jail sentence confessed that he had been contracted by Mr Tumuhimbise Phillips, alias Kanyankole a businessman to kill twelve (12) women to enable him (Tumuhimbise) draw human blood for ritual performance to protect or enhance his wealth. Kawesa led police in the reconstruction of all the eight murder scenes, demonstrating his participation and that of his associates. The murder of the ninth woman, one Kyandali Juliet, is strongly linked to domestic violence. There is strong evidence implicating her husband. The motive behind her murder being conflict over ownership of family property. Similarly the murder of Zawadde Regina in Bulaga town is stongly linked to family conflict over land. On the basis of technical evidence and witness testimonies, Senoga, a Nephew to the deceased has been arrested as the prime suspect. In the murder of Namuwonge Jennifer police investigations using a police dog led to the arrest of Mazuku Jonathan and his wife Mpamurungi Justine. ) 50f8 (d) In the case of Katabi Town Council murders, whereas police initially treated these as isolated incidents, technical evidence as well as recent witness testimonies now point to these murders being connected to one serial killer, one Katongole Ivan alias Jenus, a businessman. Credible witnesses have indicated he is the mastermind behind these killings, contracting people and actually participating. His motive being for ritual purpose to get human blood and body parts in order to build his wealth, protect and enhance his businesses, including his commercial buildings under construction at Kasenyi Landing Site. There is strong evidence linking suspects and Katongole. Some suspects were found with forms given to them by Katongole to enlist in illuminati. Others have 999 (sign of illuminati) tattooed on their bodies. Katongole is physically linked to the death of Nakimuli Rose because he was in her company the night she was killed. (e) The murder of Nabilanda Mary alias Maria is linked to domestic conflict resulting in her husband killing her. L 6018 7 t RELATED ACTIONS BY POLICE Rt. Hon. Speaker, Following this wave of attacks, Police supported by other security agencies and the local communities have intensified vigilance. Communities have come out to protect their neighbourhoods backed up by police foot and motorized patrols. Since the institution of these measures, in incidents in Katabi and Nansana 23 women who were targets of rape and murder have been rescued. They are now under police witness protection. Suspects in these incidents have been arrested. OBSERVATIONS 1) Whereas we must effectively deal with and deter this dangerous criminality we must at the same time deal with factors that not only feed and fuel criminality but also create the environment in which criminality incubates and thrives. Such factors include moral decadence, primitive selfishness, superstition, drug abuse, alcoholism, and prostitution especially in urban areas. 2) Indiscipline is becoming predominant in our country- at the family, community and even national level. There is need to re-establish and strengthen social and cultural institutions as well as governance structures like LCs to establish community discipline. 3) Needless to mention there is a need to address the very pertinent question of youth unemployment. Youth are so desperate they have been lured into being hired as contract killers as a source of livelihood. 7018 CONCLUSION Rt. Hon. Speaker, T would like to take this opportunity to thank Hon Wakayima Musoke Nsereko of Nansana Municipality, Hon Rosemary Tumusiime Bikaako of Entebbe municipality, Mr. Kyeyune RDC Wakiso and his deputy Madam Kyirabira, the mayors of the respective municipalities as well as local leaders for their support and leadership towards efforts to fight this violent criminality which has claimed the lives of innocent young women in such a tragic manner. I would also like to thank Hon Mbabali for taking time to share his experiences of similar circumstances in Lwengo. His suggestions have come in very handy in our efforts to fight this criminality. I would like therefore to encourage you Hon Members as well as the general public to come forward and share with us your suggestions on the way forward after all criminal live among us. Rt. Hon. Speaker, in spite of this tragedy I would like to take this opportunity to assure this August house, as, well as the country at large that the situation is improving as we deepen our investigations and strengthen our counter measures. We have defeated similar violent waves of crime before. We are certain that with joint efforts we shall sooner than later, defeat this wave as well. Rt.
