1. The H&S Committee shall be organized to conform to the requirement of OSH Standards
(As Amended).
a. The H&S Committee shall meet every 4th Monday of the Month at the Conference
Room.
b. The monthly agenda of the meetings shall include the monthly themes prescribed by the
OSH Standards (As Amended).
2. The H&S Committee, re-organized every year (every January), shall be composed of the
following:
a. The Country shall be the Chairman.
b. The HR Manager shall be the Vice-Chairman.
c. The Safety Officer shall be the Secretary.
d. The Members are department managers /section heads and company physician /
company nurse
3. The H&S Committee shall perform the principal duties prescribed in Rule 1943 OSH
Standards (As Amended) as follows:
a. Plans & develops accident prevention program for the establishment.
b. Directs the accident prevention efforts of the establishment in accordance with the
safety programs and government regulations in order to prevent accidents from
occurring in the workplace.
c. Conducts health and safety meetings at least once a month.
d. Reviews reports of inspection, accident investigations & implementation of program.
e. Submits reports to the manager on its meetings & activities.
f. Provides necessary assistance to government inspecting authorities in the proper
conduct of their activities such as the enforcement of the provisions of the Standards.
g. Initiates & supervises health and safety training for employees.
h. Develops & maintains a disaster contingency plan & organizes such emergency service
units as may be necessary to handle disaster situations pursuant to the emergency
preparedness manual for establishments of the office of Civil Defense.
4. Copies of the minutes of the H&S Committee meeting shall be prepared and submitted by
the Safety Officer to all concerned.
a. The Safety Officer shall have a copy of the position description which also includes the
duties prescribed in Rule 1047 of OSH Standards (As Amended). Specifically, the
Safety Officer has the following duties:
1) Serves as Secretary to the HSC. As such, he shall:
prepare minutes of the meetings;
report status of recommendations made;
Notify members of the meetings; and
Submit to the employer a report of the activities of the committee, including
recommendations made.
2) Acts in an advisory capacity on all matters pertaining to health & safety for the
guidance of the employer & the workers.
3) Conducts investigation of accidents as member of the Health & Safety Committee &
submits his separate report & analysis of accidents to the employer.
4) Coordinates all H&S training programs for the employer and employees.
5) Conducts H&S inspection as member of the HSC.
6) Maintains or helps in the maintenance of an efficient accident record system &
coordinates actions taken by supervisors to eliminate accident causes.
7) Provides assistance to government agencies in the conduct of safety & health
inspection, accident investigation or any other related programs.
8) For purposes of effectiveness in a workplace where full-time safety man is required,
he shall report directly to the employer.
