Animal cruelty can take many different forms. It includes overt and intentional acts of violence towards animals, but it also includes

Many victims hope the violence will end or believe they can protect animals in the home. The truth is that a person who harms
animals will likely harm humansand a person who harms humans will almost certainly harm animals. Staying with an abuser
puts every human and nonhuman in the home at risk.
Children in violent households, who have likely been abused themselves, represent one-fifth of domestic animal cruelty cases. When
a child harms animals it can indicate that serious abuse has been inflicted on the child; consequently, animals are abused in nearly all
households in which children have been abused. Furthermore, children who witness animal abuse are at greater risk of becoming
abusers. Many violent offenders committed childhood acts of animal abuse.
According to the Center for Disease Control and Prevention (CDC), domestic violence comes in many forms, including physical,
sexual, and emotional violence, and threats. Killing, harming, or threatening to harm animals are weapons used by abusers to
manipulate victims into silence and to destroy the comfort animals provide. Abuse is not a problem with anger management, but
rather a way to establish and maintain control over victims.
Protecting victims of domestic violence will help protect animals too. Experts agree that statistics about abuse, while disturbing,
probably downplay the true magnitude of domestic violence. To fight the silence that hides domestic violence, the 1994 Violence
Against Women Act (VAWA) helped establish the National Domestic Violence Hotline and exponentially increased the reporting of
domestic violence. In February, 2013 Congress passed reauthorization of the Violence Against Women Act. Without better laws,
domestic abuserswho have up to an 80% rate of recidivismwill almost certainly repeat their crimes.

Many victims entering shelters report that their abuser has hurt, killed, or threatened family animals. About a third report their
children have harmed animals.

It is hard to say why someone would do this, but often they see the animals as objects instead of creatures with feelings.

Does the animal have regular access to food, water and shelter?
Is her area clear of feces, broken glass or other objects that may do harm or cause illness?
Does the animal have open wounds or other injuries that have not been treated?
Does the animal have signs of an illness that has not been treated? (Examples include heavy discharge from eyes or nose,
rash or bumpy skin, and missing hair.)
Have you witnessed someone kicking, beating or otherwise harming the animal?
Is the animal's coat extremely matted or his nails severely overgrown?

Documentation
Documenting the incident with photographs or videotape can help in prosecuting the abuser. Your report should be as detailed as
possible. You should note dates, times and circumstances. Report them, along with the physical evidence. If you have not directly
witnessed cruelty but suspect it, you still should notify animal control.
Reporting cruelty
Even if you are not sure that you are observing animal cruelty or neglect, please report it anyway. An animal control officer
will make that determination. If no prosecution occurs, at least the officer can educate the person who is caring for the
animal in humane treatment.
When making your report, ask for the name of the animal control officer and what action is planned. Follow up, and report
any change observed in the animal's treatment.
Be aware that an investigating officer is not likely to identify the source of the complaint; however should the cruelty
suspect be prosecuted, you may be called as a witness. Your concern for the animal should outweigh your concern about
having to testify.

Until the past 20 years, the connection between violence against animals and violence against humans went unrecognized. Now a
growing body of research has shown that people who abuse animals rarely stop there.
Increasingly, child protection and social service agencies, mental health professionals, and educators recognize that animal abuse is
aggressive and antisocial behavior. It is also a reliable predictor of violence against people after a young abuser grows up.
Children learn about abuse by being its victim. They often fail to develop empathy, and without this key quality they cannot
recognize their victims' pain. When they begin to "act out" their abuse trauma, children first target animals. As adults, they find new
victims among the most vulnerable--children, partners, and the elderly.
Consider the following facts:
The FBI sees animal cruelty as a predictor of violence against people and considers past animal abuse when profiling serial
killers.
National and state studies have established that from 54 to 71 percent of women seeking shelter from abuse reported that
their partners had threatened, injured or killed one or more family pets (Anicare Model workshop, Tacoma, 2004. Created
in 1999, the AniCare Model of Treatment for Animal Abuse treats people over 17 by bringing abusers and animals together.

In assessing youth at risk of becoming violent, the U.S. Department of Justice stresses a history of animal abuse.
More than 80 percent of family members being treated for child abuse also had abused animals. In two-thirds of these
cases, an abusive parent had killed or injured a pet. In one-third of the cases, a child victim continued the cycle of violence
by abusing a pet.
A 1997 study by the Massachusetts Society for the Prevention of Cruelty to Animals and Northeastern University found that 70
percent of animal abusers had committed at least one other crime. Almost 40 percent had committed violent crimes against people.
The researchers also compared matched groups of abusers and non-abusers over a 20-year period. They found the abusers were five
times more likely to commit violent crimes than the non-abusers.
