l Per es un pas milenario. Orgulloso de su
historia, de sus lenguas, de sus tradiciones, de
sus riquezas naturales, de su cultura, de sus
sabores y, sobre todo, de su gente. Gente amable,
vibrante y progresista que ha logrado convertir al
pas en un lugar atractivo para invertir, amigable
con los turistas, inclusivo con sus compatriotas y
con una perspectiva muy grande de desarrollo
como nacin lder en la regin.
Conscientes de este nuevo escenario, dinmico
y potente, la Secretara de Gestin Pblica
(SGP) de la Presidencia del Consejo de Ministros
ha decidido recopilar en este documento los
procesos ms importantes por los que transita
el pas en lo social, econmico e institucional.
Procesos que estn cambiando el rostro de la
nacin y entre los que destacan, por su relevancia,
aquellos vinculados a la Reforma del Estado y a la
Modernizacin de la Gestin Pblica.
Se trata de un conjunto de acciones que involucran
a toda la ciudadana y que tienen como objetivo

languages, traditions, natural resources, culture,
flavors; and especially, of its people, friendly,
vibrant and progressive, who have managed to
turn the country into an attractive place to invest
and friendly to the tourists, inclusive with its own
people and with a very broad perspective for its
development as a leading nation in the region.
Aware of this new, dynamic and powerful scenario,
the Secretariat of Public Management (SGP) of
the Presidency of the Council of Ministers (PCM)
has decided to prepare this document to compile
the most important processes through which the
country cruises in matters of social, economic and
institutional nature. These processes are changing
the face of the nation; and those which stand out due
to their relevance are associated with Government
Reform and Modernization of Public Administration.
This is a set of actions that involve all citizens and
which aim is to provide a better quality of life

Entender la experiencia peruana requiere,
previamente, comprender: i) el proceso de
descentralizacin, ii) la implementacin de la
Poltica Nacional de Modernizacin de la Gestin
Pblica y iii) la lucha contra la corrupcin.
La intensificacin de reformas en cada uno de
estos campos y su consolidacin generarn
mejores condiciones para el desarrollo del
Per y de sus habitantes.
A medida que el pas progresa y se integra
ms y de mejor manera al mundo crece su
participacin activa en foros o asociaciones
de pases con metas similares. Uno de esos
foros de los cuales se espera recoger buenas
prcticas de gestin pblica es la Organizacin
para la Cooperacin y el Desarrollo Econmicos
(OCDE), con la cual el pas ha establecido una
relacin de cooperacin que desea profundizar.
La ruta hacia el buen gobierno es una realidad.

The intensification of reforms in each of these
fields and their consolidation will generate better
conditions for the development of Peru and its
inhabitants.
As the country moves forward, further and better
integrating itself into the world, there is growth
in its active participation in fora or associations
of countries with similar goals. One of such fora
which are expected to project good governance
practices is the Organization for Economic
Co-operation and Development (OECD), with
which the country has established a cooperative
relationship that wishes to deepen. The road to
good governance is a reality.

In the past 20 years, Peru has implemented a set of
policies that have allowed it to lay the foundations
for comprehensive and sustained development.
As a consequence, the country is recognized for
having achieved certain significant results.

Desde hace una dcada la economa peruana se
encuentra entre las ms dinmicas del mundo.
Entre 2004 y 2014 registr un incremento en
la tasa promedio anual del PBI de 6%, lo que
permiti que el ingreso per cpita de la poblacin
se duplicara desde 2000 hasta 2015. Una mejora
descentralizada que ha generado polos de
desarrollo en el norte y sur del pas, y que ha
permitido el aumento de la demanda laboral y de
los salarios. Poder adquisitivo creciente que ha
motivado la expansin de actividades comerciales
fuera de la capital y la integracin econmica de
la poblacin en estas regiones del pas. Un efecto

In 2002, Peru strengthened the unitary and
decentralized State model through a constitutional
reform, and decentralization was conceived as an
ongoing process and a government policy aimed at
promoting comprehensive, harmonious and sustainable
development. Regional and local governments were
defined as government bodies with political, economic
and administrative autonomy in matters within their
competence. The Decentralization Secretariat of the
Presidency of the Council of Ministers is the government
department that spearheads and drives this process.

DESCENTRALIZACIN ADMINISTRATIVA
Administrative decentralization
Hoy existen 25 Gobiernos Regionales como
instancias intermedias y de articulacin entre el
Gobierno Nacional y las Municipalidades, a los cuales
se les ha transferido ms del 92% de competencias y
funciones del Gobierno Nacional. Desde el ao 2013,
dichas funciones se someten a procesos anuales de
supervisin y evaluacin.
Para fortalecer la gestin descentralizada de los
servicios pblicos a cargo del Estado, la Secretara
de Descentralizacin ha aprobado la Directiva para
el Desarrollo de la Gestin Descentralizada que
permite que los tres niveles de gobierno acten
de manera articulada en el ciclo de produccin
del servicio y la cadena de valor. Las 14 comisiones
intergubernamentales, instaladas en sectores con
competencias compartidas, contribuyen a este fin y
actan como mecanismos de coordinacin.

participate in studies, exchange experiences, access

organization. The Country Program actions are led
