INTRODUCCIN
El Servicio de informacin aeronutica (AIS), tiene la finalidad de reunir y divulgar la informacin necesaria
para lograr la seguridad, regularidad y eficacia de la navegacin area. Dicha informacin trata de la
disponibilidad de las instalaciones y servicios de navegacin area y de los procedimientos relacionados
con los mismos.
El funcionamiento eficaz del AIS depende del esfuerzo cooperativo de todos los servicios aeronuticos,
tales como los de comunicaciones, aerdromos y servicios de trnsito areo, puesto que la informacin
bsica debe originarse en dichos servicios.
Las Normas y Mtodos recomendados del Anexo 15 - Servicios de Informacin Aeronutica, Manual para
los Servicios de Informacin Aeronutica (Doc. 8126) y la Publicacin de Informacin Aeronutica (AIP) del
Ecuador, establece que es esencial el uso y aplicacin del Sistema de Reglamentacin y Control de
Informacin Aeronutica (AIRAC).
Para cumplir con ste objetivo, el Anexo 15 especifica que cada Estado contratante debe proporcionar un
AIS para la recopilacin y posterior ensamblaje, formateo y edicin de los datos aeronuticos para su
correcta difusin e integracin en la AIP.
Los datos bsicos deben ser suministrados por los responsables del funcionamiento de las diversas
instalaciones y servicios de navegacin area con la antelacin necesaria para que el AIS cumpla eficaz y
eficientemente con el suministro oportuno de la informacin y datos aeronuticos los cuales deben tener la
calidad, integridad y resolucin requeridas.
SISTEMA REGLAMENTADO
Puesto que muchas de las modificaciones de instalaciones, servicios y procedimientos pueden preverse y
entrar en vigor de conformidad con un calendario predeterminado de fechas de entrada en vigor, el Anexo
15 insta al uso de un sistema reglamentado que haya sido diseado para garantizar, a no ser que no sea
prctico por motivos operacionales, que:
a) Las modificaciones importantes se expedir en forma de enmiendas AIP o suplementos AIP. Estas
enmiendas y suplementos deben identificarse mediante el acrnimo AIRAC y distribuirse,
respectivamente para los cambios usuales y los cambios importantes, por lo menos con 42 y 56 das
de antelacin respecto a la fecha de entrada en vigor de manera que los destinatarios los reciban,
respectivamente para los cambios usuales y los cambios importantes, por lo menos con 28 y 42 das
de antelacin.
b) Las fechas de entrada en vigor AIRAC deben conformarse al calendario de fechas de entrada en
vigor predeterminadas, internacionalmente convenidas que se basan en un intervalo de 28 das; y

INTRODUCTION
The Aeronautical Information Service (AIS) aims to collect and distribute the information necessary to
ensure the safety, regularity and efficiency of air navigation. Such information about the availability of
facilities and air navigation services and procedures related with them.
The efficient functioning of AIS depends on the cooperative effort of all air services, such as
communications, aerodromes and air traffic services, since the basic information must originate in such
services.
The Standards and Recommended Practices of Annex 15 Aeronautical Information Services, Aeronautical
Information Services Manual (Doc. 8126) and the Aeronautical Information Publication (AIP) of Ecuador,
establishes that it is essential the use and application of the Aeronautical Information Regulation and
Control System (AIRAC).
To meet with this objective Annex 15 specifies that each Contracting State must provide AIS for collection
and subsequent assembly, formatting and editing of aeronautical data for proper dissemination and
integration in the AIP.
The "basic data" must be supplied by those responsible for the operation of the various facilities and air
navigation services with the necessary advance to permit the AIS effectively and efficiently comply with the
timely provision of aeronautical information and data which must have the quality, integrity and required
resolution.
REGULATED SYSTEM
Since many of the changes to facilities, services and procedures can be anticipated and become effective in
accordance with a predetermined schedule of effective dates, Annex 15 calls for the use of a regulated
system designed to ensure, unless operational considerations make it impracticable, that:
a) Major changes will be issued as AIP Amendments or AIP Supplements. These amendments and
supplements must be identified by the acronym AIRAC and distributed, respectively for normal
changes and significant changes, at least 42 and 56 days in advance of the effective date so that the
addressees receive them respectively for normal changes and significant changes, at least 28 and 42
days in advance.
b) The AIRAC effective dates must be in accordance with the predetermined, internationally agreed
schedule of effective dates based on an interval of 28 days; and

c) La informacin as notificada no debe modificarse por lo menos hasta otros 28 das despus de la
fecha indicada de entrada en vigor.
No deben utilizarse esencialmente fechas de aplicacin distintas a las fechas de entrada en vigor AIRAC
respecto a modificaciones planeadas, importantes para las operaciones que exijan trabajos cartogrficos,
ni para actualizar las bases de datos de navegacin.
COORDINACION
Para que el sistema AIRAC funcione satisfactoriamente, es esencial que los departamentos tcnicos a los
que se haya asignado la responsabilidad de proporcionar los datos bsicos al AIS estn muy familiarizados
con el sistema AIRAC. En particular, deben estar al tanto no solamente de las fechas de entrada en vigor
sino tambin de las fechas lmites a las que los datos bsicos deban recibirse en el AIS para que se
publique una enmienda AIP o un suplemento AIP y lleguen a los destinatarios por lo menos con una
antelacin de 28 das respecto a la fecha de entrada en vigor.
Es responsabilidad del AIS determinar estas fechas lmite a las que los datos bsicos deban llegar al AIS
para la publicacin de las enmiendas y suplementos que satisfagan las correspondientes fechas de entrada
en vigor AIRAC.
FECHAS IMPORTANTES
Debe haber un intervalo de 42 das entre la fecha de distribucin y la fecha de entrada en vigor. Esto deja
un perodo de hasta 14 das para su distribucin, por los medios ms rpidos, a fin de que los destinatarios
reciban la informacin con una antelacin de por lo menos de 28 das respecto a la fecha de entrada en
vigor.
En casos en los que se prevn cambios importantes (es decir, cambios extensos en los procedimientos o
servicios que afectarn al transporte areo internacional) y se desee y sea posible un aviso ms anticipado,
debera aplicarse una fecha de distribucin de 56 das (o incluso ms) antes de la fecha de entrada en
vigor.
Cuando el AIS no reciba los textos AIRAC de los responsables del funcionamiento de las diversas
instalaciones y servicios de navegacin area para su publicacin en la siguiente fecha programada de
entrada en vigor AIRAC, debe expedir una notificacin NIL mediante NOTAM.
Generalmente el uso de la fecha de entrada en vigor AIRAC ocurre dentro de perodos importantes de
fiesta (p. ej., Navidades y Ao nuevo) lo que crea dificultades en procesar los textos recibidos por razn de
que hay menos personal durante estos perodos. Adems, la carga mayor de los servicios de correos
durante tales perodos frecuentemente lleva a retardos de entrega de los textos AIRAC, causando
problemas considerables a los usuarios.

c) Information so notified must not be changed further for at least another 28 days after the indicated
effective date.
Essentially, implementation dates other than AIRAC effective dates must not be used for planned,
operationally significant changes requiring cartographic works or updating of navigation databases.
COORDINATION
In order for the AIRAC system to operate satisfactorily, it is essential that the technical branches that are
assigned the responsibility of supplying the basic data to the AIS be thoroughly familiar with the AIRAC
system. In particular, they must be aware not only of the effective dates but also the latest dates on which
the basic data must reach the AIS in order for an AIP Amendment or AIP Supplement to be published and
reach recipients at least 28 days in advance of the effective date
IS he responsibility of determining these deadlines to which the basic data must reach the AIS for
publication of amendments and supplements that meet the corresponding AIRAC effective date.
SIGNIFICANT DATES
There are three significant dates associated with the AIRAC system:
a) the effective date;
b) the publication date; and
c) the latest date for raw material to reach the AIS.
There must be an interval of 42 days between the distribution date and the effective date. This allows for a
period of up to 14 days distribution time, by the most expeditious means, in order for recipients to receive
the information at least 28 days in advance of the effective date.
In cases where major changes (i.e. extensive changes to procedures or services which will impact
international air transport) are planned and more advance notice is desirable and practicable, a distribution
date of 56 days (or even longer) in advance of the effective date.
When the AIS does not receive AIRAC material from those responsible for the operation of the various
facilities and air navigation services for publication on the next scheduled AIRAC effective date, it must
issue a NIL notification by NOTAM
Generally the use of an AIRAC effective date that falls within major holiday periods (e.g. Christmas and New
Year) creates difficulties in processing the material received because of reduced staff during these periods.
In addition, the increased burden on postal services during such periods frequently delays delivery of
AIRAC material, causing considerable problems to users.

Para mejorar la situacin durante el perodo festivo de fin de ao, se considera que las fechas del ciclo
AIRAC que ocurran dentro del perodo de 28 das desde el 10 de diciembre al 07 de enero inclusive no
sean utilizadas para fechas de entrada en vigor AIRAC relativas a la introduccin de cambios
operacionales de importancia.
Sin embargo, debe hacerse hincapi, en que en el sistema AIRAC se prev una considerable flexibilidad
para su aplicacin, con la opcin de trece fechas de entrada en vigor AIRAC cada ao civil. Teniendo en
cuenta que muchos cambios importantes de instalaciones, servicios y procedimientos pueden preverse
muy por adelantado, puede seleccionarse una fecha de entrada en vigor conveniente que no est en
conflicto con un perodo festivo importante.

To improve the situation during the year-end holiday period, it is recommended that the AIRAC cycle date
occurring in the 28-day period from 10 December to 07 January inclusive not be used for AIRAC effective
dates for the introduction of significant operational changes.
It should be emphasized, however, that the AIRAC system provides for considerable flexibility in its
application, with a choice of thirteen AIRAC effective dates each calendar year. Bearing in mind that many
significant changes to facilities, services and procedures can be anticipated well in advance, a suitable
effective date can be selected which does not conflict with a major holiday period.

The establishment and withdrawal of, and premeditated significant changes (including operational trials) to:
- Positions, frequencies, call signs, known irregularities and maintenance periods of radio navigation
aids and communications and surveillance facilities.
- Holding and approach procedures, arrival and departure procedures, noise abatement procedures
and any other pertinent ATS procedures.

El establecimiento, eliminacin y cambios significativos premeditados de:
- Zonas peligrosas, prohibidas y restringidas con carcter temporal y peligros para la navegacin,
ejercicios militares y movimientos en masa de aeronaves.
- Zonas o rutas, o partes de las mismas en las que temporalmente existe la posibilidad de
interceptacin.
PARTE 3
- Las circunstancias mencionadas en la Parte 1, si todo el Estado o una parte considerable del
mismo, est afectada o si se requiere coordinacin transfronteriza.
CANCELACION:
La presente AIC, cancela la informacin contenida en la Circular de Informacin Aeronutica AIC 05/07 del
12 de Abril del 2007.

- Temporary danger, prohibited and restricted areas and navigational hazards, military exercises and
mass movements of aircraft.
- Temporary areas or routes or portions thereof where the possibility of interception exists..
PART 3
- Design and structure of a set of procedures terminal (including change procedure dials because
change magnetic variation).
- The circumstances mentioned in Part 1 if the entire State or a substantial portion thereof, is affected
or if cross-border coordination is required.
CANCELLATION:
This AIC cancels the information contained in the Aeronautical Information Circular AIC 05/07 of April 12,
2007.
