Progress towards Project Development Objective (PDO). The mission reconfirmed the relevance of the PDO to Azerbaijan and to the World Bank-
Azerbaijan Country Partnership Strategy. Overall project implementation is proceeding satisfactorily as activities have commenced under all three
Components of the Additional Financing phase.
A number of outputs have been achieved that contribute to the PDO. Access to electricity, drinking water, roads, sanitation and social infrastructure
have been improved for the more than 240,000 people living in communities benefitting from the 309 completed micro-projects. Living conditions were
also improved for the 36,000 residents of the 103 collective centers rehabilitated under the project. Economic self-reliance has improved for: the 1,650
youth who have received vocational training and equipment; the 3,100 members of the 263 income generating groups (registered as Limited Liability
Companies) which have received grants and business development services to initiate businesses, most of which are already generating revenue; and
the 1,100 micro-finance loan recipients from the ten credit unions. Through field visits and engagement with beneficiaries, the team finds continued
evidence of progress with respect to both living standards and economic self-reliance.
