EL PAPEL DE LA GUERRA EN LA
RECONFIGURACIN HEGEMNICA GLOBAL

La nueva estrategia militar norteamericana hacia Amrica Latina, consiste en construir

socialmente el enemigo bajo tres parmetros: Terrorismo, Populismo Radical y
Narcotrfico, cuyos ejes cumplen la funcin de ligar toda actividad poltica popular o de
insubordinacin contra los Estados Unidos con actividades consideradas de alto riesgo
para la democracia occidental.
Bajo este pretexto construido para la guerra, se ha justificado la militarizacin en reas
donde los recursos naturales estratgicos abundan, tales como agua, petrleo, gas y
biodiversidad, buscando con ello proteger la privatizacin de estos bienes pblicos
ante las movilizaciones y gobiernos recin instalados defensores de la soberana
nacional.

Summary

The new military strategy of North American towards Latin America, is based on
constructing socially enemy considering three parameters: Terrorism, Radical
Populism and Drug trafficking, each one of these axes acts the as to bind all popular
political activity or of insubordination against the United States with activities
considered of high risk for the western democracy.

Using that excuse constructed for the war, the militarization in areas has been justified
where the strategic natural resources abound, such as water, petroleum, gas and
biodiversity, looking for with it to protect the privatization of these public goods in front
of the mobilizations and governments just installed that look for defending the national
sovereignty.
