1. Objective

The objective of issuing a Safety Rules Clearance Certificate (SRCC) is to

advise all parties that the subject Plant or Apparatus is about to be made Live,
or pressurized with working fluid, or brought into service for the first time and by
virtue of this, any further work on this Plant or Apparatus constitutes a hazard.

2. Definitions

Definitions printed in bold type are defined in the Safety Rules.

3. Conditions For Issue of An SRCC

Before an SRCC (Appendix A) is issued, the Plant or Apparatus to be brought

under the Safety Rules must be:

(i) Completed System Punch List .

(ii) Clearly identified. The identification may be temporary but should be
securely fixed to the Plant or Apparatus.
(iii) Provided with means of isolation, which is lockable wherever possible.
(iv) Accessible, with free access to and from its surrounding area.
(v) Clearly defined. The terminal points of the Plant or Apparatus will be
tagged.

4. General

4.1 In general terms, the SRCC will be issued in advance of first energize
or pressurization with working fluid.

4.2 SRCCs shall wherever possible, be issued on a System basis and shall
take into account the need to complete the commissioning activities
within the terminal points.

SRCCs will only be issued for systems, which are substantially omplete.

To control this transfer from the construction phase to the

commissioning phase a System Punch List will be raised when Plant /
Apparatus construction is completed. The System Punch List will be
raised by the responsible Erection Group Nominee and presented to the
Commissioning Group Nominee.

4.3 Where part of a System is already under a SRCC and the balance of
the Plant / Apparatus In that System, is to be brought under the Safety
Rules, then a further SRCC shall be issued moving the terminal points
from those stated on the earlier certificate to those stated on the new
certificate. Reference shall be made to this on the new certificate.

4.4 System terminal points will be identified, Isolated wherever possible and
Tagged.

4.5 The Plant / Apparatus and the SRCC will be prepared by the
Commissioning Group Nominee responsible for that System as soon as
possible before that System is to be energized / pressurised in
accordance with the Isolation Procedure.

4.6 The Isolation of the Plant / Apparatus and the SRCC, shall be checked
and signed by the Manager nominated by the Site Manager who will
issue the SRCC to all nominated parties approximately two days before
the Plant / Apparatus is to be energized or pressurised. The Nominated
Parties will acknowledge receipt of the SRCC by signing the relevant
section of the SRCC.

4.7 Once a SRCC has come into force, work on the Plant / Apparatus is to be
carried out under the appropriate Safety Document or Verbal Instruction
in accordance with the Safety Rules.

4.8 The persons acknowledging receipt of the SRCC will be responsible for
ensuring that their staff are informed that the SRCC is being issued and
that all subsequent work will be conducted under the terms of the Safety
Rules.

5 Records

SRCCs will be identified thus:-

System / SRCC No i.e. /SRCC

and a register shall be retained by the Site Managers Nominee together with
the original of each SRCC.

6 Keys
Keys forming SRCC terminal point isolations shall be retained by the Site
Managers Nominee and secured in a dedicated uncommissioned Plant /
Apparatus key safe.
