Later, in 1921, the 10C sont its ofcials to participate in the 5" Far East Sports Mect, held in Shanghai, China inating he fret nk of tes botween them. In 1922, when the éth Olympic ‘Games was hele, the relationship between the both sides was ofcialy established. In 1987, China became one of the member countres ofthe 1OC, but in 1949, such a relationship was forced to be suspended for 21 years forthe spite over the legal right of China tothe IOC membership. Aor many twists and turns, China's legal ight was successfully restored on November 26, 1879. Ever afte that, the cooperation between China and the IOC has entered a new stage. Since China joined Inthe 10, the Olympic movement has greatly enhanced ts infuence and become more popular and typical worldwide. Chinese sports delegation returned tothe Winter Olympics and Summer Olympics ln 1960 and 1984 respoctvely. In 1984, China won 32 medals atthe Los Angeles Olympiad, with Its number of gold medals ranking the 4th. Since then, in the folowing Olympic Games, China has rapidly improved Its scores inthe events, greatly upgrading ts influence. To make a greater contribution tothe Olymples, in 1992, China forth fis ime bid for hosting the Olympic Games to be held in the year 2000. But, ified. The ballot was not in favor of China only by @ margin of two in September 1993. Later in 2001, China didnot give up its efots and once more bi for hesting the 2008 Olympic Games, and this time, with # comfortable mejor inthe bat, China succeeded in the competition, Now, thas became one ofthe important and responsible, dynamic and enthusiastic ‘member counties ofthe IOC. ‘Mt. Langing Li, Vee Premier of the Stata Counc atthe ime, who represented the Chinese Government to bid for the great event, sald in speech that “many people in the world ha ‘ream, wishing fo come to China and the ly of Being some day. My felow countrymen earesty ‘wish to host a great Olympic Games at Beijing, thus making a great contribution to the Olympic movement. We are looking forward warm-eartedy to meeting all of you in 2008 in Being.” He promised solemnly on behalf of his government, "My government shall suppor al the commitments Boling made in the process of preparation, and shall help the Bejing city government to ful them with all cur mighty” In the past six years or more sinco the successful bidding the ety has Wed UP tos promises inthe preparation for the event. Mc. Zhenkang He, a member ofthe IOC, was quoted ‘8 having sad, “Making choice of Being, you wil 22 the Olympic Gams take plac for he fst tie ints history in a country with @ population that accounts forthe one-ith ofthat ofthe wot providing an opportunity fr the more than ane blion people to apply thelr creaiveness and devetion to the service forthe Olypie movement.” “Seven year lator, you would be proud of what you have correctly selected” The decision adopted by the IOC moans the beginning of anew page in the history ofthe Olympic movement, pushing forward not only the economic and social development, but also a wider exchange of cultures between China and other counties in the word, and the further popularization of the Olympic ideal and the promotion of fiendship between China and the ‘word, thus benofiing the whole humankind, In the program of "New Beijing, Great Orympics’ all the projects planned in the preparation for the event, have just been ke a rockel boosting th city's economic and social development rogram, leading the age-old and modern Bojing cy fying towards ils sot target. The preparation ‘and new constructions woud lay a fundamental base and bring about a great and strategic change to the oly The Agence France Presse ina commentary reviewed the change as "China's capitals Undergoing a fundamental change. Such a change means a chance only once for any big ies in ‘the worl, just Ike the modernized Pars with its tee shaded boulevards which was founded in the ‘early 19" century” It also cited the feeling of an American lawyer, "Since the ct ist founded by Kublai Khan in the 13° cantury, the change has ever buon the most compote and otal never soon before” The watchword of "New Bejing, Great Olympics" has quickly become the orientation and the goal ofthe cys overall development program, and a guideline to its modernization program in the new contr, To host the 2008 Olympic Gams inthe city means an important opportunity forts {economic and socal development. According to a preliminary estimate, a total of about 30 illon yuan have been appropiate for the venue buldings and about 100 bilion yuan for investment in environmental protection, in adi to 180 oition yuan for capital constructions of communication, energy resources and other munipal engineering projets. The accumulated investment vil total about 1.5 trlion yuan. Al the projects wil provide ane milion new jobs. The Olymple economy has gresiy pushed forward the city development in the past si years. The total output value of ‘he Boling aroa hes increased by 2.74 tes, reaching 772 illon yuan, The average lal grose domestic produce value has increased by 1.96 times, reaching USS0,000, “Great Olympics” has served as a powerful catalyst fo the new Boljng's overall and sustainable economic and social ‘development. n s promising word, Chinese people, together with al other peoples Inthe world, are now mking true ther commman dream through the preparation fo the Olympic Games. 1 ‘The preparatory wotk is @ complicted systematic project, involving all the aspects of politics, law, finance, environmental protection, nature, competition, sports facies, infrastructure construction, accommodation, traffic, seouty, media, technology, market, and medical care. They {all need the host country to cary cutis commitments lad in the contract forthe games. The city fest atached importance tothe constructions ofthe spots stadiums and gymnasiums only because ‘tnoy need a long timo to compte, and may encounter any unexpected problems in the process of Construction. In the history of Olympic Games, we can find a great deal of successful experiences ‘28 woll as many lessons of failure inthe construevons for the games, which will provide rich Information for Boling, In the Boling 2008 Olympic Games, competitions wil include 28 tite events, 38 sub-events, ‘and 302 matches to be conducted ina total of 37 venues (s9@ graphic 1) and $6 Waning venues, them, 31 are located in Beling, including 12 nowly constructed, 11 renovated and extended, in ‘dition to 8 temporary facies. In the "Program forthe Implementation of the Preparation fr the Beljng 2008 Olympiad’, the Bejing Organizing Commie forthe Games (8OCOG) has worked out the basic principles fr tho constructions: 1) Planning and design. All to plansing and design of sports stadiums and other facitios should be conducive tothe competitions ofthe games and, at the same time, onthe promise of meeting al the technical standards during the period ofthe great event set forth by the IOC, should Patrounieaty Gress (ne Aenea Unset Gymnas oh se Beng etn gs Hal Bojra Unity een Syren ful take into consideration oftheir use and sowie for the soca after the Olympic Games cioses, 50 to bring into ply their social role fo the uimost. Therefore, the BOCOG explored and employed ‘he mode of markot operations on the bass of absorbing the experiences from various counties: ‘The central government would make investment in those construction projects undertaken by {he State Physical Cuiture and Sports Administration, while those projets undertaken by the city ‘overnment would france and raise funds through the operation ofthe market. (By means of the PPP patter, a typical of the BOT mode, orth systom of the partrership betwen the government ‘and nongovernment invests} in addition there is also the so-called bundled BOT mode and the mode of donation, The layout of constructions s based on tho idea of “one center and three zones"—the Olympic Green isthe center in addition tothe western new zone and the university and nerhem scenic spots and tourism zone. Apart from making good use of tho exiting facites and insaliations, the ‘ity’ present situation and the need of ts residents are also taken ito full consideration, 30 a6 ‘o benefit them to develop physical cultural and sport actives when the Olymplc Games is over Other fais include these makeshift or temporary installations. Most ofthe sport staesums and Symnasiums are planned to have multipurpose functions, which became a focus of reporting by foreign mesa. The British Dally Telegraph sald in a revien, “Chinese officials are determined to ‘vole such extravagance and waste inthe constructions as many other host cies eid in the previous (Olympic Games." (Nov. 10, 2008) 2) Sticking to the polcy of hard working, thrift ancl economy, and tying every possible means ‘© avold waste. Th scale, location, quanity of all the conetructons would be put undee appraisal fane by one. Any existing venue constructions tht can be renovated or extended should be mado use of, instead of bulging new ones. Its not necessary to build @ new permanent stadium or sport ‘ound if temporary one can substitute i. With the exception ofthe Venue for equestrian contest ‘hat will Be located in Hong Kong forthe sako of competitive and quarantine requirements, most of the venues are arranged in the university zore (on the campus of six universities), and a part wil be arranged in those areas where sport facilis are comparatively less in number than other ‘ar9as, The number of temporary facies and hal is increased from four to elght. On the untied basis ofthe five requirements of "safety, quay, construction perlod, function, end cost", each sous construction has undergone a ful an careful appraisal eo as to contol is scale, investment ‘and working schedule. For example, the planned blugprints ef the National Stadium, the National Gymnasium, and the Wukesong Cultura & Sperts Center have been adjusted for many times, even redesigned at al including the reduction of the total consructon aea ofthe Being Olympic Baskotbal Gymnasium in Wukesong from 117,009 eq m to 63,000 sq m. and about 2,009 seats of {he new gymnasium in the China Agrcutural University have been cut. Just as Hein Verbruggen, Chairman of the Coordination Commitee ofthe OC, pointed out, “To follow a thy policy hosting ‘the Olympic Games isthe goal of the BOCOG, whichis inline wth that of the IOC. Those white ‘lenhant projec are meaninglsss tous. We have to workout practical ad resi panning." 3) Producing excellent works of sports falas. New consttuctions for the games have to ‘embody the Idea of sustainable development. We have to explore the integration of bulcing technology with architectural art and the needs of environmental protection, so a to leave over a Unique legacy ofthe Olympic Games forthe capital iy. As an opening China it has invited many {ntornatonal bidders for oferng their designs of new constructions. Its imperative to have atacted ‘most of the domestic and foreign architects to serve the games with thei alent inorder to produce excellent works of sports feities. Since the invitation for bid was announced forthe designs .9f the Boling Oiympic Green and the Wukesong Culture & Sports Center in Merch 2002, many ‘architects at home and abroad have displayed thor utmost enthusiasms. Of the 177 domestic and foreign designing corporations for te bidcing atthe ime, about 70 porconts were foreign based Eventually 89 and 94 designs were offered respectively. Of the offered 12 new venue constuction ‘esigns in the final bidding, 3 designed projects wore won by a Sino-oregn join corporation, and {the rest 9 by domestic corporations. These construction projects have adopted some new ideas and ‘pew technologies intoduced trom abroad, such as the “Bites Nest, a nickname forthe National ‘Staclum, and the “Water Cube dubbed forthe National Aquatics Center, in addin tothe Shunyt COlyme Rowing-Canceing Park in the suburb cf Being, Those projects, independently designed by Chinese architects, also dlepay their talonts and imagintions, making alot of achievements based on intatves of ther own, The three ideals of "Groen Olympics, High-tech Olympics, and People’s Olympics” are the ‘uarantse for producing excellant works of sports faites ofthe time, By way of amassing al the sclentfic and technological forces across the country and thelr research findings whl inttoducng, assimilating and absorbing the new ideas, new structures, new technologies, and new materiale to upgrade the county's se-elant intiatve capabilies, improve the industries and science ané technology the new constuction projects wil serve as an important showcase on displaying China's ‘new and Hitech and strength of creativeness, becoming @ group of landmark and exemplary bulcings. The new and hitechs usod inthe Olympic projects include: Energy-saving bulding technology It invlves the use of renewable energy resources, advanced aispuring tech, green iluminating tech, advanced use of energy resources, energy-saving toc for \waling structure such as exterior wall curtain wal, sunlight shade and doors and windows. The glory of the design of the wrestling gymnasium is the energy-saving lluminating way. In adoption of the lighting principle of the portal framework and In the consideration of solar movement pattern, the wrestling gymnasium is, installed with over 400 glass windows ‘strewed at random in different tiers so that natural light comes into the interior through the distinetly tiered roof and natural ventilation comes as well. Of the windows, over 120 are electrically operated. The gymnasium would meet the need of general exercises and entertainment activities without turning on the lights and air conditioners, even itis cloudy. The advantage will enable, after the Beijing Olympic Games, the China Agricultural University Gymnasium to save a lol of energy and expenses, while satisfying the daily normal use by the students, making the operations after the ‘Olympiad almost "zero consumption of energy’. The affliated hall to the north of the main hall is a warm-up venue where contains § mats for wrestiing, rooms for the competition management, sports organization and operations, and rooms for sportsmen to take rest and training The hall is treated in the same way to weaken the volume, so as to render care for the neighboring, buildings. After the Olympiad, it will be turned into a ntatorium with @ standard ewimming pool in the university. or Like the gymnasiums on the ‘campuses of other universities, tho China Agricultural University Gymnasium is endowed with the dual missions of the holding the contest of the Olympiad, ‘and a gymnasium of higher education institution, which calls for a change of the function after the Olympiad. Just out of such a design theme, the construction of the gymnasium has firstly achieved ‘the consistence with the original campus context, upgraded the environmental Gualty, and optimized the campus space, and at the same time highlighted the position of the venue for the Olympic competition, carried forward the spirit of the Olympic movement on a university ‘campus. On the steel roof, the ridge is formed by two upward whirling curves, incorporating all the notions of the nation, Peking University, the national sport and the building in itself, So itis called "China Ridge", implying the backbone of the nation, Peking University, the national sport and the building. The design concept of "China Ridge” has fullled a subtle combination of the element of traditional Chinese architecture—big ridge, with a large space that is typical of modem architecture and Olympic sports facility. Demonstrating tho varve of the sport building, the glass sphore atthe roof center is an imitation of 2 spinning Ping-Pong ball, which together with the operational windows on the roof guarantee the interior a natural lighting and good ventilation. While the curve surface formed by the two whiting ridges properly interprets the essence of the speed, force and spinning of the sport of table tennis, And the glass sphere at the roof center represents the shape of a Ping-Pong ball. When viewed from below, the two wings spread from the traditional styled “China Ridge’, the concrete structural member simulating the corbel brackets of ancient Chinese buildings, ‘and the concrete slabs erected on the frame of the extemal elevation, all present altanse of elegance. When viewed from above, the two whirling ridges, and the central translucent sphere with three color stripes produce a sense of dynamics. (On a very limited land site in size, the Peking University Gymnasium has ‘been put in a rational layout through ‘conscientious deliberations, which could ‘meat all the demands on the various functions and circulations for the event of the Olympic Games during and after the games, and matches well to the historical context of the Peking University For the sake of Zhibelzi Lord Garden as ‘protected cultural relic building and 6 ancient trees adjacent to the northwest 88 of the gymnasium, the general layout has been given way to the east, which ‘engendars an uninterrupted landscape. stretching from the west, to the Zhibetzi Lord Garden, ancient trees and the nowly built courtyard.
