Raise the Age laws yet to pass in NC

Under a new
bill, 16- and
17-year-olds
could be tried
as juveniles
By Caroline Metzler
Assistant State & National Editor

North Carolina is the only state

still treating all 16- and 17-year-olds
as adults in the criminal justice sys-
tem after the passage of Raise the
Age legislation in New York earlier
this month.
But a bill introduced in the legis-
lature might change that.
House Bill 280, dubbed the
Juvenile Justice Reinvestment Act,
would raise the age of juvenile juris-
diction in North Carolina to include
16- and 17-year-olds for low-level
felonies and misdemeanors.
Peggy Nicholson, co-director
of the Youth Justice Project, an
organization in the Raise the Age
N.C. coalition, said she is optimistic
about the passage of this bill.
House Bill 280 would raise the
age and bring North Carolina in line
with the rest of the country on this
issue, she said.

This is what needs to be done

North Carolina has considered
16- and 17-year-olds as adults
under the criminal justice system
for the better part of a century. In
the Juvenile Court Statute of 1919,
the state decided the juvenile court
jurisdiction would only be extended
to children under the age of 16.

flexibility in class sizes for the 2017-

for enrichment courses, like art and
music could be maintained.
