2 Overview

2.1 Introduction
The Dynamic Power Sharing feature maximizes cell coverage to meet the different power
requirements of users distributed in different areas of a cell.

NOTE

Read the Channel Management Feature Parameter Description, Handover Feature Parameter
Description, and Power Control Feature Parameter Description before reading this document.

Due to power control, users distributed in different areas of a cell require different transmit
power to access the radio network. Generally, users near the BTS require low transmit power,
and users far from the BTS require high transmit power.

GSM dynamic power sharing consists of:

l Power sharing of multiple carriers on the same timeslot when the power configuration
exceeds the power specifications. This is a basic function supported by the BTS
hardware.
This function allows that the maximum output power on a channel is higher than the
average available power of the carriers. This meets the call requirements for remote
subscribers. Figure 2-1 shows the principles for power sharing of multiple carriers on
the same timeslot.

Description 2 Overview

The scenarios supporting power sharing of multiple carriers on the same timeslot are as
follows:
Single-PA power sharing: Multiple carriers on a TRX share their powers, such as
power sharing of carriers on an MRFU, or power sharing of carriers on a channel of
an MRRU.
Dual-PA power sharing: Two PAs or two channels form a power resource pool for
power sharing.
For a dual-transmitter module, such as an MRRU, two PAs in a module can share
their powers.
For a single-transmitter module, such as an MRFU, two MRFUs are required to
implement dual-PA power sharing. This is also known as inter-module power
sharing.
l GBFD-118106 Dynamic Power Sharing. Based on the appropriate channel allocation,this
feature reduces the clipping probability during the power sharing.
When the power configurations of carriers exceed the power specifications, the total
transmit power of all active channels on the same timeslot may still exceed the total
power of the PA because the total power of the PA is limited. In this situation, clipping
needs to be performed for the active channels on the same timeslot to prevent damage to
the RF units. With this feature, clipping assigns certain power of the active channels to
the new call. This ensures that the total transmit power of the timeslot is within the range
of power specifications or instantaneously exceeds the power specifications to a small
extent and allows the new call to access the network. In addition, this ensures that
deterioration of network quality does not affect network performance and user
experience.
When the power configurations of carriers exceed the power specifications, this feature
estimates the power required for the new call and allocates an appropriate channel to the
call based on the residual power on each timeslot. This ensures that the total power of the
current timeslot does not exceed the power specifications and minimizes the probability
and extent of BTS clipping, thereby minimizing the impact of clipping on network
quality.
When subscribers in a radio cell dynamically change in terms of distance distribution,
the dynamic transmit power of carriers where the power sharing is enabled can be higher
than the average available power of carriers so that the coverage scope is extended when
the PA power is the same.
Unless otherwise specified, the dynamic power sharing described in the following refers
to GBFD-118106 Dynamic Power Sharing.

3 Technical Description

3.1 Process of Dynamic Power Sharing


The Dynamic Power Sharing feature is activated when
QTRUPWRSHARE(BSC6900,BSC6910) is set to DYNAMIC(Dynamic power sharing).
Figure 3-1 shows the process of Dynamic Power Sharing.

Call Access Phase


The BSC allocates an initial channel to a call according to the power required by the call and
the remaining power on a timeslot occupied by an idle channel.

Call Stable Phase


When a call enters the stable phase, the BSC monitors timeslot power every 0.5 second.
Based on the monitoring results, the BSC determines whether to perform:

l Handover due to downlink power insufficiency


When the current total power of a timeslot exceeds the maximum allowed transmit
power of the timeslot, a call is handed over to another timeslot to avoid damage to PAs.
l Handover preventing a high-level uplink signal from overwhelming a low-level uplink
signal
When a timeslot is allocated to two calls that have a large difference in uplink signal
strength, the call with a higher-level uplink signal is handed over to another timeslot to
prevent affecting the call with a lower-level uplink signal.
l Peak clipping on activated channels
The total transmit power required by all calls in a timeslot may exceed the maximum
power supported by the PA. When this occurs, peak clipping is performed on activated
channels to avoid damage to radio frequency (RF) devices.

3.2 Initial Channel Allocation


During a call setup, the BSC allocates a proper channel according to the power required by
the call.

1. Based on the value of CHPWRINSUFFALLOWED(BSC6900,BSC6910), the BSC


determines whether to allocate an idle channel in a timeslot with insufficient remaining
power to a newly initiated call.
If CHPWRINSUFFALLOWED(BSC6900,BSC6910) is set to YES(Yes), the BSC
allocates an idle channel in a timeslot with insufficient remaining power to a newly
initiated call.
If CHPWRINSUFFALLOWED(BSC6900,BSC6910) is set to NO(No), the BSC
does not allocate an idle channel in a timeslot with insufficient remaining power to
a newly initiated call.
An idle channel in a timeslot with insufficient remaining power to a newly initiated
call must meet the following conditions:
For a GBTS:
(Power required by the newly initiated call + Power required by all established calls
in the timeslot) > (Maximum output power of the PA +
TSPWRRESERVE(BSC6900,BSC6910) )
For an eGBTS:
(Power required by the newly initiated call + Power required by all established calls
in the timeslot) > (Maximum output power of the PA +
TSPWRRESERVE1(BSC6900,BSC6910) )

2. The BSC determines the priorities of idle channels based on the power required by the
call and the remaining power on the timeslots occupied by the idle channels. Then, it
allocates an idle channel with the highest priority to a newly initiated call.
If MCPAOPTALG(BSC6900,BSC6910) is set to ON(on), the BSC determines the
priorities of idle channels based on the number of idle channels in the timeslot and
the remaining power of the timeslot.
If MCPAOPTALG(BSC6900,BSC6910) is set to OFF(Off), the BSC determines
the priorities of idle channels based on the remaining power of its timeslot.
If there is only one idle channel in a timeslot, the priority of the idle channel is
negatively related to the absolute value of the difference between the remaining
power of the timeslot and the power required by the newly initiated call.
If there is more than one idle channel in a timeslot, the priorities of the idle channels
are positively related to the remaining power of the timeslot.
3. The BSC calculates the expected power of a newly initiated call based on the value of
the CIRESTVALUE(BSC6900,BSC6910) parameter.
4. The MCPACHAPPOPT(BSC6900,BSC6910) parameter specifies whether to optimize
the power for an overloaded MCPA timeslot during channel allocation.
YES(Yes): The actual power of an overloaded MCPA timeslot is calculated. If the
actual power of the overloaded MCPA timeslot exceeds the predefined power, no
channel can be allocated to the newly initiated call. This makes power distribution
more reasonable but slightly increases the congestion rate.
NO(No): The power of an overloaded MCPA timeslot is processed as 0.

3.3 Handover Triggered by Insufficient Downlink Power


The BSC measures the total power of each timeslot every 0.5 second. If a timeslot has total
power insufficiency for longer than a duration specified by
QTRUDNPWRLASTTIME(BSC6900,BSC6910) in the time specified by
QTRUDNPWRSTATTIME(BSC6900,BSC6910), higher-power calls are handed over to
another timeslot. The intra-cell handover is preferentially performed. If no timeslot in the cell
meets the handover conditions, an inter-cell handover is performed.

Handover Triggering Conditions


A handover is performed when the following conditions are met:
l For a GBTS, the total power of the timeslot is insufficient. Specifically, the total power
of the timeslot is greater than the maximum output power of the PA plus
OUTHOPWROVERLOADTHRESHOLD(BSC6900,BSC6910)
l For an eGBTS, the total power of the timeslot is insufficient. Specifically, the total power
of the timeslot is greater than the maximum output power of the PA plus
OUTHOPWROVERLOADTHRESHOLD1(BSC6900,BSC6910)
l The P/N criterion is met. That is, the total power insufficiency of the timeslot lasts for a
duration specified by QTRUDNPWRLASTTIME(BSC6900,BSC6910) in the time
specified by QTRUDNPWRSTATTIME(BSC6900,BSC6910).

Call-Specific Conditions for a Handover


l The channel originally allocated to the call is not on a broadcast control channel (BCCH)
carrier.

l A full-rate call is preferentially handed over.


l A handover is preferentially performed for the call with the highest downlink power
requirement among all calls allocated non-BCCH-carrier channels.

Target Cell Selection


l The target channel of an intra-cell handover must meet the following requirement:
For a GBTS:
Power required by all activated channels in the same timeslot of the target channel +
Power required by the call to be handed over Maximum output power of the PA +
INHOPWROVERLOADTHRESHOLD(BSC6900,BSC6910)
For an eGBTS:
Power required by all activated channels in the same timeslot of the target channel +
Power required by the call to be handed over Maximum output power of the PA +
INHOPWROVERLOADTHRESHOLD1(BSC6900,BSC6910)
l The target cell of an inter-cell handover must meet the following requirement:
Signal strength of the target cell Signal strength of the serving cell >
INTERCELLHYST(BSC6900,BSC6910) - BQMARGIN(BSC6900,BSC6910)

3.4 Handover Preventing a High-Level Uplink Signal from


Overwhelming a Low-Level Uplink Signal
NOTE

The eGBTS does not support this function.

If the uplink signal level difference between two calls exceeds 90 dB and the two calls occupy
two channels in the same timeslot, the lower-level uplink signal will be overwhelmed by the
higher-level signal. When this occurs, the quality of the call with the lower-level uplink signal
will deteriorate and a call drop may occur. Therefore, calls with greatly different uplink signal
levels must not be allocated to the same timeslot.

When QTRUCHANMANGSWITCH(BSC6900,BSC6910) is set to YES(Yes), the BSC


measures the difference between uplink signal levels every 0.5 second. If the highest uplink
signal level of a timeslot is 90 dB higher than the uplink signal level reported by the current
channel, the situation is recorded. If this situation lasts for a duration specified by
UPRXLEVLASTTIME(BSC6900,BSC6910) in the time specified by
UPRXLEVSTATICTIME(BSC6900,BSC6910), higher-level calls are handed over to another
timeslot.

3.5 Peak Clipping on Activated Channels


Due to the limitation of the total power supported by a PA, the total transmit power required
by all calls in a timeslot may exceed the total power supported by a PA. This results in
damage to RF components. To address this problem, Huawei uses the average peak clipping
algorithm to decrease the actual transmit power on activated channels on non-BCCH TRXs.
This implements peak clipping and prevents RF components from being damaged.

For the sake of CS performance on a network using the CS performance preferred policy, if
the power exceeds the power specifications and is overloaded, peak clipping is preferentially

performed on PDCHs. Peak clipping is not performed on TCHs until the peak clipping extent
reaches the predefined value and the power is still overloaded.
The MCPACUTPWRPRIPOLICY(BSC6900,BSC6910) parameter specifies whether to use
the average peak clipping or PDCH peak clipping preferred policy.

Average Peak Clipping


If the MCPACUTPWRPRIPOLICY(BSC6900,BSC6910) parameter is set to NOPRI(No
Priority), peak clipping is performed on channels without considering service types.
However, peak clipping is not performed on the BCCH.

PDCH Peak Clipping Preferred


If the MCPACUTPWRPRIPOLICY(BSC6900,BSC6910) parameter is set to CSPTPS(CS
Prior to PS), the BSC performs peak clipping on all PDCHs in a timeslot on a TRX based on
the value of MCPACUTPSCUTPWRRANGE(BSC6900,BSC6910), and considers the
decreased power as the sum of clipped power on all PDCHs.
l When the overloaded power is less than or equal to the sum of clipped power on all
PDCHs, the BSC performs peak clipping for the overloaded power only on PDCHs.
l When the overloaded power is greater than the sum of clipped power on all PDCHs, after
performing peak clipping on all PDCHs based on the value of
MCPACUTPSCUTPWRRANGE(BSC6900,BSC6910), the BSC performs operations as
follows:
If the peak clipping extent of TCHs is greater than
MCPACUTPSCUTPWRRANGE(BSC6900,BSC6910), the BSC performs peak
clipping for the remaining overloaded power on channels using the average peak
clipping policy.
If the peak clipping extent of TCHs is less than or equal to
MCPACUTPSCUTPWRRANGE(BSC6900,BSC6910), the BSC performs peak
clipping for the remaining overloaded power on TCHs.

on this timeslot to other timeslots. This increases the number of handovers in a cell.
When the power required by a call on the timeslot exceeds the maximum transmit power of a
transceiver (TRX) module, the TRX module performs peak clipping. This may decrease the
PS throughput, increase the call drop rate, and reduce the mean opinion score (MOS).

6.1 When to Use Dynamic Power Sharing


It is recommended that the dynamic power sharing be enabled when the power of carrier
exceeds the power specifications in the scenarios listed in Table 6-1.

Method of Calculating FR Load


In 1x3 frequency reuse mode, the frequency resource load (FR load) of the network is the
ratio of the number of TRXs to the number of frequencies available for frequency hopping. In
other frequency reuse modes, the FR load is calculated as an equivalent of the FR load in 1x3
frequency reuse mode. The method of calculating the FR load is as follows:

1. Obtain the frequency planning principle and calculate the total number of available
frequencies.
Generally, BCCHs adopt loose frequency reuse and TCHs adopt tight frequency reuse.
Therefore, the FR load only needs to be calculated TCHs, which means that the number
of BCCH frequencies needs to be subtracted from the total number of available
frequencies.
2. Calculate the number of TRXs in each cell based on network engineering parameters,
and obtain the number of BCCH frequencies that needs to be subtracted from the total
number of available frequencies.
The following formula is used to calculate the FR load for a cell: FR load = (Number of
TRXs -1)/(Number of available TCH frequencies/3)
For example:
In a network that uses baseband frequency hopping and 94 frequencies of P-GSM 19 MHz,
the BCCH adopts the 6x3 frequency reuse mode with two protective frequencies. No
frequency is reserved for indoor coverage.
If there are seven TRXs in a cell, the FR Load of the cell is calculated as follows:
FR load = (7 1)/{[94 (6 x 3 + 2)/3]} = 24.3%

Method of Calculating the Distance Between Sites


Calculate the distance between a site and its nearest neighboring site based on their longitudes
and latitudes.
The detailed calculation method is as follows (when the following conditions are met):
The longitudes and latitudes of the two sites are (Lon1, Lat1) and (Lon2, Lat2).

Method of Calculating the Traffic Volume on Each Channel of a Cell


Traffic volume on each channel of a cell = Traffic Volume on TCH/Available TCHs
l This formula is used to calculate the traffic volume on each channel of a Huawei GSM
cell. The counters Traffic Volume on TCH and Available TCHs in the formula can be
extracted from BSC traffic statistics. If you want to calculate the traffic volume on each
channel of a cell from other vendors, obtain the appropriate formulas.

6.2 Required Information


Obtain the maximum output power of TRX modules in a cell, the number of carriers
configured on each TRX module, and the power of each carrier to determine whether to
enable this feature. If the total power of all carriers configured on a TRX module exceeds the
maximum output power of the TRX module, enable this feature. Otherwise, do not enable this
feature.

l Frequency band and cells: All activated TRXs on a multi-carrier RF
module work on the same frequency band and in the same cell. For a
concentric cell, these activated TRXs are all configured in overlaid
subcells or underlaid subcells.
l PS channel allocation: During PS channel allocation, if the remaining
power for a timeslot is lower than the maximum transmit power of
the TRX, the channel on this timeslot cannot be converted to a
PDCH.
l Cell configuration: To prevent cell congestion and improve network
performance after Dynamic Power Sharing is enabled, set
CHPWRINSUFFALLOWED to YES(Yes) and CIRESTVALUE to
10.
l TRX configuration: The percentage of the number of configured
SDCCHs and PDCHs to the total number of channels in a cell is not
higher than 30%. It is recommended that static PDCHs be configured
on the BCCH TRX and that one SDCCH be configured on each
timeslot.

After this feature is enabled, pay attention to KPIs such as call drop rates, handover success
rates, assignment success rates, and congestion rates.

The number of peak clipping times is an indication of the power sharing effect. If
the number of peak clipping times increases, check whether channel configuration
and power control parameters have been adjusted, and continue to observe
handover counters related to power insufficiency.
l Handovers due to power insufficiency
Counters of this type indicate the number of handovers due to power insufficiency and
the success rate of such handovers.
If excess handovers are performed due to power insufficiency and the handover
success rate is low, the overall handover success rate may decrease. In this case,
decrease the value for
OUTHOPWROVERLOADTHRESHOLD(BSC6900,BSC6910) and increase the
value for INHOPWROVERLOADTHRESHOLD(BSC6900,BSC6910).
If only a few handovers are performed due to power insufficiency, peak clipping
may be triggered too many times. In this case, increase the value for

The gains brought by the GSM Dynamic Power Sharing feature are associated with the total
power of PAs. The power control algorithm controls the power of all activated channels
between the upper and lower thresholds for downlink signal level. High thresholds for
downlink signal level results in high power of all activated channels. However, excessively
high thresholds minimize the gains brought by this feature and deteriorates network quality.
To maximize the gains brought by this feature, set the
