Table 1 includes the 2017 year-to-date totals (January), for planning and building permit applications,
encroachments and code compliance cases with a comparison to January 2016. As indicated in the table,
there has been a 9% increase in planning permits, building permit applications decreased 23%,
encroachments applications decreased 58% and the number of Code Compliance cases increased 50%.

January 2017
TO: Honorable Mayor and City Council Members
The performance goal for Code-3 (life threatening emergency-lights & siren) ambulance calls with a
response time of 5 minutes or less from dispatch to arrival is 95%. For the month of January 2017 the
ambulance was unable to meet the performance measure at 94% with (2) code-3 call responses over 5
minutes.
The performance goal for Code-3 (life threatening emergency-lights & siren) fire calls with a response

TO: Honorable Mayor and City Council Members
During the month of January, forestry and public works staff were very involved in addressing
the need for storm damage repairs and cleanup throughout the City. The on-call tree service
contractors were very responsive and effective in attending to the Citys needs for emergency
tree work. For the first bout of storms in January, they had crews working on the weekends and
weekdays to respond to 23 significant incidents ranging from fallen trees to broken hanging
limbs. Six public Monterey pine trees had to be removed as a result of the January storm
events.
No new trees were planted due to storm response and cleanup priorities. One tree was replaced
after the original planting was run over by a vehicle.
In the North Dunes habitat restoration area, the contract biologist, Joey Canepa, continued with
ice plant removal and planting new native plants, both independently and with volunteers, and
with the assistance on a Saturday from a MEarth work group. She is also monitoring the
Tidestrom lupine sites for any seed germination since several of these areas have recently been
fenced off and are not being trampled by foot traffic any longer. Ms. Canepa and the City
Forester met on-site with representatives from the Carmel Beach volleyball community to
discuss options for slightly shifting the four volleyball courts to increase the buffer between the
court activity and the restoration areas. Also in the North Dunes, one of the City on-call tree
contractors cut down two dead and decayed Monterey pines to eliminate the potential of them
falling during a storm event. The tree debris will be cleaned up when additional dead trees and
acacia removals begin in February. Staff is developing a chronological plan that outlines work
efforts.
Staff met with a representative from the Friends of Mission Trail Nature Preserve to review
plans to collaborate on completing several small projects in the Preserve such as fencing
repairs, sign installation, and additional trash cans.
Beautification Funds
To date, funds from the Beautification Fund are being used for installation of new rod and cable
fencing along the Scenic Pathway, short-term repairs to the Scenic Pathway landscape barriers,
revitalization of the Ocean Avenue medians landscaping, contracts for removal of dead trees,
stump grinding, supplemental tree watering, and landscape design contracts with Scott Hall for
the Scenic Rd. pathway and Joni Janeckis work at San Antonio and Fourth,
