Established since 1986

CONSTITUTION and BY-LAWS

These rules and regulations have been adopted by the founding officers upon recommendation and approval of
the IECEP-Mother Chapter. They are the product of serious and mature deliberation, reinforced by the compilations
from a number of authoritative sources. They have been adopted in the firm belief that they will promote the welfare of
all concerned particularly the members of this organization.

All officers, the executive committee and members are therefore enjoined to abide by observe the rules, by-laws,
and regulations set thereof.

VISION

IECEP-MIT shall be a distinguished organization of Electronics Engineering students of Mapua Institute of


Technology and of its Mother Chapter by developing and nurturing competent, virtuous, productive and well-rounded
Electronics Engineering students of the Institute.

MISSION

To foster fellowship among Electronics engineering students both inside the Institute and with other students
of the recognized chapter.

To contribute to the physical, intellectual, and social development of each member.

To keep ECE students informed with the latest trends and changes in the field of Electronics Engineering.

To uplift the honor and prestige of the mother chapter, through various activities sponsored, initiated and
participated in by the organization.

PREAMBLE

We, the Electronics Engineering students of Mapua Institute of Technology, imploring the aid of the Divine
Providence and firmly believing that the intellectual, physical and social well-being can be achieved only through
unity, understanding and cooperation, believing that a strong and independent student organization can best serve in
upholding the students individuality; and believing further that a responsible, unified and active student organization
is essential in fostering harmonious and progressive relations among students do hereby ordain and promulgate this
Constitution and By-laws.

ARTICLE I NAME and DOMICILE

Section 1

The organization shall be known as the Institute of Electronics Engineers of the Philippines Mapua Institute
of Technology Chapter.

Section 2

The organization shall be located inside the Mapua Institute of Technology campus located at Muralla Street,
Intramuros, Manila.

ARTICLE II ORGANIZATIONAL SET-UP

Section 1

The organizational set-up shall be based on the principles of non-political, non-partisan, and non-sectarian body. It
shall assume the role of a student body devoted primarily to the intellectual development of Electronics Engineering
students of Mapua Institute of Technology.

Section 2

The organization shall be a part of an anti-drug abuse system that participates in self-awareness and drug prevention
activities.

ARTICLE III DEFINITIONS

1. ORGANIZATION refers to the Institute of Electronics Engineers of the Philippines Mapua Institute of
Technology Chapter

2. MOTHER CHAPTER refers to the Institute of Electronics Engineers of the Philippines - Manila Student
Chapter

3. ACTIVE MEMBERS refers to any constitutionally recognized member whose names appear in the official
roster of the organization for the current term

4. OFFICERS refers to the constitutionally elected and appointed working body including the President,
Internal Vice President, External Vice President, Secretary, Treasurer, Public Relations Officer, Committee
Heads, Representatives, committee members (of IVP and EVP) and Presidential Staff

5. IECEP-MIT ALUMNI refers to active members with zero or no academic units left (e.g. paying residency fee
for exit exams only) or has conferred a degree from the Institute

6. OUTGOING OFFICERS - refers to all the graduating officers of the current term (marking the end of the
tenure) and/or those who do not seek for office for the upcoming term (marking the start of new tenure)

7. AFFILIATE MEMBERS - refers to any active member of the organization who shifted to another program but
continuously shows eagerness and commitment to continue his/her membership status

8. TENURE refers to two consecutive terms of the Academic Year

9. TERM refers to each quarter of the school year

ARTICLE IV MEMBERSHIP AND ACCEPTANCE

Section 1: QUALIFICATIONS

To qualify as an applicant of IECEP-MIT, he/she must:

1. Be a bona fide majoring ECE student with an Electronics subject during the application period.

2. Be of good moral character.

3. Have at least 48 remaining units prior to application.

The IVP may change the course requirement as qualification for application as deemed necessary.

Section 2: REQUIREMENTS

Aspirants are to undergo an orientation seminar, which is a must for them in order to be familiarized and
informed regarding the organizations activities and objectives. They are to fulfill the requirements set by the
constitution and by laws in order to be accepted as members of the organization.

The credibility of an applicant is established by grading his/her accordingly and confidentially. The grading
shall be based on the following requirements:

1. ORIENTATION SEMINAR (10%)

This is a must for the applicants. This shall commerce on one or two Sunday(s) depending on the availability
of the applicants. The Internal Vice President shall preside the seminar together with the help of all officers. This is to
orient and update the applicants as well as to put up the important matters related to the organization.

2. TECHNICAL ACTIVITIES (60%)

These are the primary activities on the technical aspect consisting of seminars, plant visits, film showings, and
the like which the applicant must attend to. A minimum of four (4) technical activities (two seminars and two plant
visits or any combination) is required for the applicant in order to meet the percentage requirement.

3. NON - TECHNICAL ACTIVITIES (30%)

These are the activities planned and proposed seasonally by the organization consisting of parties, sports fest,
foundation day affairs, occasional gathering, outings, outreach programs, and the like. These activities are to be
discussed to the applicants in the orientation seminar.

4. MERITS

These are the additional points for voluntary actions of an applicant, which indicate his/her enthusiasm for
wanting to join the organization. Merits shall not exceed 10% of the over-all requirement.

TOTAL (100%)

The applicant must have at least a total percentage of 70% in order to be accepted as member of the
organization.

In the event that the IVP decides to lower the passing requirement, an applicant must have attended at least
half of the technical activities to pass regardless of points accumulated to his/her name.

Section 3: ACCEPTANCE

A qualified applicant accepted for membership shall be given the rights and duties of an IECEP-MIT Chapter
member on the induction day to be held at the end of every even quarter.

Section 4: RENEWAL

Active members are obliged to renew their membership to the chapter to be held at the start of every odd
quarter and yearly to the mother chapter. Otherwise, his/her privileges will be revoked and should be given a reactive
status in the next renewal period. A newly inducted member is automatically renewed prior to the start of the tenure.

Section 5: REACTIVATION

Inducted members of the organization who have been inactive during the previous terms as evaluated by the
previous Internal Vice President, shall be given the reactive status. Reactivees are required to complete a set of
requirements as provided by the present Internal Vice President. However, those who were inactive for a year or more
will have to reapply. Thus, obliging them to comply with the requirements set for the applicants.

Section 6: HONORARY MEMBERSHIP

Any bona fide ECE student of the Institute regardless of year level whose contribution/s and/or action/s during
the previous terms has/have led to the betterment and remarkable recognition of the organization. However, the
privilege of becoming an honorary member of the organization shall only be given upon the recommendation of the
IVP, approval of the President and attendance to the induction ceremonies.

Section 7: PROHIBITIONS

An applicant who shifted to another program during his/her application period shall not be qualified to
continue the application process.

Section 8: AFFILIATE MEMBERSHIP

An active member of the organization that inevitably changed his/her program but shows eagerness and
commitment to continue his/her membership to the organization shall be considered as an affiliate member, provided
that:

He or she is qualified for renewal of membership as evaluated by the previous Internal Vice President
He or she shall submit a letter of intent addressed to the President and Executive Board Chairperson expressing
his/her eagerness and commitment in supporting the endeavors of the organization within the renewal period.
The President shall approve the affiliate membership with advice of the Executive Board.

Affiliate members will have the same privileges as the active members except for their right to vote and assume
electoral and appointed positions in the organization.

ARTICLE V EXECUTIVE BOARD

Section 1: DEFINITION

The Executive Board shall function as a body renewing and regulating decisions and activities of the officers
and to check the constitutional welfare of the organization in every action taken by the officers. In case of conflict of
decision with the officers, the advisers or the Executive Board will judge the action themselves when urgently needed.
The Executive Board shall receive the problem in written letter provided by the Executive Committee. The Executive
Board shall assume the responsibility of assuring the financial stability of the organization.

Section 2: COMPOSITION

The Executive Board shall consist of a Chairperson, a Board Auditor, and four (4) members. The Chairperson
is to be selected by the outgoing Executive Board Chairperson. The Executive Board members are to be selected by the
incoming Executive Board Chairperson and screened by the outgoing Executive Board. The incoming Board members
and chairperson shall convene on a special meeting to appoint the Board Auditor.

Section 3: QUALIFICATIONS

The incoming Executive Board shall be selected from previous officers or from active members strictly
satisfying the following requirements:

1. He/She must have a latest weighted average of at least 3.0;

2. He/She must be of reputable character;

3. For the chairperson, he/she must be a previous officer and at least fourth year level standing as indicated in
his/her Certification of Matriculation (CM); and

4. For the members, he/she could be a previous officer or an active member since his/her induction rites with at
least third year standing, as indicated in his/her Certification of Matriculation (CM).

Section 4: PROHIBITIONS

A previous officer taken by outgoing officers to compose the Executive Board may decline in the event that
he/she aspires for re-election in the office. A previous officer not taken to compose the Executive Board may be
nominated for re-election. Once an officer has become a member of the Executive Board, he/she is no longer eligible for
re-election in the Executive Committee; however, he/she may still be qualified for the Executive Board if he/she satisfies
the following requirements set by this constitution.

The Executive Board Chairperson is not allowed to run for office in the graduating class or in any organized
bodies and organizations founded by the students duly recognized by the administration of the Mapua Institute of

Technology.

The Board Auditor shall no longer become a part of either Executive Committee or Executive Board. He/She
surrenders his/her rights of becoming an officer after his/her term of office.

Section 5: SPECIAL FUNCTIONS

The Executive Board has the right to appoint capable and active member/s in case of vacancies in the
appointed positions.

The Executive Board has the right to be consulted and informed with the disbursement and expenditures made
by the officer.

The Executive Board has the right to be consulted and informed by the President with all the activities that the
organization will undertake.

Section 6: DUTIES AND RESPONSIBILITIES

The Executive Board shall have the following duties and responsibilities:

1. Evaluation of the performance of officers;

2. Conduct leadership training seminars or activities;

3. Preside nomination;

4. Screen nominees;

5. Prescribe election proceedings; and

6. Monitor and check the activities of the organization.

Section 7: FUNCTIONS OF THE BOARD AUDITOR

He/she shall prepare a quarterly financial audit report to be submitted to the President and Executive Board
Chairperson. The financial audit report must clearly state the financial standing of the organization based on his/her
audit findings.

He/she shall not be given voting rights on executive board meetings and shall not be involved in the electoral
proceedings.

ARTICLE VI EXECUTIVE COMMITTEE

Section 1: DEFINITION

The Executive Committee shall function as a body taking care of the quarter term routines as well as planning
the proposed projects and activities of the organization with the approval and consent of the Executive Board and the
adviser. The Executive Committee consists of the President down to P.R.O.

Section 2: QUALIFICATIONS

A candidate for the Executive Committee shall either be an outgoing officer or an active member of the
organization. Candidates should not be a former member of the Executive Board, and should not hold office in the
graduating class or in any other organized bodies and organizations duly recognized by the administration of the
Institute. Candidates must have a weighted average of at least 3.00 and possesses good outstanding moral character
with the organization.

Section 3: PROVISIONS

1. In the event that the elected officer acquired his/her final grade report and knowing he/she cannot comply
with the previous section requirement or worse, he/she is probationary and is granted the option to resign.

2. During vacancy, the person who can fill the position will come from the candidates (priority shall be given
to the person garnering the second highest votes) for such position that is capable of handling it. Otherwise, the
Executive Board shall decide whether to have a special election or to appoint present officer or qualified
members.

Section 4: NOMINATIONS

1. An outgoing officer may be nominated for re-election in any other position not lower that his/her proceeding
position.

2. Applicants of the current term may be nominated for candidacy provided that such individuals possess
leadership potentials and other qualities of a good leader. However, applicants may only be nominated for the
position of P.R.O.

3. All nominees however are subject to screening and evaluation by the Executive Board.

The Executive Board shall review the total number of candidates. Only seven (6) of whom, unless provided by
the Executive Board shall take office as elected in the form of secret ballots, by the simple majority of active members

and applicants.

Section 5: OBLIGATIONS

1. PRESIDENT

The President shall be the chief executive of the organization and such; he/she shall be responsible for the
smooth operation of the organization activities. His/her duties are as follows:

a. To initiate/preside over every meeting;

b. Issue special assignments to members and officers, as well as pooling manpower for the
organizations activities;

c. Approve disbursement and expenditures;

d. Plan, lead, organize, and control specific goals and objectives for the organizational term of office;
and

e. Report to the Executive Board all the planned activities of the organization before putting it into
action.

2. INTERNAL VICE PRESIDENT

The Internal Vice President shall be responsible for all the internal activities of the organization. He/she
shall be responsible in preparing the documents for the activities of the organization and shall be responsible
for the evaluation of all the applicants and members of the organization. Moreover, he/she must submit a
report on the activities undergone by the organization to the mother chapter (if applicable), adviser, and a
portfolio to the Office of Student Affairs.

3. EXTERNAL VICE PRESIDENT

The External Vice President shall represent the organization on agreements with other parties. He/she
shall be responsible for all the external activities of the organization in the planning and scheduling of
proposed activities of the organizations during his/her tenure.

4. SECRETARY

The Secretary shall keep the records of all organizational activities - including registration and attendance
sheets during activities, as well as agenda and minutes during meetings. As a custodian of records, he/she has
no right to divulge confidential information without the approval of the President. The Secretary must assure
integrity of all records during all organizational events.

5. TREASURER

The Treasurer shall be responsible for all the funds accumulated in every event of the organization.
He/She will only release money within 3 days after the Presidents approval of the monetary proposal, and
must liquidate the expenses or income from the activity within 7 days after the completion of the activity. The

treasurer shall report the former tenures financial standing to its officers and members during the general
assembly. PUBLIC RELATIONS OFFICER

6. PUBLIC RELATIONS OFFICER

The Public Relations Officer shall be responsible for the promotion of the organizations activities
including its legalities and other related matters. He/she must cover and take photos of the events and keep the
members updated with all the trends and current issues of the Institute and our organization. He/she shall
work hand-in-hand with the P.R. Committee Head.

Section 6: TERM OF OFFICE

All officers shall serve only for 6 months; covering two quarters of the school year, particularly the 1st and 2nd
term, then 3rd and 4th terms. They may be elected or serve another position as provided by Article VI and VII of this
constitution.

Section 7: SPECIAL OBLIGATIONS

All officers are required to allocate at least three (3.0) hours per week to be able to help in the chores of the
secretary as table keepers. If by any chance that the concerned officer failed to do so, he/she is given the option to resign.
The decision is under the supervision of the Executive Board.

All officers shall submit a monthly written report to the Executive Board stating their program of activities,
accomplishments and/or unaccomplished projects.

ARTICLE VII ELECTIONS

Section 1

Election of the Executive Committee shall be held every second half of the tenure while the appointment of the
Executive Board shall be held after the election of the Executive Committee.

Section 2

The active members and alumni shall elect the members of the Executive Committee. The applicants shall be
given the privilege to vote on the basis of passing the requirements set by the IVP prior to the date of election.

The IVP shall endorse the list of active members and qualified applicants to the Executive Board at least 3 days
before the date of election. Failure of the IVP to submit the list of qualified applicants shall nullify the privilege of the
applicants to vote.

Section 3

The nomination and election for the President, Internal Vice-President and External Vice-President will be
divided into three different electoral positions.

Section 4

All positions are based on a one (1) point system.

Section 5

A committee on elections, which shall be composed of the outgoing Executive Board, shall conduct the
proceedings necessary before, during, and after the election. The committee on elections shall set an order pertaining
special cases (like tie votes) before the election process. Therefore, all officers are enjoined to abide by the rules and
regulations set thereof by the committee.

Section 6

All candidates who shall seek office in the Executive Committee are subject to a screening exclusively done by
the outgoing Executive Board.

ARTICLE VIII MEETINGS

Section 1

A general meeting shall be held twice a month to discuss matters pertaining to the organizations important
activities. Each meeting shall start with a brief prayer then proceeded by the reading of the agenda of the day; to be
followed by a brief financial report of the treasurer. Discussion will proceed if matters regarding finances are settled.

Section 2

The first meeting in a regular term, exclusively for members, shall discuss the outline of the activities to be
accomplished by the organization for the whole term and includes the signing of the pledge. Orientation Seminar shall
then be the first meeting for the applicants. The third to the last meeting for the term shall be allotted for the
nominations while the second to the last meeting shall be for the presentation of the candidates. The last meeting shall
be allotted for the proclamation of new officers and the discussion of the Induction Ceremonies.

Section 3

Only the President or any Vice-President in the absence of the former shall be authorized to call a meeting.

A notice of meeting shall be passed citing the venue, time, and date of the meeting at least three (3) days.

Section 4

Emergency meeting may be called without compliance to the stated requirement in the event that certain
matters have to be decided at a short notice

Section 5

Officers meeting shall be held weekly depending on the availability of time of the officers and penalties shall be
imposed upon those who are late or absent except for considerable excuse. The extent of the penalty shall depend on the
consensus whatsoever of all officers. Non- appearance for three (3) consecutive meetings without any notice of absence
will mean abandonment of post.

ARTICLE IX SUSPENSION

Any member of the organization can be suspended by a motion of at least three-fourths (3/4) of the active
members of the organization on the following grounds:

1. Doing any act that would tarnish the honor of the organization.
2. Continual lack of interest in the activities of the organization.
3. Violation of any provision of this constitution for personal motives.

The present Executive Board shall provide measure of suspension.

ARTICLE X IMPEACHMENT OF RECALL

Section 1

Any of the following shall constitute as grounds for impeachment/s or recall of an organization officer:

a. Willful violations of the Constitution, By Laws, Regulations and Resolutions of the organization.

b. Misappropriation of organizations funds and properties

c. Gross misconduct unbecoming of an IECEP-MIT officer.

Section 2

The following procedures shall govern impeachment and recall proceedings:

a. A formal letter signed of at least 50% of all applicants and members addressed to the Executive Board shall initiate
impeachment and recall proceedings.

b. The aggrieved party shall be given ample time to defend himself through a written explanation.

c. The petition shall then be evaluated and decided by the Executive Board.

d. Judgment of the impeachment shall have perpetual disqualification of officership and termination of membership as
well

e. The decision of the Executive Board shall be final and executory.

ARTICLE XI RESIGNATIONS

Section 1

Any of the following shall constitute as grounds for resignation of an organization officer:

a. Health reasons;
b. He/ She cannot devote any time for his/her obligation in the organizations; and
c. He/ She won an electoral position in another organization recognized by the school.

Section 2

Any officer who decided to resign shall submit a formal letter addressing to the Executive Board Chairperson,
stating his/her reason for resigning in the said position.

ARTICLE XII FINANCES

Section 1

A fund shall be maintained and improved by the organization for its financial obligations.

Section 2

The organization shall sponsor fund raising activities which shall be spearheaded by the Project Committee
Head.

Section 3

The fund shall be used only in activities beneficial to the organization in particular and to the members in
general.

Section 4

All accumulated funds shall be deposited in a reputable bank under the name of the organization with the
Treasurer and the President as authorized signatories. The bankbook shall be entrusted to the Treasurer for
safekeeping.

Section 5

The cash flows shall be put in record. A brief financial statement as prepared by the Board Auditor and the
Treasurer shall be discussed to the officers during the regular weekly meetings.

Section 6

If by any chance that there be a short in the money after a day of operation at the secretarys table, it shall be
immediately noted by the Treasurer and immediately reported to the President.

ARTICLE XIII REPRESENTATIVES

Section 1

The president shall appoint only one sole representative of the organization for the Central Student Council
and Council of Organization of the EECE Student Council.

The Central Student Council/Council of Organizations Representative of Institute of Electronics Engineers of


the Philippines-Mapua Institute of Technology chapter shall be responsible in monitoring the calendar of activities of
the CSC and COO by attending their monthly meetings.

Section 2

The president shall appoint a representative of the organization in IECEP Manila Student Chapter. He/She
shall assume the position of MSC Representative.

He/She is responsible in coordinating with the Manila Student Chapter and representing the organization in
their meetings.

Section 3

Representatives are screened and duly appointed by the President from capable active members. He/she must
not be a former member of the Executive Committee.

ARTICLE XIV COMMITTEES

Section 1 Academic Committee

The Academic Committee shall function as to develop the intellectual aspect of every member of the
organization. Such committee comprises of the Academic Committee Head with latest weighted average of not less than
2.50. The head is responsible for organizing quiz shows that fosters and hones knowledge to the members of the
organization. He/she will be responsible in finding qualified applicant/s or member/s to take the Peer Advising
Examination. Also, he/she is responsible in designating participants representing the organization to other quiz shows,
if possible. The committee as a whole must also conduct study sessions so as to uphold the academic standing of the
members of the organization.

Section 2 Newsletter Committee

The Newsletter Committee shall function as contributors for the publication of a regular newspaper of the
organization known as the Gazette/Gazetta/O.T: Our Trend. The Newsletter Committee head shall function as the
editor-in-chief of the newsletter. The Editor-in-chief shall choose and appoint staff from the members of its committee.

Section 3 Project Committee

The Project Committee shall be responsible mainly with the improvement and maintenance of the
headquarters and bulletin boards. The Project Committee head shall organize an outreach program as required by the
Office of Student Affairs.

Section 4 Public Relations Committee

The Public Relations Committee is the center of every activity where almost all the functioning committees
primarily depend on its ability to disseminate the necessary information to its members. Such committee comprises of
the PR committee head that will organize a seminar regarding personality development.

Section 5 Sports Committee

The Sports Committee shall function as to recognize the Inter-Org Sports fest of the EECE Student Council
and the various student chapters athletic teams, plan special tournaments, and ensure that every member will
contribute to the physical development of oneself. The Sports committee head shall also organize the sports fest of the
organization.

Section 6 Technical Committee

The Technical Committee shall function as to planning and preparing electronic workshops and other

technical oriented activities of the organization. The Technical committee head shall be responsible in providing
certificates for the speaker of each seminar that the organization will provide.

Section 7

All committee heads are screened and duly appointed by the President, Internal Vice President, and External
Vice President from capable active members with the recommendation of outgoing committee heads.

All committee heads shall submit to the Executive Board a monthly report stating their program of activities,
accomplishments and/or unaccomplished projects.

ARTICLE XV SPECIAL COMMITTEES

Section 1

The president may appoint up to three active members to form his/her staff. They shall assume the position of
the Presidential Staff, and shall assist to the associated needs of the President and perform other related duties and
responsibilities as imposed by the President.

Section 2

The Internal Vice President shall appoint two members to form his/her committee. They shall assume the
position of IVP Committee Members. They shall assist the IVP in performing his/her duties and responsibilities.

Section 3

The External Vice-President shall appoint two members to form his/her committee. They shall assume the
position of EVP Committee Members. They shall assist the EVP in performing his/her duties and responsibilities.

Section 4

The secretary may appoint one active member to serve as his/her staff for the whole tenure. He/she shall
assume the position of assistant secretary.

Section 5

The treasurer may appoint one active member to serve as his/her staff for the whole tenure. He/she shall
assume the position of assistant treasurer.

Section 6

The Public Relation Officer may appoint one active member to serve as his/her staff for the whole tenure.
He/she shall assume the position of assistant PRO.

ARTICLE XVI EVALUATION SYSTEMS

The Executive Committee shall be evaluated to assess their performance. Evaluation shall commence every
end of the month to be done by the Executive Board. They are able to evaluate on leadership, punctuality, quality,
quantity of the output, initiative and resourcefulness and public relation.

ARTICLE XVII REVISIONS

Revisions may be done in parts or in whole to the provisions of this constitutions with the concurrence of more
than one-half (1/2) of the active members of this organization. When a founder is informed but fails to appear before the
convention, it shall be assumed that he/she is in favor of such revisions.
