1 INTRODUCTION
The purpose of this Waste Water Management Plan in PMC stage is to describe the plan of waste water
handling which will be generated during several PMC activities on the Barzan Onshore EPC Project.
Environmental Management Plan (B-S-B00-1100-401) is providing the guidance of Environmental
Management System (EMS) to JGC and its subcontractors. The chemical waste water shall be treated
and disposed to the designated waste water pond with the compliance with the EMS.

This plan is applicable to PMC waste water which will be generated from various areas of the plant.

5 HEALTH, SAFETY, ENVIRONMENT AND SECURITY


The PMC team shares the project goal of no harm to people and no damage to the environment during all
phases of the project. The PMC team will ensure this goal is a shared value with the subcontractors
associated with PMC activities. PMC will adhere to the project SHE&S policy, plans, and procedures as
detailed in Specification for Site SHE&S Plan Parts 1 -7 (B-S-B00-1100-001).
Some of our key activities will be:
Ensure all personnel associated with PMC are correctly trained for the tasks to be undertaken.
Ensure all personnel associated with PMC are trained in the safe behavioral safety program.
Ensure no work is carried out until the hazards are suitably identified and reduced to ALARP.
Ensure suitable measures are put in place to reduce or eliminate the risks associated with high risks
activities such as SIMOP.
Ensure all work parties to take the countermeasures which are raised through Job Safety Analysis
(JSA).
Workshop will be held over JGC PMC staffs, JGC SHE&S staffs and Company to define Job Safety
Analysis. The defined / approved JSA will be reviewed by all work parties prior to the implementation
Ensure all work parties to have JGC Safety Task Instruction (JSTI) to identify the local risk before the
work.

6 ROLES AND RESPONSIBILITIES


Refer to Section 4 of Environmental Management Plan (B-S-B00-1100-401) for JGCs overall roles and
responsibilities. Specific roles and responsibilities for PMC staff are described in this section.

6.1 JGC PMC Manager


JGC PMC Manager holds the highest responsibility for ensuring compliance with all applicable HSE
legislation and standards during PMC phase under direction of Site Manager. He will set the example with
respect to EMP and will act as follows;
Provide an approved PMC waste water handling plan (this document) and ensure that the plan
meets the EMP/EMS requirement
Direct the safe and proper operation of waste water handling
Implement this plan effectively, train the work force and monitor the site condition
Ensure that JGC PMC personnel and subcontractor are aware of their environmental protection
responsibilities
Attend EMP meeting
Review environmental incident reports, if any
Delegate responsibilities and assign appropriate and experienced staff to support the
implementation of this plan
Provide the resources necessary to facilitate implementation of this plan
Require the participation of all departments and subcontractors

6.2 JGC PMC Chief Engineer


JGC PMC Chief Engineer has the responsibility for;
ensuring the implementation of PMC waste water handling plan
coordinating waste water handling works with the related personnel (Company, Subcontractor, JGC
Field SHE& S supervisors and Construction team)
supplying the required information and procedures to the related personnel
organize regular meeting to share the waste water status over Company, Subcontractor, JGC
Environmental Coordinator and Construction team (PMC Waste Water Handling Meeting) and lead

the PMC waste water handling / destination, receiving an advice/instruction by JGC Environmental
Coordinator and Company
check the data and report by JGC Environmental Monitor to identify any necessary change to
improve
plan and initiate the corrective actions, if required
organizing equipment routine maintenance, if necessary
ensuring that any safety precautions are in place at proper locations

6.3 JGC PMC Supervisor


JGC PMC Supervisor has the responsibility for;
waste water handling plan implementation
work assigning (and control) to PMC Support Team for all preparation work and assistance
conduct PMC waste water sampling and quick analyses with Subcontractor & JGC Environmental
Monitor
administration of PTW for waste water handling
monitoring all isolation points, Red Spade, double block and bleed etc and ensuring proper
implementation of any operation change
giving good understanding of waste water handling plan to all work party
controlling job status during shift and ensuring corrective actions, if necessary
ensuring safety equipment is operable (Shower and Eye Washers etc..)
ensuring good communication between different team members

6.4 Temporary Waste Water Treatment Package Operator (Subcontractor)


Designated subcontractor has the responsibility for;
waste water handling plan implementation under the direction by JGC PMC staffs
proper chemical storage and handling as per Spill Prevention and Response Procedure (SPRP,
B-S-B00-1100-403)
good understanding of waste water handling plan
conduct PMC waste water sampling and quick analyses with JGC PMC Supervisor & JGC
Environmental Monitor
reporting to PMC staffs regularly
having good communication with the related personnel (Company, JGC PMC staffs, JGC Field
SHE& S supervisors and Construction team)

6.5 JGC Environmental Coordinator roles

7 PMC WASTE WATER HANDLING OVERVIEW


Barzan Onshore EPC Project has permanent waste water treatment facilities, irrigation water system and
water well injection system. However, from the schedule point of view, these permanent facilities will not
be fully lined-up when PMC activities and PMC waste water generation is started. Therefore, PMC waste
water handling will be planned using the temporary facilities with the partial usage of permanent facilities.
As the final destination of PMC waste water, the permanent facility of retention pond and Evaporation
Pond will be used.
The permanent facility of retention pond will be ready when PMC activities are started (M29). The
retention pond consists of two components: a lined upstream section (B87-A014) and an unlined section
(B87-A016). The upstream section has a skimmer that will feed floating hydrocarbons to the oily water
treatment system. The downstream section is an evaporation/soak-away pond.
PMC waste water can be categorized into Non Chemical Waste Water, Chemical Waste Water and High
COD / TSS Chemical Waste Water. Considering the qualities, each destination is defined as shown below.
APPENDIX-1 shows the conceptual drawing of the chemical waste water handling.

Since Non Chemical Waste Water does not contain the components which affect to acceptable
disposed water quality to B87-A016 (See section 8.1), they will be conveyed via Open Ditch which is
connected to B87-A014. APPENDIX-3 shows Non chemical waste water disposal schedule to Open
Ditch. To ensure these Non Chemical Waste Water are meeting RLC Landscape standards (See the
table on Section 8.3.1), periodical handy sampling and analysis by handy type instrument for each
waste water will be conducted. The sampling plan is shown on the table below;

experience and the information as of Aug-12).
9 Intermediate Rinsed Water after Chemical Cleaning

The handling details are described in Section 8.


Chemical Waste Water shown above are planned to be conveyed to Temporary Pond with
membrane layer which will be located at east of B262. Temporary Pond will be designed to have
the segregation walls to provide the compartments for oil skimming and depositing any debris. Oil
suspended on oil compartment will be removed and the debris accumulated at the bottom of the

compartment will be vacuumed /removed periodically. Then, the top clear layer water will be pumped
to Temporary Waste Water Treatment Unit. After the treatment, the treated water will be finally
conveyed to B87-A014 or B87-A016.
APPENDIX-4 shows the chemical waste water disposal schedule to Temporary Pond.

3) Chemical Waste Water (High COD / TSS Waste Water)

The handling details are described in Section 8.


Citric Acid will be used for low pH step of acid cleaning activity. Citric Acid is organic compound and
the source of high COD. One chemical cleaning sub-contractor indicated that the expected COD in
the waste water is more than 30,000 mg/L. The dilution by non-chemical waste water or air bubbling
will not be enough to meet the criteria to discharge the retention pond. And, the accumulated deposit
will be vacuumed from the provided compartment at Temporary Pond. This waste water will be high
content of TSS.
As the final destination of these High COD / TSS waste water, Evaporation Pond with membrane
layer will be constructed. The planned location is plant south. The conveyed water (with sludge) will
be dried-up under sun light, then, the contaminated membrane will be disposed as Industrial Waste
finally.
APPENDIX-5 shows acid cleaning chemical waste water disposal schedule. This is showing;

17 PMC activities are listed in Section-4. Each PMC activity is composed of multiple steps and each step
potentially generates waste water. APPENDIX-2 shows the expected waste water quality and quantity in
each activity. It is the basis of the waste water disposal schedule.

However, this reuse is depends on the water quality of the dumped water and the timing of 2
Chemical Cleaning activities. The details will be established later at site (Hold).

8 DETAILS OF CHEMICAL WASTE WATER HANDLING

8.1 Chemical Waste Water Collection to Temporary Pond


One of the key elements for this plan is how to collect the chemical waste water which will be generated at
various places of the site into one place (Temporary Pond). Since it is not realistic to provide temporary
piping from each waste water producer to Temporary Pond, the permanent piping of Blowdown Collection

Header and Chemical Service Collection Header are planned to be used as chemical waste water transfer
line to Temporary Pond. Temporary piping will be connected at the nearest location with Temporary Pond
and they will be extended to Temporary Pond. Another set-up is long temporary piping from B150 to
Temporary Pond.
APPENDIX-2 shows the conceptual waste water delivery route and APPENDIX-6 shows the temporary
piping & hose set-ups.

The waste water routing to Neutralization Package (B87-Y055) or Temporary Pond can be selected.
Fundamentally, once B87-Y055 is fully lined-up, Boiler Blowdown which is produced continuously
once utility boilers are started on M33 can be send to B87-Y055. However, in case Blowdown
Collection Header is used for the Chemical Waste Water delivery of Waste Water No.6 & 7, Boiler
Blowdown should be sent to Temporary Pond together. Such operational selection can be done by
isolation valves.

8.2 Design of Temporary Pond and Temporary Waste Water Treatment Unit
Based on the chemical water influx to Temporary Pond shown on APPENDIX-4, the capacities of
Temporary Pond and Temporary Waste Water Treatment Unit are calculated.

Temporary Pond Capacity : Approx. 10,000 m3


Temporary Waste Water Treatment Unit : Approx. 10 m3/hr

APPENDIX-8 shows the estimated water volume in Temporary Pond and Treated Water Quantity in 10
days. Accumulated water quantity in Temporary Pond will be approx. 6,200 m3 in peak period
(Middle-M38) with the basis of 10m3/hr x 24 hrs continuous water treatment by Temporary Water
Treatment Unit and final discharge to B87-A014 or B87-A016. 10,000 m3 capacities will have approx.
60% margin against the estimated chemical waste water influx. And, the natural evaporation also can
create some more margins.
The margin can absorb the disturbance of chemical waste water influx and small amount of back wash
water back-influx from Temporary Waste Water Treatment Unit.

Note:
9 The amount of back wash water depends on the frequency of back wash. The frequency of back
wash is depends on how much TSS of waste water is, however, it is normally a few % of feed flow.
9 Because of the area limitation, 100 m x 100m for 10,000 m3 Temporary Pond is maximum area to
be given. The area to cover 45,460 m3 of all chemical waste water is not practical.
9 As Temporary Waste Water Treatment Unit, 10m3/hr capacity is big facility. It is not practical to
select the one more than 10 m3/hr capacity.

8.2.1 Detailed Design of Temporary Pond


Since degreasing waste water may contain some oil & grease, oil compartment shall or will be provided at
Temporary Pond. Oil suspended within this compartment will be removed by Oil Filter periodically.
Another compartment will be also provided to collect accumulated deposits. Since back wash water from
Temporary Waste Water Treatment Unit is planned to be sent back to the Temporary Pond and Chemical
Waste Water may contain debris, some amount of deposit are expected. These deposits will be
vacuumed/removed periodically. The deposit will be conveyed to Evaporation Pond or packed into the
drum. It depends on the feature of the deposit and its amount.
Then, the top clear layer water will be pumped to Temporary Waste Water Treatment Unit.
Conceptual design of Temporary Pond and Oil / Deposit Separation Compartment is shown on
APPENDIX-7. The type of Temporary Pond is Bank type, not Dig type. This configuration can avoid the
hazardous sediment windblown to outside the pond.
The detailed DWG of Temporary Pond will be attached in this document later (Hold).

8.2.2 Detailed Design of Temporary Waste Water Treatment Unit


The coagulation type package is planned as Temporary Waste Water Treatment Unit. This can treat the
waste water to make Total Suspended Solid (TSS) within the acceptable quality to dispose to B87-A014 /
A016 (<10 ppm in monthly average), as well as pH adjustment. Regarding Biochemical Oxygen Demand
(BOD) and Chemical Oxygen Demand (COD), the concentrations will be controlled by diluting with Non
Chemical Waste Water if necessary, then, the resultant low concentration COD/BOD water will be
disposed to B87-A014 or A016.
Sand filter process is expected in this package, then it will produce some amount of back wash water. It
will be sent back to Temporary Pond.
Based on the information above, the coagulation package will be selected. Package operation will be
sub-contracted.

8.3 Treated Water Disposal to Retention Pond


Chemical waste water is planned to convey to the permanent facility of retention pond (B87-A014 or
A016) after the treatment by Temporary Waste Water Treatment Unit.
The treated water which is treated by coagulation package will be conveyed to B87-A014 (Lined Pond). In
case the treated water quality can be considered stable and within water disposal criteria, it can be
disposed to B87-A016 (Unlined Pond). The destination can be selected by isolation valves. Refer to
APPENDIX-6.
The water disposal criteria to retention pond is shown on Section 8.3.1. And, the way to judge the
destination (B87-A014 or A016) is described in Section 8.3.2.

8.3.1 Water Disposal Criteria to Retention Pond


The waste water discharge criteria applicable to the retention pond is provided in Appendix E on
Environmental Management Plan (B-S-B00-1100-401) and shown below.

8.3.2 Waste Water Sampling Plan


Since there will be continuous chemical waste influx to one 10,000 m3 capacity of Temporary Pond
against total waste water volume of 45,560m3, the continuous treatment by Temporary Waste Water
Package and disposal to retention pond are required to keep the project schedule.
Since the water analysis by 3rd party takes a few days to give the results back (because of the analytical
method), the analyses for the following parameters will be taken place by Handy Type Instrument and the
results will be used for the discussion on PMC Waste Water Handling Meeting. JGC PMC Supervisor,
JGC Environmental Monitor and Sub-Contractor will take the water sample from Sampling Point-1 / 2
shown on APPENDIX-1 and report to JGC PMC Chief Engineer / JGC Environmental Coordinator /
Company for the discussion.

9.2 Design of Evaporation Pond


Based on the acid cleaning waste water volume shown on APPENDIX-5, the capacity of Evaporation
Pond is designed as 2,0000m3.

Note:
9 Total volume of Acid Cleaning waste water is 2,094 m3. Since there is a gap between Train-1
Acid Cleaning activities and Train-2 Acid Cleaning activities, some natural evaporation is
expected. However, in case there is no room to dispose Acid Cleaning waste water in Train-2, the
waste water will be transferred to outside Barzan Pj Site for the treatment (Mesaieed Industrial
City etc.. To be sub-contracted for the transferring).
9 As mentioned in Section 7-3), the waste water with sludge removed from Temporary Pond will be
also disposed to Evaporation Pond.

It will be located in Plant South (see APPENDIX-1) and the area will be Approx 30m x 50m wide. The type
of Evaporation Pond is Bank type, not Dig type. This configuration can avoid the hazardous sediment
windblown to outside the pond.

10 POST WORK

10.1 Dismantling of Temporary Piping from B262 to Temporary Pond


Upon completion of AGR Degreasing (Train-1) which is the last activity for the usage of the temporary
th
piping from B262, the temporary piping will be removed after the completion of the water flushing by 4
rinsed water and the drainage.

10.2 Dismantling of Temporary Piping from B150 to Temporary Pond


Upon completion of AGR Degreasing (Train-2) which is the last activity for the usage of the temporary
th
piping from B150, the temporary piping will be removed after the completion of the water flushing by 4
rinsed water and the drainage.

10.3 Demobilization of Temporary Waste Water Treatment Unit


Upon completion of AGR Degreasing (Train-2) which is the last activity for the generation of PMC
chemical waste water, Temporary Waste Water Treatment Unit will be also demobilized after the
treatment of all remained chemical water in Temporary Pond. The detailed dismantling plan will be issued
later (Hold).

10.4 Dismantling of Evaporation Pond


Upon completion of dried-up naturally, Evaporation Pond will be back-filled after the disposal of bottom
surface membrane. The membrane is contaminated with chemical compound, therefore, it will be wasted
as Industrial Waste. The detailed dismantling plan will be issued later (Hold).

10.5 Dismantling of Temporary Pond


Upon completion of the treatment of all remained chemical water in Temporary Pond, Temporary Pond
will be dried naturally, then back-filled after the disposal of bottom surface membrane. The membrane is
contaminated with chemical compound, therefore, it will be wasted as Industrial Waste. The detailed
dismantling plan will be issued later (Hold).
10.6 Upon the completion of all PMC activities, the cleaned water ponds o cleaned prior hand
over to Operation.
