1 Introduction

This equipment specification details RailCorps particular requirements for selecting and
using European Train Control System (ETCS) Level 1 trackside equipment.

Specifications, standards and documentation for ETCS are available from the European
Railway Agency via their web site www.era.europa.eu. The documents are found under
Core Activities, ERTMS (European Rail traffic Management System).

2 General

RailCorps ETCS Level 1 trackside equipment will comply with European Community
Conventional Rail Technical Specifications for Interoperability (TSI) relating to the
Control-Command and Signalling (CR CCS TSI).

Railcorps current baseline for ETCS Level 1 trackside equipment is the Conventional
Rail TSI on CCS (2006/679/EC) with Annex A modified as per 2010/79/EC. This specifies
SUBSET-026 System Requirements Specification version 2.3.0.

The Unisig group has been involved in original development and implementation of ETCS
Level 1 within the European Community.

ETCS equipment produced by members of Unisig is preferred.

Equipment with in-service use on a multi-vendor rail environment is preferred. Equipment


that is not currently in use in an ETCS interoperable environment will not be accepted.

The equipment shall have the supporting documentation required by European Norms
including:

EC Declaration of conformity for EMC and LV


EC Declaration of conformity for TSI
Evidence of assessment of conformity as required by CR CCS TSI 2006/679/EC for
operation in the European Community. This typically includes:
Design Examination certificate (module H2) from a Notified Body.
Quality Management System Approval (module H2) from a Notified Body covering
the period in which the equipment was designed, manufactured and supplied.

Equipment shall have a documentation set for its Installation, Commissioning, Operation
and Maintenance in accordance with EN50126 Railway Applications The Specification
and Demonstration of Reliability, Availability, Maintainability and Safety (RAMS) to meet
RAM targets nominated by the supplier for an ETCS Level 1 reference conventional rail
infrastructure configuration. Reference infrastructure configurations similar to that used in
SUBSET-091 Safety Requirements for the Technical Interoperability of ETCS in Levels 1
and 2 are preferred. Details of the RAM targets and reference infrastructure configuration
shall be provided.

The equipment shall have evidence of compliance with EN50121-4 Railway Applications
Electromagnetic compatibility Part 4: Emission and Immunity of the signalling and
telecommunications apparatus.

Evidence of compliance with EN50124-1 Railway Applications Insulation Coordination


Part 1: Basic Requirements Clearances and Creepage Distances for all Electrical and
Electronic Equipment is preferred. Over Voltage design should at least meet OV2 for
circuits internal to equipment housings and OV3 for circuits that may run external to
equipment housings. PD3 (or more severe) is the accepted Pollution Degree for the
environment in which the indoor equipment will be used. PD4 (or more severe) is the
accepted Pollution Degree for the environment in which the outdoor equipment will be
used.

The equipment shall have a current RailCorp Signals Type Approval. The Signals Type
Approval requirements and process is defined in other documents.

3 LEU

A Line-side Electronic Unit (LEU) controls the telegrams transmitted to the train via
controlled Eurobalises.

The LEU shall be suitable to install in RailCorps signalling equipment housings classified
as A1, A2, A3, B1, B2, B3 and B4 as detailed in SPG 1856 Environment Conditions.
Suitability is defined as meeting the life expectancy, reliability, availability and
maintainability requirements while continuously operating in the given environment with
regular occurrences of average and extreme values.

Physically the LEU shall:

Be suitable for use in a location case which provides a degree of protection to IP23 or
better.
Fit in an existing single width location case (as used by RailCorp) that is half full with
existing equipment.
The maximum size to fit in an existing single width location case is estimated as
330mm deep, 450mm wide and 600mm high.
Desirably be such that two or three LEUs can be fitted in the space estimated above.

Electrically the LEU shall:

Not provide a galvanic path from any power or interface circuit to earth of less than
100Mohm when measured at 500Vdc.
Not provide a capacitive path from any power or interface circuit to earth of more than
20nF. Capacitance values to earth for each circuit type shall be similar (+/-50%).

The LEU electrical power supply interface shall:

Work when supplied with 120Vac nominal at 50Hz. Expected supply limits are 120Vac
+10%, -20%.
Meet electrical safety requirements when used on a 120Vac nominal 50Hz electrical
power supply using the IT system of earthing as detailed in IEC 60364 Electrical
Installations in Buildings.
Be rated for Insulation co-ordination Overvoltage category II as per EN 60664-1 and
preferably category III in a PD2 (or more severe) environment.
Have a power load less than 40VA and desirably less than 20VA.
Allow the LEU to continue operating with a voltage interruption with 0% residual
voltage (of 120Vac supply) for at least 10 cycles at 50Hz. Compliance is tested in
accordance with AS 61000-4-11 Electromagnetic compatibility (EMC) Part 4.11:
Testing and measurement techniques Voltage dips, short interruptions and voltage
variations immunity tests.
Allow the LEU to continue operating with a voltage dip with 40% residual voltage (of
120Vac supply) for 10 cycles at 50Hz. Compliance is tested in accordance with
AS 61000-4-11 Electromagnetic compatibility (EMC) Part 4.11: Testing and
measurement techniques Voltage dips, short interruptions and voltage variations
immunity tests.

LEU must have safety critical inputs which shall:

React to input changes from off to on, and on to off in less than 1 second.
Have a configuration option for the stability time for inputs. Unstable inputs causing a
failed telegram to be sent to the Eurobalise.
Update the telegram sent to the Eurobalise within 2 seconds of the actual source input
change.
Be rated for Insulation co-ordination Overvoltage category II as per EN 60664-1 and
preferably category III in a PD2 (or more severe) environment. This includes any
interface terminals.
Have interface terminals suitable for safety critical cable as defined in SPG 1013
Cables for Railway Signalling Applications Single Conductor Cables for Indoor use
when terminated with a pre-insulated pin connector, red or a pre-insulated boot lace
ferrule.
Have labelling on all interface terminals and any associated plugs.
Have terminals and plugs that are not readily broken apart by hand.
Have terminals rated for a working voltage of at least 3 times the nominal working
voltage of the circuit with a preferred minimum rating of 250Vac.
Have terminals rated for at least 4 times the nominal maximum current of the circuit
with a minimum current rating of 4 amps. Circuit fuse rating is typically 4 amps.
Have vibration resistant terminals which are preferably screwless-type with direct
pressure (tension clamp).

The LEU must support direct digital inputs.

LEU direct digital inputs interface shall:

Detect the made and not made state of BRB 930 series Signalling Safety relay
contacts.
Provide sufficient wetting current and potential to maintain BRB 930 relay contacts in
good order. This is considered to be 2mA at 120Vac, 5mA at 50Vdc, 10mA at 24Vdc,
or 20mA at 12Vdc.
Use input voltages of 12Vdc nominal or higher.
Have a minimum of 6 inputs.
Be for safety critical use as detailed in the suppliers documentation.
Preferably not require complementary pair inputs for safety critical use.
Preferably only require a single contact to operate inputs used for safety critical
functions.
Preferably provide the electrical supply for contact detection. Alternatively the input
arrangement shall be electrically isolated from the rest of the LEU.
Desirably, be able to be used for circuits that run external to a location case in a
1500Vdc Electric Traction environment as safety critical inputs. In this case both legs
of the input circuit may need to be switched.

The LEU should support signal lamp current monitoring.

LEU signal lamp current interface shall:

Be for safety critical use as detailed in the suppliers documentation.


Have multiple signal lamp AC current detection threshold settings in the range of
15mA to 500mA rms. Signal lamp currents can vary from 50Hz sine wave to two pulse
rectified and irregular. Up to 20% Total Harmonic Distortion (THD) can occur on the
supply voltage.
Support maximum AC lamp currents of up to 2 amp and circuit fusing of 4 amps.
Preferably support 12Vdc Signal lamps with current in the range of 100mA to
2.5 amps and circuit fusing of 4 amps.
Have suppliers documentation providing evidence that there is no reduction in the
integrity of RailCorps signalling safety circuitry due to the use of the current sense
arrangement.
Detect flashing lamp periods which are nominally 620mS ON, 200mS OFF. Flashing
lamp detection will include the range of 470mS ON with 430mS OFF to 870mS ON
with 230mS OFF.
Support a minimum of 6 lamp current inputs.
Preferably provide a facility to maintain signal lamp operation when the LEU is
removed from service.

The Eurobalise interface shall:

Support connection to two or more controlled Eurobalises.


Be able to drive any Unisig suppliers Eurobalise with the distance between LEU and
Eurobalise ranging from 10m to 800m. The signal at the Eurobalise must meet the
SUBSET-036 requirements.
Preferably not require a circuit fuse for cable distances up to 800m in a 1500Vdc
Electric Traction environment.

The LEU shall be able to manage at least 32 telegrams of the maximum length.

Networking facilities for transfer of safety critical inputs between LEUs is desirable.

Networking facilities for Eurobalise telegram configuration to allow application and


removal of Temporary Speed restrictions is desirable.

Networking facilities electrical and/or optical interface shall comply with Australian
Standards for the public Telecommunications network. Alternatively non-compliant
interfaces in private trackside networks using dedicated cables provided for the particular
purpose may be considered.

LEUs that provide an upgrade path to ETCS level 2 are desirable.

LEUs that can be expanded or interconnected for larger locations are desirable.

The LEU shall continue to operate without any detrimental effect when a BRB930 QN1
50Vdc relay is repeatedly picked and dropped within 50mm of the LEU via two wires
being scratched together. The position of the relay and wiring will be moved to test the full
range of EMI coupling mechanisms. If the LEU is to use inputs driven by a power supply
that also powers BRB930 series relays then that coupling will also be tested.

LEU Reliability, Availability and Maintainability criteria include:

The expected life of the LEU shall be at least 15 years.


The predicted Mean Time To Fail (MTTF) for the minimum compliant LEU
configuration shall be at least 10 years. A MTTF for a typical LEU of greater than 25
years is preferred.
Preventative maintenance actions (other than visual inspection) should not be more
frequent than once per year.
A hazard control measure shall be built into the LEU to prevent operation of the LEU
when application data intended for a different LEU is installed.
A hazard control measure should be provided to prevent operation of the LEU when
an incorrect version of the application data is installed.
LEU configuration settings that may need to be set or checked by a maintainer during
equipment replacement must be clearly labelled.
LEUs that use Commercial Off The Shelf (COTS) equipment for the configuration and
maintenance facilities are preferred.
LEUs that provide active indications of correct operation without use of additional
equipment are preferred.

4 Eurobalise

Eurobalise acceptance criteria are:

Class A and Class B Eurobalise with certification to SUBSET-036 Issue 2.3.0 or later
are accepted.
Only the compact or reduced size Eurobalise is accepted.
Eurobalise mounting shall meet the requirements of Class B in SUBSET-036
Controlled (also known as transparent, variable, commutable) Eurobalises are
accepted with and with out a plug connection for the external cable.
Controlled (transparent, variable, commutable) Eurobalises with fixed tail cables shall
have a tail cable length between 5.5m and 8m.
The Eurobalise provides for transverse mounting on a concrete bearer with fixings on
the centre line of the long axis of the bearer. Transverse mounting has short sides of
the Eurobalise parallel with the rails.
Fixing hole size for a concrete bearer to be 20mm diameter or less.
Maximum depth/height of the Eurobalise shall be less than 65mm.
Suitability for the Eurobalise to be mounted directly on the sleeper with no need to
increase height to meet Class B mounting requirements. The use of padding under the
Eurobalise for vibration damping and strain relief is accepted.

Preferred features include:

Eurobalise can be programmed via the A5 interface (Airgap).


Certification to SUBSET-036 Issue 2.4.1 or later.
Evidence that the Eurobalise significantly (2 or more times) exceeds the SUBSET-036
requirements for reliability.
No configuration of the Eurobalise via wiring, links or switches required during
maintenance activities. Maintenance activities include Eurobalise replacement.
Evidence of improved life under high levels of UV from Sunlight.
Mount on the flat central part of a concrete bearer. The smallest flat central part of a
concrete bearer is 500mm long and 250mm wide. The flat part can be 55mm below
the foot of the rail. This means up to 225mm below the top of rail level for 60kg rail.
Eurobalise width of less than 1.5 times the concrete bearer width. That is 375mm.

Eurobalise interface C4 Balise Blocking Signal Output is not required.

5 Cable

Cables from LEU to Eurobalise shall:

Be designed for outdoor use in either pit and pipe or direct burial cable routes.
Be resistant to rodent attack.
Comply with the technical specifications set by the LEU supplier for operation with the
cable distance between LEU and Eurobalise ranging from 10m to 800m. The
connected Eurobalise may not be from the same supplier.
Have a Fire Safe, Low Smoke Zero Halogen (LSZH) version suitable for tunnel
installations.
