The contribution payable to the ministre du Revenu is used to finance the


Commission des normes du travail (labour standards commission), which has a
mandate to establish uniform labor standards across Qubec.

Employer contributions are used to compensate victims of industrial accidents


and occupational diseases, to finance the activities of the Commission de la
sant et scurit du travail which manages the mandatory public insurance plan
and to promote the health, safety and physical well-being of workers. The rate of
assessment varies depending on the sector of activity.

Natural Gas
A competitive
and reliable
source of
energy

The quality and reliability of Qubecs natural gas transportation and


distribution system have made this energy source readily available and
attractive. Hence, natural gas is available in most regions of Qubec, at
competitive rates, which can be negotiated with Gaz Mtropolitain, the largest
supplier of natural gas in Qubec.
Some brokers also offer long-term (20 years) contracts at lower rates.

The Qubec corporate tax system is one of the most favorable in North
America, low income tax rates work to the advantage of manufacturing
businesses.
Qubecs system is also very competitive concerning job creation and capital
investment.

In Canada, the Federal tax rate is 13.12% for Canadian controlled private
corporations with taxable income below CAN$200,000. Reduced rates may also
apply in certain provinces for small businesses. In the United States, the general
rate of 35% varies according to the revenue of the corporation.
The rate of 8.9% is effective as of March 15, 2003. The former rate of 9.04%
included the contribution to the Youth Fund representing 1.6% of the income tax
payable.
The rate includes 14% surtax.
Corporations are liable for tax on the greater of four bases. The tax on income is
levied at a rate of 7.5%.
New York City. In addition to the city tax of 8.85%, a surtax of 17% of the state tax
(9%) is applicable for business activity in the Metropolitan Commuter
Transportation District. Please note that all corporations will not be subject to all
three taxes.

TAX MEASURES FOR THE RESOURCE REGIONS


Enterprises operating in resource regions may benefit from major tax
measures.
Tax Holiday for Manufacturing SMBs in Remote Resource Regions
A corporation that carries on a manufacturing or processing business in one
of Qubecs remote resource regions may claim, until December 31, 2010, a
75% tax holiday regarding income tax, the tax on capital and the employer
contribution to the Health Services Fund (HSF). The paid-up capital of the
corporation may not exceed $20 million, however, a partial tax holiday is
available for paid-up capital from $20 to $30 million.

COMMODITY TAXES
The Canadian Goods and Services Tax (GST)
The Canadian GST is similar to the value-added tax (VAT), in European Union
member countries. Under this system, a company collects the GST from its
customers, 7% of the selling price for the product or service. However, companies generally receive a refund or credit for GST paid on the purchase of
goods or services used in their business activities. This credit (referred to as
an input tax credit) is available to each person in the production and distribution chain except the final non-business consumer of the good or service.
The total amount of tax collected by a business on sales in a given period,
less the input tax credits for that period, is remitted to the government. If, in
any given period, the input tax credit exceeds the tax collected on sales, a
business will be entitled to a refund equal to the difference.
Qubec Sales Tax (QST)
The QST (7.5%) applies to selling prices, GST included. As with the GST,
firms can usually get a refund for QST paid on their purchases.
To simplify the administration of the consumption taxes, Qubec was the first
province to coordinate its sales tax with the federal GST. Qubec companies
need only deal with only one level of government when it comes to
consumption taxes.

MEASURES
FUND FOR LARGE-SCALE ECONOMIC PROJECTS
Emploi-Qubecs mission is to promote the development of a qualified, skilled
labor force and foster a balance between job supply and demand in the labor
market. To achieve this, Emploi-Qubec offers employment services and
financial assistance to businesses in order to improve their competitiveness.

Emploi-Qubec, in cooperation with the various Qubec regions, may


contribute to the financing of large-scale economic projects meeting the
following criteria:

Create at least 50 jobs over a 24-month period.

>

Belong essentially to the manufacturing sector and produce goods mainly


destined for export.

>

Projects belonging to the service or commercial trading sectors drawing


from an international customer-base or a foreign company to Qubec.

The financial assistance offered by Emploi-Qubec may take several forms.


For example, it may be used to share the costs of the labor force training or
recruitment expenses. The financial assistance may vary between 25% to
50% of eligible costs.

ASSISTANCE PROGRAM FOR INVESTMENT PROJECT START-UP


(APIPS)
Financial
assistance to
conduct
feasibility
studies

APIPS is focused on firms in the following sectors: manufacturing, recycling,


industrial research and development, and scientific services.
The financial assistance may cover up to 50% of eligible expenses, to a
maximum grant of $50,000.
The following types of studies are eligible: feasibility studies, comparative
studies of potential sites, market evaluations for the reorientation or diversification of the production activities, and feasibility studies on forming business
alliances.

Government Financial Support Measures


The studies must pertain to a project to be carried out in Qubec and be led by
Canadian consultants (does not exclude subcontracting). This program is
managed by the ministre du Dveloppement conomique et rgional et
Recherche (MDEER).

PASI
A new Strategic-investment support program has been announced by the
Quebec Government on April 1st, 2004. One of the objectives of this program
will be to financially support investment projects that could not otherwise be
carried out. Details should be available shortly.
