They can look at the numbers provided
by the CBMS and determine whether
they should continue or discontinue a
local program.

The specificity, reliability, and precision of data


gleaned from a nationwide CBMS network
would be invaluable to the formulation,
implementation, and assessment of national
programs. It would allow the national
government to identify the strengths and
weaknesses of each region, of each province,
and each municipality.
