MONTHLY ECONOMIC & COMMERCIAL REPORT FOR OCTOBER 2014


POLITICAL DEVELOPMENTS
Kuwait hosted the 3rd Ministerial Consultative Meeting of the Asian Countries
sending and receiving labour, Abu Dhabi Dialogue on 27 November which discussed
the ways and means to improve the condition of migrant workers and adopted a Pilot
Project on Skill Development, Documentation and Recognition. Continued decline in
international oil prices compelled Kuwait to review its economic policies and the
government asked its ministries to rationalize expenditure. Kuwaiti Prime Minister, in
an interview, affirmed significance of GCC unity in face of dangerous regional
challenges and expressed concern over the various power blocks engaged in
destructive operations in the region. He said that Kuwait is working hard to realize the
Amirs vision of transforming Kuwait into a financial hub and are taking measures for
financial reforms. Many Kuwaiti MPs criticized the Government for its economic policy.
On external front, the Amir of Kuwait attended a brief GCC meeting in Riyadh
on 16 November and persuaded Saudi Arabia, UAE and Bahrain to reinstate their
Ambassadors to Qatar. The Prime minister of Albania, Foreign Ministers of Iraq,
Qatar, Tajikistan and Togo, and Oil Minister of Iran visited Kuwait during the month.
On the bilateral front, the issue of implementation of US$ 2,500 bank guarantee
for bringing the female Indian domestic workers by the mission attracted criticism from
Kuwaiti MPs who raised this issue in the Parliament and asked the Ministry of Foreign
Affairs and Ministry of Interior to take retaliatory measures. Ambassador met Mr.
Khalid Sulaiman Al-Jarallah, Undersecretary of the Ministry of Foreign Affairs, on 24
November and inter alia, discussed bilateral issues including corruption in recruitment
of Indian nurses and Bank Guarantee.
I.

ECONOMIC INDICATORS
Overview

Budget: As per the preliminary data of the Kuwaiti Finance Ministry, Kuwait's
budget surplus reached KD 8.97 billion (USD 30.84 billion) in the first six months of
the current fiscal year as expenditure remained well below the initial plan. Kuwaits
public spending was at KD 6.12 billion (USD 21 billion) in April-September, below KD
11.61 billion (USD 39.82 billion) originally planned for the period. It was equivalent to
only 26% of the KD 23.21 billion (USD 79.61 billion) envisaged in the plan for 2014/15
fiscal year. State revenue was KD 15.09 billion in April-September, well above the KD
10.03 billion (USD 34.40 billion) originally projected for the period while income from
oil stood at KD 14.20 billion (USD 48.70 billion).

GDP: In its first estimate of inflation-adjusted GDP, Kuwait's Central Statistical


Bureau reported that the GDP growth in 2013 was 1.5% as compared to 6.6% in
2012. The 2012 figure was revised from the government's previous estimate of 8.3%.


Money Supply: The Central Bank of Kuwaits data showed that Kuwaits M2
money supply growth slumped to 4.3% y/y at the end of September 2014, which is the
lowest since February 2012.

Inflation: Kuwaits inflation was at 3% year-on-year in October 2014.

World Bank: The Kuwaiti Cabinet on 6th November discussed the findings of a
study conducted by the World Bank (WB) on practical steps to push forward economic
development and reform in Kuwait. The WB representative made a presentation to the
Kuwaiti Cabinet on problems and obstacles impeding economic reforms in the country
and ways to tackle them. The Cabinet applauded the positive partnership between the
WB and Kuwait and hoped for more bilateral cooperation in the future.

Subsidy: Kuwait Petroleum Corporation (KPC) has submitted a study report


related to lifting the petrol subsidy which would sharply increase the price of one liter
of petrol from 65 fils to 170 fils (USD 0.22 cents to 0.58 cents) to the Supreme Council
for Planning for it to review the study from all aspects after which it will be referred to
the Cabinet for approval and implementation. However, the study related to lifting the
subsidy on cooking gas has not been submitted so far. The sources indicated that
Kuwait consumes about 3.8 billion liters of petrol a year, which increases by 3% every
year.

Health: Kuwait spent KD1.5 billion (USD 5.14 billion) on healthcare in 2013-14.

Development Plan: Despite the current downfall in the oil prices and its impact
on the countrys budget, the Kuwaiti Government has decided to proceed with the
Development Plan which is presented to the Parliaments Finance Committee. The
projects are planned to start from December 2014 and end by third quarter of 2019.

SMEs: The National Fund for Small and Medium Enterprises (SMEs)
Development signed an MoU with the American Techstars network to explore
collaborative opportunities in the technology space in Kuwait. Techstars is a leading
world network for establishing SME incubators for ambitious entrepreneurs in
technology.

The Kuwait Stock Exchange (KSE) suspended 18 companies on 16 November


for failing to reveal their interim financial statements for the period ending 30
September 2014.
II. MAJOR INVESTMENTS WITHIN AND OUTSIDE THE COUNTRY/ RELATED
AGREEMENTS SIGNED / OTHER ECONOMIC DEVELOPMENTS
Banking, Finance and Investment

NBK: National Bank of Kuwait was recognized as the Best Foreign Exchange
Provider in Kuwait and in the Middle East 2014 for the second consecutive year in an
exclusive survey compiled by the financial magazine, Global Finance. NBK is the only
Arab bank enlisted among the Worlds Best Foreign Exchange Providers along with
major international financial institutions such as Citi, Deutsche Bank, HSBC, Societe
General, DBS, and Standard Bank. NBK also maintains its position among the 50
safest banks in the world for the ninth consecutive time.
NBK in association with J.P. Morgan Limited has led a consortium of
international, regional and Kuwaiti banks to arrange a syndicated loan of USD 1 billion
for Kuwait Foreign Petroleum Exploration Company (KUFPEC), a wholly owned
subsidiary of Kuwait Petroleum Company (KPC). The five-year term loan will be used
for KUFPECs general corporate purposes and to finance its international expansion
plans.

KIA: Kuwait Investment Authority had allegedly caused losses estimated at KD


427.972 million (USD 1.46 billion) to the Future Generation Fund due to
mismanagement.
Oil, Gas and Petrochemicals


KNPC: Kuwait National Petroleum Co (KNPC) plans to spend $40 billion till
2022 on projects which would include (i) a new refinery, Zour with 615,000 bpd
capacity to be completed in 2019 and (ii) a clean fuels project that also includes
expansion of Mina Ahmadi and Mina Abdullah refineries to produce high-grade
products such as diesel fuel and kerosene for exports.

KOC: Kuwait Oil Company (KOC) has managed to stimulate 90 oil wells south
and east of Kuwait that produce 90,000 bpd, and other 22 wells in the west with
15,000 bpd.
A KOC source said on 13 November that Kuwait plans to invest around USD 40
billion to increase its oil production capacity to 4 million bpd by 2020. He added that
currently low oil prices would not have an impact on Kuwaits investments to expand
its capacity.

KPC: Kuwait Petroleum Corporation (KPC) has signed two long-term crude oil
supply contracts with Shell International Trading Company (SITCO). The first contract
is a renewal of a previous one with SITCO, after doubling the agreed amount of crude.
It opens new markets such as New Zealand for the Kuwait crude and the second
contract will open the European market for Kuwaiti crude for the first time in KPC
history. As per the contracts, KPC will supply SITCO with 100,000 bpd to be marketed
on all world markets at the accredited international prices.

KUFPEC: KUFPEC, a subsidiary of KPC, had announced on 13 November that


KUFPEC Canada Inc has completed the acquisition of a 30% interest in the Chevrons
Duvernay formation in approximately 330,000 net acres of Chevron-operated leases in
the emerging liquids-rich Kaybob area of Alberta, Canada.

PIC: American Dow Chemical Companys shares in Kuwait will be handed out
as initial public offerings to Kuwaiti nationals, the CEO of the Kuwaiti-based partner
Petrochemical Industries Company (PIC) said on 13 November. On the sidelines of a
conference in Dubai, US petrochemicals giant Dow Chemical Co had announced that
as part of a $7-$8.5 billion divestiture plan, it would reduce its equity positions in all of
its Kuwaiti ventures to release capital for other strategic purposes, but it is not leaving
Kuwait.
Power

KPC: KPC is reportedly carrying out the first project in Kuwait to produce
electricity. The solar power plant is situated in Um Qadir, west of Kuwait. The project
is part of cooperation between Kuwait and the UN, under the umbrella of the
international organization's Clean Development Mechanism (CDM). The plant is
designed to produce 10 megawatts of electricity.

Water distillation plant: On 29 October, the Central Tenders Committee


(CTC) reportedly opened the bid envelopes for the construction, execution and
maintenance of a drinking water distillation plant in Sulaibiya under the Ministry of
Electricity and Water and determined that the lowest bid was KD 2.293 million (USD
7.86 million) while the highest was KD 2.772 million (USD 9.50 million).

Infrastructure

Airport Project: On 3 November, the Central Tenders Committee, Kuwait


announced on its website that the contract of international airport expansion project,
worth KD1.4 billion (USD 4.8 billion) was awarded to Kuwaits local leading
construction firm, Kharafi National. In the contract, a new terminal for Kuwait
International Airport and a new runway would be built to increase the present
passenger handling capacity from 7 million to 13 million in 2016. The airports capacity
is slated to increase to 25 million passengers by 2025. However, on 4th November,
Minister of Public Works and Electricity and Water, Abdulaziz Al-Ibrahim denied that
the tender for the new airport had been awarded to any entity.
Logistics

KAC: KAC has agreed to buy 10 Boeing 777-300ER jets with delivery to begin
in two years. The value of the deal is undisclosed. The contract is expected to be
signed soon and delivery of planes will begin in November 2016.

Agility: Kuwaiti logistics firm Agility is planning to buy a 35% stake in Kuwait
Airways.

Jazeera Airways: On 25 November, Jazeera Airways reported that its


operational performance showed a 5% increase in total flown passengers from
September 2013 and 96% of on-time performance.
III.
MAJOR ECONOMIC & COMMERCIAL DEVELOPMENTS WITH OTHER
COUNTRIES, INCLUDING TRADING AGREEMENTS PROPOSED/ FINALIZED
INDIA-BILATERAL

Meetings: Ambassador met Abdul Hamid Failakawi, Director (Arab States) in


the Ministry of Foreign Affairs on 3 November; Mr. Dhari Arjan Al-Arjan, Chief of
Protocol, on 16 November; and Mr. Khalid Sulaiman Al-Jarallah, Undersecretary of the
Ministry of Foreign Affairs on 24 November and inter alia, discussed bilateral issues
including corruption in recruitment of Indian nurses and Bank Guarantee of USD 2500
for bringing Indian female domestic worker to Kuwait.

Conference: Kuwaiti Minister of Commerce and Industry Abdulmohsen AlMedeij led a Kuwaiti delegation to the 4th India-Arab Partnership Conference in New
Delhi on 26-27 November. Speaking at the opening ceremony of the event, he
highlighted the bilateral historical ties with India terming them as "distinguished and
set on solid basis of friendship and mutual understanding." He said that Kuwait and
India have worked hard to deepen relations and added that Kuwait was looking
forward to the 3rd Joint Ministerial Committee (JMC) with India to be convened by the
end of the year to promote economic, trade, technical and scientific cooperation. He
also said that India was among Kuwait's top 10 trade partners and invited Indian
companies and investors to take part in Kuwaits ambitious Development Plan.


Bank guarantee: Ministry of Foreign Affairs has rejected the new procedures
of Bank Guarantee of USD 2,500 (KD 720) implemented by the Indian Embassy to
bring Indian female domestic workers to Kuwait.

Nurses: On 13 November, Ambassador met the representatives of 450 Indian


nurses who lost their jobs in Kuwait after the Kuwaiti Ministry of Health had cancelled
the license of the recruiting company, M/s Al Essa Medical & Scientific Equipment Co.
W.L.L in October 2014. The company agreed to provide necessary clearance to those
nurses who wish to transfer their residency and air tickets to those who wish to leave
Kuwait.

ADD: The 3rd Ministerial Consultative Meeting of the Asian countries sending
and receiving labour, Abu Dhabi Dialogue (ADD) was held in Kuwait on 27 November.

Visit: Dr R.K. Muneer, Minister of Panchayats and Social Welfare, Government


of Kerala visited Kuwait on a private visit on 6 November and discussed with
Ambassador the issues concerning the local Indian community.

TERI: Dr R.K. Pachauri, DG, TERI & Chairman, IPCC, visited Kuwait on 27
November for a plantation ceremony organized by TERI, which is carrying out a soil
remediation project in Kuwait. He also met officials of KPC on energy issues.

IITF: 14 Kuwaiti companies participated in the 34th India International Trade


Fair held in New Delhi from 14-27 November 2014 and displayed their products such
as building materials, foodstuff and textile.

Exhibition: Indians in Kuwait (IIK) organized an Indian Property Exhibition in


Kuwait on 28-29 November 2014 wherein builders from different cities in India
exhibited their projects.

Seminar: Mr. Avinash Kulkarni, Executive Vice President & Group Head
(Capital Markets Group) and Mr. Puneet S. Deshpande (Manager, DCM), SBI Capital
Markets Limited (SBICAP) visited Kuwait on 10 November 2014 and participated in a
Seminar titled India Ache Din Aa Gaye? / Have the good times come? organized
by Al-Mulla Exchange Company, Kuwait. During their visit, Mr. Kulkarni and Mr.
Deshpande met senior officials in the Kuwait Investment Authority, Kuwait Petroleum
Corporation and Asiya Investments and discussed equity and debt investments
opportunities in India.
Other countries

Argentina: Kuwait Fund For Arab Economic Development (KFAED) and


Argentinas San Juan Province had signed a loan agreement of USD 110 million to
contribute to projects in vital region and to establish good relations with all countries
across globe.

Albania: Albanian Prime Minister Edi Rama visited Kuwait on 19-20 November
and met the Kuwaiti PM, First Dy. PM and Foreign Minister, Minister of State for
Cabinet Affairs, Minister of Finance and discussed bilateral, regional and international
issues. During the visit, agreements / MOUs on mutual visa exemption, environment,
sustainable development, public health, medical sciences and export development

were signed. Albanian PM called on Kuwaiti business companies to invest in Albania.


The delegation also visited KCCI and discussed ways to strengthen and develop trade
and economic cooperation between the two countries.

Bangladesh: Kuwait Petroleum International (KPI), affiliated to Kuwait


Petroleum Corporation (KPC), is currently looking to construct a crude oil refinery in
Bangladesh with a capacity of 10 million tons per annum at an estimated value of USD
6.0 billion. For this purpose, a KPI delegation visited Bangladesh in the last week of
October 2014 and met top officials of Bangladesh Petroleum Corporation (BPC) and
Board of Investment (BoI). The Government of Bangladesh would reportedly provide
various facilities for the project, such as, land, electricity, fresh water, roads and
communication, tax holiday and 100 percent profit repatriation benefit for the project
and its foreign employees.

Brunei: The 2nd meeting of the Kuwait-Brunei Joint Committee was held in
Kuwait on 23 November where both sides discussed cooperation in the fields of
economy, higher education, trade & investment, petroleum and IT.

China: Kuwaits crude oil exports to China rose by 27.8% in October 2014 from
a year earlier to 986,000 tons equivalent to around 233,000 bpd. KPC signed a
landmark deal with Chinas Unipec in September 2014 by which KPC will supply
300,000 bpd of crude oil for 10 years.

Djibouti: During the visit of Djibouti's Minister of Finance, Elias Musa at the
Kuwait Chamber of Commerce and Industry (KCCI) on 3 November, KCCI Chairman
Ali Al-Ghanim said that the level of economic and trade relations between Kuwait and
Djibouti fell short of expectations and it should be promoted and deepened.

Honduras: During the two-day visit of Deputy Foreign Minister of Honduras to


Kuwait on 24-25 November, 4 new framework agreements were signed between the
two countries on trade & investment, cultural exchanges, education and agriculture.

Iran: Mr. Bijan Zanganeh, Iranian Oil Minister visited Kuwait and met the Amir
on 11 November and handed over a letter from President Hassan Rouhani. He also
met his Kuwaiti counterpart Dr. Ali Al-Omair and discussed latest developments in the
oil market.

Iraq: Iraqi Foreign Minister Ibrahim Al-Jaafari, visited Kuwait on 1 November


and held discussions with the Kuwaiti Amir, Crown Prince and First Dy. PM and
Foreign Minister on bilateral, regional and international issues.

Italy: On the sidelines of the 2nd International Conference on Nutrition (ICN2) in


Rome on 19-21 November, Ali Saad Al-Obaidi, Kuwaiti Minister of Health met his
Italian counterpart Beatrice Lorenzin and discussed strengthening medical
cooperation between the two countries.

Japan: As per the Kuwaiti Ministry of Finance, Kuwait's trade surplus with
Japan widened 10.6% in October 2014 to JPY 107.4 billion (USD 904 million) from a
year earlier. Kuwaiti overall exports to Japan increased 12.3% to JPY 128.3 billion
(USD 1.1 billion) for the first time in two months, and imports from Japan gained
22.3% year-on-year to JPY 20.8 billion (USD 175 million), up for the fourth month.

Jordan: On 23 November, KFAED donated USD 18 million to Jordan to help
from influx of Syrian refugees. KFAED has contributed about KD 172 million (USD 590
million) to various development projects in Jordan during 1962-2013.

Malaysia: Kuwait participated in the 5th OIC World Biz and Muslim World Biz
exhibition and Conference 2014 in Kuala Lumpur from 10-14 November. The theme
was Towards Excellent Global economies and its objective was to enhance intratrade among the Muslim countries while providing an ideal platform for governments,
corporations, international investors, industry players and entrepreneurs from all parts
of the world.

Oman: Kuwait Fund for Arab Economic Development (KFAED) and Oman
signed an agreement in Muscat on 12 November 2014 whereby KFAED will offer
USD1.75 billion to finance Al Batinah Expressway project in Oman. The amount
comes within the Framework Agreement signed between Oman and Kuwait on 27
May 2013 for the utilization of a grant of USD 2.5 billion allocated by the State of
Kuwait to finance development projects in Oman.

ROK: The Kuwait-ROK Joint Committee meeting on energy was held on 24


November in Seoul to discuss oil related issues and bilateral relations.

Saudi Arabia: On 3 November, the work at Dorra gas field which Kuwait
shares separately with Iran & Saudi Arabia was stopped due to differences between
Kuwait and Saudi Arabia over the routing of the gas. Saudi Arabia wants Dorra gas to
be pumped through Khafji and then divided between the two countries; whereas
Kuwait is insisting to take its share directly from the oil filed. Kuwait and Iran have had
unsuccessful talks for over 10 years to demarcate their maritime borders in the area.
Kuwait needs share in the Dorra field as it lacks the natural gas. The recoverable
reserves at Dorra are estimated to be around 220 billion cubic metres.

Spain: Jaime Garcia-Legaz, Secretary of State for Trade of Spain visited


Kuwait on 23 November and met Kuwaiti Minister of Commerce and Industry Dr.
Abdulmohsen Al-Madeijj and discussed bilateral economic and trade relations. The
Kuwaiti Minister called on Spanish companies to take advantage of big opportunities
offered by Kuwait in the field of developmental projects, focusing on the country's new
economic legislations which encourage and target foreign investors.

Togo: Deputy Prime Minister and Foreign Minister Sheikh Sabah Khaled Al
Hamad Al-Sabah met visiting Togos Finance Minister on 4 November and discussed
bilateral cooperation. Both sides signed an agreement on economic and technical
cooperation on 5 November, which envisaged the launching of a joint ministerial
committee on the various aspects of economic cooperation.

UK: Kuwait Investment Authority (KIA) invested USD 1.5 billion in Cale Street
Partners in London, a property investment firm launched by former Goldman Sachs
partner Ed Siskind. KIA is the single shareholder in Cale Street Holdco Limited set up
as Cale Street Partners.
IV INTERNATIONAL/MULTILATERAL ACTIVITIES

GCC: The Amir of Kuwait attended a brief GCC meeting in Riyadh on 16
November. After the Amirs efforts Saudi Arabia, UAE and Bahrain decided to
reinstate their ambassadors to Qatar.
Dr. Abdulmohsen Al-Medeij, Kuwaiti Minister of Commerce and Industry
headed the 50th meeting of GCC Ministers of Commerce in Saudi Arabia on 5th
November. The meeting discussed developing commercial cooperation at national,
regional and international levels.

GCC e-Gate: On 24 November, Kuwait hosted the 14th meeting of the


Executive Committee of the GCC Government e-gates in connecting people to
governments and to review the joint GCC action to develop e-services to GCC
nationals in order to improve GCC states rank on the UN Development index. Kuwait,
Saudi Arabia and Qatar have already linked their e-government portals.

UNIDO: Kuwait was elected as deputy chairman of the board of director during
42nd Conference of the United Nations Industrial Development Organization (UNIDO)
on 26 November.

UN: Permanent Delegate of Kuwait to the United Nations, Ambassador


Mansour Al-Otaibi while speaking at the UN Pledging Conference for Development
Activities on 10 November, announced that Kuwait has set aside donations totaling
USD 6.4 million to various UN agencies for 2015.

FAO: Ali Saad Al-Obaidi, Kuwaiti Minister of Health and Ms. Nabila Al-Khalil,
Chairman and Director-General of Kuwait's Public Authority for Agriculture Affairs and
Fish Resources (PAAAFR), attended the 2nd International Conference on Nutrition
(ICN2) in Rome on 19-21 November. On the sidelines of the Conference, Ms. Nabila
Al-Khalil, DG, PAAAFR met FAO Director-General Jose Graziano da Silva and
discussed, inter alia, opening a FAO office in Kuwait.
